Was there ever a viler conspiraoy than this 1 That it was hatched in the . Court House nest there can be no doubt. It was a deliberate plan to cheat 'from 800 to 500 Republicans out of their votes by drawing them away from home on election day through fear of having judgment given against them by default. The ingenuity that deviaed this can. be . little short of hellish. Talk about oppression in the collection of taxes l It is oppressive enough to be sued at home for a tax due the State ; but to be hailed sway from home, a distance in many instances of 25 tulles, on such an errand, and that too on election day, with the deliberate purpose of cheating the par ties sued out of their votes, hi the hope of thus stooling a demoaratio victory, is an eat of op pression never attempted anywhere out of Kan sas, and demonstrates that tho Court House managers have. been'ept scholars in the school of Border Ruffianiam, When we first heard of this infamous plot, wo were reminded '.ot the provision in our State Constitution designed especially to prevent such oppression as thiti. It is as follows : "Electors shall in all oases, except treason, felony, and breach or surety of the peace, be privileged from arrest during their attendance on elections and in going to and returning from_ them." . The spirit of this provision, it will be seen, is to leave the voter free from all legal annoyances on election day, and it is as much a breach of Its spirit to summon a man away from home to a snit on election day as to arrest him on a frivo lous charge on his way to the polls. The Con stitution was designed to leave the voter free, on election day, so that nothing but actual crime should ho aliened to keep hint from voting. The attempt to cheat these men thuasummened out of their chance of voting was therefore a gross infraction of • their constitutional priVilege. If they should refuse to attend, and judgment should be given against them by default, the Courts would afford them instant remedy by opening the judgments to which any defence could be made. The following letter from Bakerstown, in this etonnetition,.will explain itself: . - . BAZWITOWN. Oct. 7th, 1857. Darr Sir: The low, mean sad truckling resorts of some men to obtain their ends astonishes me. I saw yesterday a well-known con stable of your city here summoning the merch. ants of Bakerstown who are Republicans to ap pear before Esquire Cummins on Tuesday next, at two o'clock, no hour at which it is impossi ble for persons living at a distance from the city ~ to attend. The constable, one Thomas WCay, stated here that he bad summons for 300 merch ants iu the county to appear on that day, to an swer the Commonwealth la default of paying their license. It is evident that none but Re publioans aro summoned. ' As soon as theta facts were ascertained, Al derman Cummins was informed that we were in possession of them, and he, seeing that the trick was detected and would be . promptly exposed, gave to one of our contemporaries the following nate, authorizing a postponement of the hearing 'Mile summonses issued: Sir: It was my intention to avoid appointing any cases before me on Tuesday, the 18th inst., . that being election day, but inadvertently and without reflection I have appointed many cases for that day. I will, therefore, hold over all Isiah cases to the 14th and 11th of this month. On either of said days the parties may attend as may snit their convenience at any time dur fag said days. Jae. O. CCXXI.I9, 414. October 8, 1857. Those merchants in the country,- therefore, who have been atuinnoued to all'pear on Tueaday next will take notice that they need not attend. They have had a *hate of the tender merolea of L000f000ism; let them therefore stay at home and devote the day to the task of defeating the party that has thus attempted to oppress them. Republican.' You see the spirit which actu ates these men—the spirit of Toryism and Bor der Rufffsnism combined. Give them but power —let them but possess what they are now seek dug to accomplish with the aid of Republican votes, and they will soon make you feel the lash. The instincts of tyranny are huge in them and actively at work, and all they lack is a full op portunity for notion. Go to work, then, with a will, to defeat them. It needs but a warm, earnest and devoted effort to accomplish their utter overthrow. "Tux Collar Horse CLIQII72."—In times not long gone by it hasbeen the fashion to decrrthe "Court Roue. Clique," and it was by no means unpopular to do to; but it strikes us as a little tooth above ordinary coolness to hear tho pres ent leader of the Repudiators, Mr. En. CAMP. 1113.1, harping on tide string. He tells hie - country hearers, we learn, that "there is some ailing rotten about the Court House," and ad vises them to elect his ticket as a remedy. Now thiS mac name a squatter into the county some years ago, and has been about the Court /louse, in one place or another, ever since. Some eleven years of his life, as near as we can reeol , leot, he ham spent within its precincts; and ha is doubtless looking forward to several more of the same kind—, However it may become others; it lertaloly doei not become him, to growl at "the Court House Clique." Nor does it become those with whom he is co - or -miffing. The Sheriff's office is their head quarters, and the jail one of their ohief points of operation; even the vagrants within its walls being pressed Into their service and commission ed to eiroulateliniir mendaalous handbills. They hais partial possession of the Court House now, and their alai is toget, full possession, and instal a "Court House Clique," the like of which the county never