Tan Tex Couscrombh—,The tax collectors of the county, at their late meeting, came to no con clude's as to the course they would pure= under the direction!' lately Ironed to them by the Com- Inissioners. We are not able to say, of course, what legat difficulties may be in the way of compliance with those ; directions. If the collectors cannot legally or with safety to themselves Rd their bail fol- IcSeont the instructions of the Commissioners; :they should not, of course, do anything that would put themselves or their securities in periL that point they should seek the - best legal counsel and be governed by it. But, if the way be open to them, legally and safely, we think they ought to comply promptly with the orders of the Commissioners, and col lect and pay over but four mills on the county assessment instead of eight, and our advice to them, in that ease, is to do so. There can be no :oration that the public-voice of the county is ::itgainet the payment of the eight mill tat, and that the people are determined to pay no more interest on railroad bonds until the matter has heal adludicated by the Supremo Court and the liability of the county definitely settled by that tribunal. We are content, as we always have been, to . leave the matter to that court, and to abide by. its deoiiion. This has been our pad .. thin, liom the start, and we intend to adhere it. .4X - At decides that the county is not liable, there there can be,Mo effort made to pay whit ' we are not legally liable for, and if it decides --" .that Oil - county u liable, provision can as well ba Made for mating the liability then as now. To attempt to collect the eight Mill tax in the face of the pnblio seiliment and the orders to the contrary of the COunty Commissioners Would, it seems to us, be salcidsl folly and madness. At the sane time, it is no less the duty of the Commissioners to removo whatever legal diffi ctilty may be in....the way of the collectors, and save them and their bail harmless from the legal consequences of the order that has been-issued to them. When thisis done, we have no doubt the collectors will al once comply and carry ont the directions of the Commissioner': and com pliance ought not to bi expected under any other cirCumstanCes. PasssirtvAlSlA RAILROAD COMPANY. - This company has just put forth a statement of its present condition. The following resolution was adopted at a meeting of the Board held on the Brd inst RePoleed, That it is not advisable to declare a dividend upon the stock of the Company at this time. in coining to this conclusion the Board slates that the receipts of the road have been equal to their expectations, thut urge that they have been 'earned at low and anretnunerating rates, owing to the -severe competition the road has had to encounter. ,They anticipate, from the arrange ments just completed with other roads, that they will bo able to secure better rates in future, and by reducing expenses, to .inereue the net earnings considerably. Notwithstanding the 'drawback of low rates, however, they say the road has earned 8 per cent. in the last six months; but owing to the fact that it has a large amount of unfunded debt afloat, it is com pelled to apply all its means to the extinguish mint of that debt: The report says: The unloaded or floating debt of the Company en the of Idotober list, was, $1.1.4,2G1 an offset against which, the ' ' Company have cash in bank and bills receivable, for--the -transportation of coal, . 403,224 47 Leaving, the actual fissaini debt, $701,037 10 To - meet' this, andcontinu haS e the work on the liecond,:-treck, ConipanY $2,737,000 of SweCndinortipplsonds mewl& •If these can be &slit - At — A Ked ritimeteible - wites, the debt matrbe 'rapidly .sanaellad, • and the whole net revenues of the Company,, whatever they may be, divided *song. stotholdeirs. Merchants there have failed and traders been i compelled to suspend .. But the nor—the 'abet - 1 ring classes—how is it with them . Are they ex posed to the perils to which the laboring classes 1 1 of the North are subjected? Is there any fear of a single man, woman or child out of throe nollions of negroes there, dying from cold or starvation? Will any of them be driven our to beg In the streets for bread, as many of poor mechanics here will doubtless be? Will the poor houses be filled to overflowing and soup houses beleaguered by starring hosts? Let the canting, whining crew of Northern abolitionists answer these questions. Poor houses and soup kitchenware institutions unknown at the South; [ and they will continue to be unknown there, even throughout the coming winter. The three millionsuf laborers at theSonth will not, we un dertake to say, miss any of those necessities and comforts of life.to which they have been always accustomed. They will bo clothed and housed and fed SS heretofore, and will probably be ig ' norant of the fact that these are hard times." If there is any logical sequence to this it is thatour Free Institutions are a failure and that slavery is preferable—that slaves are better off than our working men, and that, either we should reduce our working-men to slaves or establish negro slavery here to the exclusion of our working-men. If the Post is prepared to follow out its own logic it ought at once to advocate the polioy of making Pennsylvania a Slave State. That paper will be false to its .convictions if, entertaining the sentiments we have quoted, it does not at once make war upon our, free society and advocate the substitution of slave for free labor in our midst: Will it have the honesty to follow out its utterances to their proper conclusion, or are they mere hypocritical bombast, designed to tickle the ear of the South 1 Let us have a straightforward answer- No shirking or dodging behind the bush. RA/LROAD9.—We have in the United States about 24,746 miles of Railroads in operation, which cost $850,660,000, or about $35,000 per mile. In 1855 'Great Britain bad 8295 miles, which cost $1,487,916,420, or $179,000 per mile. In 1856 France had 4,038 miles, costing $616,118,995, or $152,000 per mile. The Uni ted States government granted to various Rail roads during the last five years 20,787,993 acres. Ohio has the greatest number of miles of Railroads in operation, 2,869. New York has 2,700, Illinois 2,500, Pennsylvania 2,4o7,lndiana 1,806, Virginia 1,479, Massachusetts 1,285, Georgia 1,092. In the Free States there are 17,986 miles of Railroad, to 6.490 in the Slave States. JESUITICAL DISTATCIL—The report that the President intended to remove Walker and Stan• ton was doing the Nigger Democracy much harm in New York, and the leaders plied the President for a denial of it. The following is the Pres• idenrs answer, as it appeared on the day o election in the New York papers "WASHINGTON, Nor. 2d, 1857—T0 Hon. D. E.Sickles:—There is not a word of truth in the removal of Walker and Stanton.'' "J. Bscriaicts." This is simply a denial of what was never alleged. The report was, not that Walker and Stanton had been removed but that they mold be; and the President merely denies that he had removed them. He was careful not to deny the report really in circulation. Amussuarrs.—A correspondent of the N. S. nibigne, writing from Washington, says that the custom of shooting pistols, carbines, etc., in the streets of that city at night, has become such that one might imagine a skirmish to be going on between the outposts of hostile armies. On Sun day night things were bettor however. The writer says:— "On my way home trom church, I do not think I heard more than o hundred pistol shots —perhaps not so many. The Sabbath, you see, is not without its restraining influence." Tue Maumee, "L►DT."—We take the follow ing from an enterprising Philadelphia paper: The italics are our own.) "A number of married women in this city are retrenching their domestic, opezuses by doing the lighter work themselves, thus dispensing with all surplus “help." A rorso mechanic was arrested in Newark, N. J., for stealing a piece of meat. An investi gallon, of hie own request, revealed the fact that himself, wife and two children had been entirely destitute of food for more than two days. The meat, together with VS, was presented to him, and he was told to come for more when hio ne cessities required it. Lanus CLOAK - . AT Cost= A.
