ABOV* SUITBFOELD, The Flood at Cincinnati, tKrom the Cincinnati Cotntnerclal Wednesday ’ Monday morning at eleven o’clock, without an exhibition of many premonitory symptoms, - the flood gates of heaven suddenly opened, and - bright, large streams of rain dashed impetuously upon this city and the adjacent country, with a force only equalled in'tropical regions during the period of the vernal equinox.—Then there was a brief cessation, when black clouds again piled up in dense dark masses, and the dashing shower of the morning gave way to a steady, continuous,' heavy storm of rain, which lasted, scarcely without interruption, until night, when there was a vivid flash of lightning, a crash of thunder as if the very elements had Oollapscd and another lnll ensued. ’ A short time beforo twelve o’clock that night, however, tho rain again began to patter in the streets in big drops, which were soon transfor med into strong and rapid streams, pouring down prodigious volumes of water, and again swelliog the gutters into angry freshets. Soon after mid night, and while the storm poured downfarious ly and fast, happy citizens, who were slumber ing blissfully, were startled from their sleep by terrifying peals of thunder, unparalleled in this region in its tremendous and awful grandeur aud made frightful by the fierce, fitful gleams of lightning, so vivid that darkness itself seemed awed into light. The whole firmament seemed one vast mass of profound blackness, irradiated j now by a thousand dazzling flashes of lightning; tho elements then seeming bound for the instant with igneons chains, which tho next instant crashed witii terrific and deafening concussion. This lasted but a little while. It was the pre cursor of a cataract of waters, which poured down through space in groat sheets, flooding the earth, and transforming little rivulota into foam ing freshets. And so the water streamed down for hours, and had not entirely ceased at nine o'clock yesterday morning, having rained hard and without cessation, nine full hours. Every gully 0 q the declivities pitching down into the city was swelled into tho magnitude of a cataract, aqd poured down its turgid stream with noisy impetuosity, sweeping in its current mas ses of oarth, and often stones weighing several hundred pound?. One stone which weighed over a hundred pound? rolled down Observatory Hill, and barely missed a brick house. Had it struck it fairly, it would have gone through like a bolt from a catapult.— Tbero is reason to believo the Whitewater Ca nal is irreparably injured. In addition to the destruction of the aqueduct and stone arch across Mill Creek, there is a break of thirty feet just below tho Storr’s Township Hall, and one of about five hundred feel a few hundred yards below.'* Mill Creek, usually aremarkably quiet stream, became alarmingly formidable. For miles above the city it looked like a river, and would have floated a seventy-four. And it poured out a prodigious volume, and with irresistible impet uosity swept every thing along that intercepted its angry surges. It did a great deal of injury. The damage to the Mill Creek gardens is de plorable. The yellow waves swallowed up many a savory field of onions and lettuce and peas, radishes, rhubarb, and many a poor fellow's season's labor is annihilated. To see the fierce flood tearing through the rich gardens, was in deed a sorry sight. The milk of the cows tnat depend upon it is not rich Whenever there has been a day of sun shine the quality of the milk improves. There i« but little corn planted, when it is usual at this season for the farmers to report that they haTe “finished planting.'' The prospect for a first class corn cropis decidedly slender. The wheal is spindling and is in a bad condition, beading out poorly, and becomingfired. On the side hills k is washed out and in the vallevs it is mashed down or blown dowo. Great trouble and loss has been occasioned by the washing nway of faces wherever a little creek orosses an enclosure. . luch loss must have been sustained in this man ner yesterday. The people residing along the Great Miami river say that an enormous number of rails have passed down that stream during the late freshets—more than ever before I'OVtNOTdV AHt» LI.MSRTiiN No trains were able to get through ou this road ye-uerday Passengers forLexioglon, Dan ville, and points South, were obliged to takethe mail boat to Louisville, and prooeed thence via Frankfort, or by the Lebanon branch of-ihe Louisville and Nashville road. The main obstructions on the Covington and Lexington line, so far aa beard from, are caused by two. huge “slides.” The first is eighteen miles south of Covington, near Falmouth The appearance of the track at that point is, lo use language of Mr. Withers, “as though the farm above bad come down without the lon of a single acre.” The second “slide” is six miles farther south, and can be more easily removed. YTBRTAN GENERAL ASSEMBLY —New School —Fourth Day. —The Permanent Com mittee on Foreign Missions presented their re port, which was accepted and adapted. A resolution was introduced by Rev. Geo. P. Tindall, looking to the establishment of a special Hoard of Missions, denominational in its char acter. Some discussion transpired in referouco lo the relations of the General Assembly to (be Ameri can Board of Commissioners for Foreign Mis sions. Rev. G. W. Heacock, D. D., of Buffalo, spoke strongly against a sectarian position, and hoped nobody could be found to deny himself and go into a foreign field lo advance Freahyu rtunMT/i, or anything else but the Cross of Jesus Christ. Several gentleman participated in the debalo. The whole subject of Missions was referred (< a special committee. The special order of the day was then taken up, tiz: The report of the Judicial Committee in the case of the appeal of Rev. Geo. Sheldon from the decision of the Synod of Western Reserve confirming that of tbo Presbytery of Portage. The report recommends that tho decision be re versed. and the case remanded for a trial, on accouni of irregularities. The Chairman of the Committee stated that Mr. Sheldon's acta and doings were not before the honse—the question being on the informality of the proceedings In Ihe lower judicatory. After p long debate, the vote was then taken on adopting tho report of the Judicial Commit tee—tbo Commissioners from the Synod appeal ed from, being excluded by tho rule from voting —whereupon a division of the question was or dered. The first section of the report was put lo a vote and carried. The second section was then put and lost. Rev. Dr. Rowland then moved that the appeal be brought directly before the Assembly. Car ried. ’ Rev. Henry B. Smith, D. D., from the stand ing Committee on Publications submitted a re port concerning tho report of the Permanent Publication Committee, concluding as follows: Heaolved , That tho sum of sixteen thousand dollars be raised for the use of the Publication Committee for the ensuing year; and that this sum be apportioned among our Synods in the same rates as was the Church Erection Fund. Report accepted and adopted. The third Sabbath in June was specified as the day on which a collection should bo taken up, to raise the amounL of money required in the pre ceding resolutions. Rev. Chas. E. Lindsley read a'report from the Committee to whom was referred the subject of a book of tunes, requesting to be empowered Lo prepare a book of hymns and tones for congre gational singing. Accepted and adopted. « The Caae of the Southern Presbyterian*. Rev. Dr. Gridloy, from tho special committee lo whom were referred the communications of the Har mony Presbytery of Kentucky and of the United Synod of Virginia, Tennessee, &0., reported in favor of postponing the matter to the next Gen eral Assembly, to ascertain how many have with drawn in tho South, and who are likely to re main. The fact that the Hartford Convention has gone down to posterity with the odor of treason while the Southern cohventions are regarded as at least eeclion&lly patriotic, is thus explained by the Worcester Spy: “The reason for the difference in the two cases is a very obvious one. The people of the othor States knew the New Englanders to be a sincere people; they knew that they had great cause for complaint, and the bare suggestion that they might attempt a secession from the Union filled them with alarm. On the other hand whenever an intelligent man reads the gasconade of the fire eaters about secession, he almost in voluntarily places the end of his thumb upon £ Up of his nose." Gnr PrasiFEß F. Smith.—The death of Gen. Persifer F. Smith, it is stated, was not unexpected at Washington. The War Department endeavor ed to dissuade him from claiming the command of the Utah expedition on account of hie feeble health, and only desisted when he urged pro fessional considerations which could not bo dis regarded— Bah. Sun. The Administration knew that Gen. Smith was wholly unablo to take the command of the Mormon expedition. That he would die on the road was considered a certainty. Why, the poor man looked like a galvanized corpse when here, and at St. Louis was so iff that it was with much difficulty, and at the risk of his expiring in the carriage, that he was removed from his hotel to the boat for Leavenworth. A dying jras appointed to command tho Utah forces, that the odium of directly assigning so notorious a bully, coward, brutal, blackguard, woman whipper and murderer os Gen. Harney, to the highest place tn actiTe service, might be avoided. But Har ney was the Administration’s man for the place* so South was sent out to die, with Harney as second in command, and entitled to the succes sion. The record of Gen. Harney is more re markable for infamy than that of any other man high in office in America, When in Florida he several times drove hia soldiers to the verge of muliDy by his terrible brutality. 6 On one oocaiaon an Indian boy who had come into camp and surrendered himselfhwas by Har ney’s orders hung. In St. Louis Harney acqui red notoriety by most shockingly abusing a negro woman. Either with his own hand, or by his orders, a slave woman, belonging, we believe to his wife, was whippod to death. And but re cently, the wholo civilized world -was shocked to hear of the massacre, on Blue river of a tribe of Indians who were begging for peace. Harney fell upon (be tribe with his dragoons, ami slaughtered men, women and children, when thero was no occaision and no excu»e whatever for attacking them. This is the man i selected by our admirable Administration to make war upon the Mormons. His fame as the hangman of inoffensive prisoners, the scourger unto death or a slave woman, and the; downright butcherer of squaws and babies, recommended him to our conservative President Cin. The Commissioners who ore to name tho places of voting, appoint special - committees to act ns overseers of the judges, to receive the returns and report the result, are the Governor, Secre tary and District Attorney, and the presiding officers of the House of the Legislature. The Governor, Secretary and Attorney are appointees of the President, and the bill provides that any three of the Commissioners, that is the three creatures of tho President, may, which means transact any, the English of which is all business pertaining to the board. The District Attorney, it appears, was a Douglas man IT be had been retained in office, the Board would have been fairly constituted, as it would have consisted of two Administration men, two Re publicans, and an anti-Lecompton Democrat.— But Mr. Weir tho Douglas District Attorney has been removed and Mr. A. C. Davis, an un iniugated supporter of the Buchanan swindles appointed in bis place. This is the first open movo in the direction of another programme of fraud, backed by false swearing and forgery according to “legwl forms.”—Cm. Com. Fluitive .Slaves.—During (ho last three weeks more than twenty runaways have passed through tho city rn route for Canada. One of the latest passengers was a Kentuckian, who was so ickitf in feature as well os color, that he trav eled through Kentucky and crossed the river unsuspected. When he presented himself to the Under Ground agents of this city they thought bim no runaway, but a white man, and would have continued to regard him as an impostor, bad not one of his former fellow-bondsmen re cognizedbim Another of the late fugitives enrne from Mem phis. He secreted himself upon a steamer, and arrived in this city in five days afterwards, with out seeing any one. Their various contortions and twistings when moistened, are so life-like, that wo cao with difficulty .believe that they are not as their name indicates, “animated."— Ibeir mode of growth is similar to that of the common oat, but the berry has more beards than kernel. The Elder Bush—Valuable Hint.—lt is not known to many persons that the common elder bush of our country—is a great safeguard to plants against the devastation of bugs If any one will notice, it will be found that worms, flics bugs, or insects never touch tho elder. This met was the initial point for experiments of an Englishman in 1794, and be_sommunicated the result on his experiments to a London Magazine Accident exhumed this old work, and a Keui tucky correspondent last year communicated to tho Dollar Newspaper a copy of the article.
