The ‘democrats' of tho modern school difler widely from those who sustained Jefferson, and who received from tho lips of that patriot and statesman (he much vaunted doett tries of 93 Democracy of tho Inst century claimed every thing for the people, and regarded the power conferred ou a single individual in authority, however qualified and restricted that power may liave been, with the moat apprehensive and watehfbl jealousy. The maxim that the “king can do no wrong” had no place in their political creed, bat, on tho contrary, was scouted as a heresy, which had nothing in it to commend it to the favor of tho people but the antiquity of its origin. Indeed, tho democrat of the latter part of the past century, and the early part of the present, was so wedded to his notions of popular sovereignty that ho locked upon all or ganized governments which contained what must bo over regarded as wholesome “checks anti balances," as so many institutions designed in the end to curtail the rights and privileges of the sovereign people. So radical in their no tiops of government and society was the democ racy of the period to which we have referred, that many sound, conservative taco, who had attested their love for their country, and their attachment to tho principles of freedom, on the bloody batUe fields of the Revolution, trembled for its social and political future, under the man agement of the party, who, through the sympa thies of the people, was chosen to direct its affairs and assume ile government. Tho old fed eral party, wil£ all Us faults, had within its ranks a number of wise and patriotic men, and for opposing what they regarded the licen tious tendency of the “democracy," they soon become odious under (he systematic abuse poured upon them by their political opponents, in the publio journals, iu inflammatory pamphlets and in excited oratorial efforts. But for (ho occur rence of tho French Revolution, and the cstab liahmentof a French Republic on a purely dem ocratic basis, without any restrictions to regu- late popular passions or to control popular im pulses, we cannot at this day cenjectarehow far or to what excess tho “popular mania" would have carried our democratic ancestors. The car nival of bloodshed and crime—the reign of '-cruelty and wrong—which characterised the French Republic, and eventually caused its overthrow, to the relief even of those who aided Id its-eatabUshment, cooled tho ardor of our pri mitive democrats, and reconciled them to the con servatism, which uow forms a part of the Con etilution of the country Such was democracy a half century ago But Democracy, under the reign of Messrs. Fierce , and Buohanan, i 9 quite another thing Its leading men, in these degenerate days, boldly express their contempt, for popular sovereignty, and openly distrust the capacity of the people foreelf-government. The idea now is to cen tralize power,' aod take from the representatives certain prerogatives, which were held to be safe only in their bands, and confer them upon tho President alone. Ooly a few days since Mr. Blidcll—a leading democratic senator —offered resolutions, which, in that many words, pro posed to give the President the power to sus pend laws, that have been solemnly euactcd by Congress—a prerogative only conceded to despots. Those resolutions read as follows “J?Mo?v<rf f 'That it is expedieut that tho Pres ident of tho United States be authorized, daring any future recess of Congress, to suspend, by proclamation, either wholly or partially, tho op eration of an act Art in addition to the act for. the punishment of certain crimes against the united Stales, auJ to repeal the acts therein mentioned,approved April 2uib, l v l s , and for an act entitled “an a-t iu addition to the act for the punishment of certain crimes against tho United States,” approved June ;Ith, 1794, should, in his opinion, tho public interests require such total orparliul suspension—such suspension not to exceed twelve months; ami the causey which shall havo iuduced the Presi dent to prpolaitn it to be communicated to Con gress immediately on its first meetingttiereafter. “Resolved, That the Committee on Foreign Relations be instructed to bring in o billin con formity with the foregoing resolution." These resolutions were supported by this modern Domocrat, who owes his present posi tion to his loud-mouthed devotion to “popular government,” and his affected partiality for the “rule of the many,” in a prepared speech, in which ho cited—oh! shade of British hating and king-despising Democracy of olden Limes, mark the treason!—the example of the Queen of Great Britain, in support of bis position.— Had the policy of George tho Third commanded similar respect in the Revolutionary limes, Mr. Slidell would not uow ha7e the privilege of a seat in the body, of which be shows him self such an onworthy member. We give the following extract from Mr. Slidell’s remarks : “In Great Britain, tho Queen, iu council, cun always suspend the operation of tho foreign en Ustmeot bill, or prevent the shipmenl of arms, ammunition, or other military stores and equip ments. This power l desire to confer upon the President when Congress i? not in Ido not attempt to conceal that it is a very gravo perhaps, in tho. hands of an indiscreet or un scrupulous man, a daogorous one, but it is to be exercised under all tho high responsibilities that attach to the Chief Magistrate; and it is useless to disgnise.that, although (be war-mak- • rag power is'given by the constitution to Con gress, any President can so conduct our foreign relations (bat Congress will haveJmLto choose the alternative of sustaining him or disgracing the country in the eyes of the worht Besides, although my resolution is couched in general terms, and indicates no such limitation, 1 do not desire.to confer on the President tho power to suspend the laws, except in cases wbero actual war exists between tho Powers, in reference to whibh the suspension is to operate, or when a civil war (and by this 1 do not mean a mere commotion or rebellion) shall have broken out in a foreign State or its colonies.' It is time that those who have been led by thu sound ing name of Democracy, should pause and see where they stand. They should not yield their Opinions, their judgments and their eacred * privileges as, American citizens, to a mere parly name, invoked at pleasure by demagogues and and usurpers. Oh!