bow before. If there is any "clique' about the Court Howie, now, it is com posed of those who are using all the influence of the Sheriff's - office and jail in behalf of the SePudlation ticket. There is more truth in this than your readers will at first be willing to admit, but if it bo not true, there is time for its contradic • Lion before the election. ••In the history of all tho public men of Pennsylvania, no finer contrast can be exhibited than that presented between David Wilmot and Wm. F. Packer. The former I knew personally fifteen years since, as a bold and a frank men— as the champion of freedom in the midst of the most hitter opposition—as the political orator who was never defeated—as a man who presents an unblemished record—and as a man who would scorn to insult a foe or desert a friend. The contrast to present in Packer's own record, and in the fact that ho never hold a position directly from the people or by appointment, upon the expiratton of which it did not require a committee to inquire into kit dereliction of duty whit• in office. ••For these reasons, and they arc only a moiety of what could be adduced, I am opposed to Packer cud the present Democratic party." The Governor has been sending for members to hie rooms at Coverly's Hotel and making personal appeals to them to take some action. This is the first time I nice ever known him to canvass personally with so much activity. All his appeals, even to his own party friends, seem E 0 far to have little effect In harmonizing conflicting opinions. Member, of the Republican party seem little inclined to grant relief to Philadelphia when site has twelve democratic members upon the floor of the House and three in the Senate declaring by their vote. and speeches that the people there do not want the relief her business men ask fur. They very justly declare that yeaT after year they have been voting far liberal legislation far that city, and yet year after year she sends rad loal locofocoa to repreeeut her upon these ewers who oppose every thing her business interests demand. It scents rather a stern policy at this crisis, bat it has a strong tincture of retributive iuxlce in it. Her business men are known to oome hither and get legislation suck as they desire through Republican Totes, and to be opposed at every turn by their democratic representatives, and yet vote for the very men who fought against them. The Senate Committee of seeen, appointed yes terday to take into consideration the Governor's message, met last night. They made but little progress, however, in the tinsinees confided to them. They met again at nine o'clock this morning and are now in session. It is most strange that whilst the lobbies are filled with Philadelphians, there are very few persons from any other portion of the State, and what few are here manifest an utter indif ference as to whether any relief be granted or not. They throw the whole blame of the crisis upon the Philadelphia banks, and point with pride to a number in the West which still pay specie. A strung effort has been made to adjourn finally to-morrow, and there have been various side modems to kill it. Th.' motion came from ancask, democrat, from Philadelphia county. Nothing definite evolved from any quarter: ma.. sere do not look any brighter. The House will meet again at 8 P. M. R. Garette:—Demooratio Senators held a caucus determining to vote agaihst the bill reported by the Special Committee of the Senate. It is believed that Judge Wilkins alone dissents from the action of his fellow democrats. The bill has progressed to the first section on second reading in the Senate, and then it stopped and 'it vote was taken upon It at the close of the af ternoon session, in order to have the bill and the amendments printed. It will be taken up at this point in the morning session. There has been no test vote taken Upon any of the sections. Its fate, therefore, is uncertain, altfongh the probabilities are that it will pass the Senate in nearly its present form. The House at its afternoon session passed Giidea's resolution directing the banks to return to the Secretary of State's office minute infor mation concerning their business transactions, and how they stand at present. This may be regarded as a test vote showing that the House is determined to do nothing in the way of relief. If legislation is to await these returns and be determined by them then there can be no legis lation for want of time. The legislature cannot sit longer than the time the return judges meet after - the election.:.-that is Friday, the 17th inst. Although Mr.. Calhoun, a lawyer and democrat at that, made an argument in favor of the posi tion that the official term of the present legisla ture does not expire until the fast Tuesday in next January. This latter opinion has many advocates and defenders here. The Governor and Attorney General are said to have declared that its term expires npon the evening of the lath at 7 P. M., when the elections clone. Gideon J. 801 l and otherexperiencedmen hold that it ex pires only when all the return judges have met and made up their returns. - Thin cannot take place until about the 20th in those legislative districts composed of more than ono county. This is the opinion of Jenkins, of Luterne,"and others who are equally able. 'So the question is in an admirable state of dubiety. It is quite evident; that no legalization of sus pension longer than to the first day of next February will be granted. The responsibility of its longer continuance will be thrown upon the next legislature. The prospect of legalization of auspeuaion or indeed relief in any form growls hourly more remote.
