We deny any snch imputation, as however much we d j inveigh against modern Democracy, it should never lead us to say ought j against a worthy and efficient officer, who hap pened to belong to it. We have nothing against Jailer Phillips and have said nothing against him, but we bare said that things are misman god at the Jail; that opportunities have offered for the desperato ortho daring, to anticipate the decrees of the law by suicide; that things arc done there hy the degraded of both sexes that the Jail itself is intended to punish. In substantiation of our remarks, which were made for iho public advantage and with no per sonal or political spile against any individual whatever, wo refer now to the presentment of the grand jury which appeared in tho Qazftie yesterday morning. What docs that jury say ? Hear them : “They found in tho of all those under sentence of death, looking-glasses, bottles anl vials; and ia one cell a case knife, also in the cell of another convict a razor; in one, if not all, of the cells occupied hy those convicted of murder, they found small apertures which have at some timo perhaps been made by ’prisoners, and through which and tb? opening of the inner door, conversation may be carried on between •a person on the outside and those within, tn "quite a low tone of voice t or ft small package of paper or even a small instrument might bo pas sed in or out.” We have no desire to magnify these sugges tions, there they stand and speak for themselves. The Jnry also say: “That they havo visited the jail, and made in spection of the same, and find its condition and general management as-good as the number ami filthy habits of many of its inmates will allow.” Is it any excuse fur filth in the jail that the, habits of ils inmates are filthy? Why are not ' sufficient attendants given if.'ihey are now too few', to enforce cleanly habits there, and have the jail in all respects neat and tidy? How much bread is pushed out of the ventilators from the upper tier of cells ioto the yard around the jail? How often does it happen that the persons who go to the jail to see men who have made themselves iufitmon*. are shown aroond the wards by those who are prisoners themselves? What security is there that, with a good disguise such as might be effected by dyeing the hair and a lijtle changing of ilte clothes, those ot. some of those under sentence of death may not slip out with the crowd that goes there to see and to hear ? We ask these questions because we have heard so much complaint implyingthat they may all be answered in an affirmative manner It. ia simply that the people’s money-may not be squandered and that the ends of justice may not be defeated and not for the purpose of injuring any human being, that we have written the above and other similar remarks at other times. Mr. Stephens explained and defended his views, heretofore expressed. Mr. flair gave notice of his intention to offer a resolution for the appointment of a Committee with instructions to enquire into the expediency of acqui ring territory by treaty or otherwise, in Central or South America, for the purpose of colonising there the free blacks of this country, and those who may hereafter obtain freedom, to bo protected as a depen dency under the flag of the Failed Slates. He be lieved that the extension of slavery was at the bottom of tho aggressive movements against Central Amer ica ; bo was opposed altogether to tho schemes of rapacious propagandists, and thought that the gov ernment ought forthwith to take steps with a view to such colonization, which was recommended by Jefferson and approved by the fathers of the republic. In advocating his proposition bo adverted to the* commercial, civil and other blessings which would result from its consummation. Tho resolutions heretofore offered referring various parts or the President’s-Message to appropriate Com mittces, having been taken up for action, Mr. Stan ton endeavored to engraft an amendment tendering thanks to Com.
