It seems to me even now that no reduction could be made in those several items without impairing the efficiency of the troops; and some doubts I had on the subject of dooley, or litter carriage, have boon dissipated by con versation with officera of experience To each company of a regiment (here are ten doolies attached, and to each dooly are attached six coolies, or porters, who receive eight rupees a month each for their services. Tou will thus have for eaoh regiment on an average 80 doolies and 480 coolies, and yet you only provide for the carriage of 80 wonndedmen per regiment; but If horso ambulances were introduced matters would not be improved, inasmuch as to each horse of the ambulance yon would have to at tach a grass cutter, and the loss of comfort to the wounded wonld be very great. It repudiates the fair and just rule of tho Crittendon and Montgomery bills, which con stituted a board of election composed equally of Democrats and Republicans, and puts the election under the control of three Federal office holders, all of whom are identified with a policy hateful to the people, and one of them has al ready given an official opinion that the Free Btatc citizens are disfranchised by their octs of omission and commission. 2d. The bill repeals all the election laws of tho actual Legislature of the Territory, and re enacts the brutal and insulting decrees of the preceding bodies, whose validity has been al ways denied by tbo body of the people of Kan aaa; which decree? or statutes were confessedly designed to deprive tho Free State population of political rights,to oxclude them from tho polls, and to expel them from* the Territory. Bd. Having rovived these past controversies, and having decided them all in favor of that faction whoso leaders arc nearly all fugitives from justice, the bill confers upon tho partizen board of federal office holdere power (which it is certain will he exercised) to suspend the Free Stale sheriffs and local peace officers, so as to strip them of authority respecting the election, and to place the whole machinery necessary for oondneting it in the hands of the minority or Lecompton party. These specifications of offenecs against jus tice and tno peace and good order of Kansas, are crimes which the predominant party in Con gress has deliberately perpetrated in order to carry through a scheme forced upon it by an unscrupulous partizan Executive, and untimely to bring Kansas into the Union as a Slave Stato against tho km?wnand scarcely denied will of threo-fourths or four-fifths of tho people. It cannot be donbted, from the circumstances under which the bill Is passed and its flagitious details, that it la Intended (o renew the sanguinary tumults of former election struggles, if it shall appear probable the expedients of frauds provided will not be effectual. This is a grave charge to bring against thejnajority which passed the bill, and tho Administration whioh is to execute it; but that they are capable of the wickedness im plied in tbe accusation is placed beyond doubt by the fact that the very men who weiie atro ciously conspicuous in those outrages have been appointed to and now hold office in the Territo ry. Emory, the nmrdercr of Phillips, Clark#, the murderer of ftarboar, and ’others almost equally guilty, claim their support from tbe Federal Treasury. The proofs of their atro cious crimes are as apparent to Mr. Buchanan as to tho rest of tho country, and (hey were so when he appointed them, and to the Senate when they were confirmed. Under this state of facts it is cot very rea sonable to expect in Kansas an Election upon the Leeompton Constitution any fairer or more peaceful than that of the 30th of March 1868, or those others of which the frauds were so pal pable that even the President was compelled lo censure them as “detestable.”—A'. Great Earthquake at Naplxs.— The Official Journal ofthe Two Sicilies publishes a complete list of all the victims of the carthquako at Na ples of December 16, 1957.
