Why, unless our Conititntiotfirmere waste paper, all our institutions shams, :and our theory of self government a fallacy, this principle and privil ege is their essence, lies at the bottom of that whole, and oonstitates the corner atone. It is the very right for which our fathers fought and made a revolution.- I might not have refused to reaffirm it—but Weis supererogatory; it might well weaken the whole , structure to dig up, for the purpose of verification, its foundation. The other feature of the bill was the repeal of the Missouri Compromiseline. That was already repealed. It had long fulfilled its mission. It bad calmed the troubled waters for a time. It was obselote.uctil the annexation of Texas, when we acceded to the demand to ex tend it through the northern deserts of that State. But when Callfolaha came- , California that should have been, fa may yet be, a Blare Butte—and wo denten& to extend that Ude to the Pacific, and thus eecarefoi.the South a por tico of the magnificent territory purchased in part by her blood and treasure, it was refused.- Then that line was blotted out everywhere and forever. To repeal it was a mere formality.— The Supremo Court hid recently pronounced It unconstitational, and so the repeal was, in no Teeple., of any importance. But this bill, with these two features!, neither of them of any practical itportance, magnified and exaggerated by orators and newspapers into argreat Southern victory, led the South into the delusion that Kansas taiyittbc made a Stare State, and induced It to join in a 'fate and useless whieh has kept the whole country, in turmoil for Me laze four years end gate fresh life and rig or to the Abolition Parry. TIM ISCONTTOE CONSTITUTION Through the most disgusting, as wells., tragic scenes of fraud and force, the Territory of Kan sas at last came before • Congress for admission as a State, with what is known as the Ltmompt on Constitution, embodying Slavery among its provisions. But at the same time the Conven tion by an ordinance, demanded of the United States some twenty-three millions of acres of land, instead of the fear millions usually allow-: ed to new Stales containing public lauds. It was almost certain that a majority of the peo ple of Kansas were opposedto this Constitution, but would not vote on it and this additional nineteen millions, which if allowed, would probably have kept them againfrom the recent Pelle, was what the South was expected to pay for that worthb-s Slavery clause, which would have been annulled as soon as Kansas was ad scatted. I confess my opinion was that the South herself should kick that Constitution out of Con- - gems. But the South thought otherwise. The only principle involved in this whole Kan sas affair—if an affair so rotten, from beginning to end, can have a principle at all—was this :- Iroutd C'onyrus admit a Slays State into the Union ? The people of Kansas hare, by an overwhelm ing majority, rejected the land ordinance as modified by Congress, and refused to come into the Union on such terms. Br if so. It is what 1 exptcled—what I rather desired. It sorts pre cisely with what I felt when I saw Banns thrust herself into Congress and demand—reeking With blood and fraud—to be enrolled among the States. Let her slay out. lam oppotied to her coming in before ehe has had the requisite popu lation ; not because she will be a Free State, but because I fully epprovo of the prohibitory clause of the Conference bill and for that reason voted againet the admission of Oregon. Unless in exceptional eases, eneb as that of 'Kansas was Hat winter, I do not Oak that a Slate should be admitted with a lees population than would entitle her to a member of the noose. It is not Just to the other States, and is not consonant with the theory of our Government. Ton desire to know my oplaion of the course the South should pur sue under existing circumstances. I will give you frankly and fully the monks of my obser vation and reflection on this all important point. But lam satiffied that en overwhelming majority of the South would, if assured that this Government was hereafter conducted on the true principles and construc tion of the Constitution, decidedly prefer to re main in the union , ra ther than Incur - the un known costs and bawds of setting up a sepa rate Government. I think I elate what Is true when I say that, after all the bitterness that has characterised our long warefere, the great body of the Southern people do not not disunion, and will not seek it as a primary - object, however promptly they may accept , it 55 an alternative, rather than submit to unoonetitntional abridge ments of their rights. I confess that, for many years of my life, I believed that out only safety was the dissolution of the Uslon, and I openly avowed it. It would be impossible to get Congress to re-open the trade. - If it could bo done, then it would be unnecessary, for the result could only be brought about by such an entire abandon ment by the North and the world of all oppos ition to oar slave system, that wo might safely cease to erect any defences for it. NO NNW TI HRITOBT TO Ili; HAD Bat if we could introduce slaves, where could we find suitable territory for new Slaves States?— The Indian Reserve, west of Arkansas, might make one. But we have solemnly guaranteed that to the remnants of the red race. Every where else,l believe, the borders of our States, have reachd the great desert which seperates the Atlantic from the Pacific States of this con federacy. Nowhere is African Slavery likely to flourish in the little oasis:of. that. Sahara of America. It in much more likely I think to get the Pacific elope, and to the north In the great valley, than anywhere else outside of its present limits. What, I say, could we do with these people or these countries to add to Southern strength? England and Prance, I have no doubt, would gladly ere us take tide burden on our back, if we would secure for them their debts and a neutral route across the Isthmus. Mr. Calhoun, from whose matured opin ions, whether on constitutional principles or Southern policy, it will rarely bo found tulle to depart, said that. There is no reasoneble ground to suppose that we con acquire it in any other way ; and the war that will open to us such an occasion will be great and general, and bring about results that the /keenest teddies:test:lMA now anticipate. On the contrary, I believe that God erected Degrees for no other purpose than to be "the hewers of wood and drawers of water"--that is, to be slaves of the white race ; and I wish to see them in that capacity on every spot on the outface of the globe where their labor is necessary or boneficiaL Nor do I doubt that snob. will be the final result. Much less would I oppose the acquisition of territory that would place the Slave States on a numerical equality, and more, with the Free States in the Union. But this review and ecrutity of the re sources of the South shows. I think, pretty con clusively, that we have now the surplus popula tion, nor suitable territory, within our present reach, to erects any number of Slave States; that to attempt It by costly, yet impracticable and abortive enterprises, will be to waste our strength to no purpose; and that the idea of re covering the equality in voting of the Free and Stave States, whether on the floors of Congers or elaterliest, is visionary. We had better, then, I think, at once make up our minds according to the facts, and giving up all bootless efforts, look every consequence of our position full in the facto. For ono, I can do so without dismay— without the slightest trepidation. Why, the South, numbering twelve millions of people pos sesses already an imperial domain that can well support a hundred millions more. What does she need to seek beyond her borders, or what has she to fear? With such a sea comet and harbors; such rivers, mountains and plains; so full of all the precious metals, so fertile in soil, so genial in clime, produoing in such unparal leled abundance the moeti valuable agricultural staples of the world; espable of manufacturing to any extent; and posseneifig the best social end industrial systems that here ever yet been or ganixed—she might have [ eunk into sloth from exoess of prosperity, had nhe hot been kept on IT the alert by the fierce cults of an envious world—assaults which, at one time alarming, it bee beenl n fact scarcely ore than wholesome exercise to repel ;an axe lse which has made us the most virtuous' and one of the most en lightened and 11113 g powerful people who now fiouribh on the globe.
