Masses. Entroas.—l !MO you refer to the Act of February 7, 1853, relative to the Chartiera Boad. Permit me to 'call your attention to the following provision of that act. After provid ing that the Commissioners of this county may issue bonds to pay its subecription to that road, 'it says: ~'And the said Company shall also pay or pro vide for the payment of the interest accruing upon said certificates of loan or bonds until the said railroad shall have been completed." Now, the said road is not yet completed, and I wish to ask you whether the bondholders have any right to exact payment of the interest until the road is completed. Jona. That is a question for the courts, and not for us to answer. Our opinion upon it is of no mo ment. There is a very easy way to settle it con clusively, and in a short time. The next inte rest is payable in November. The Supreme Court meets in this city on the first Monday in October. Let the Court be applied to for an in junction to prevent the Commissioners from pay ing the November interest, and the Court will give it an immediate bearing. If thought ne cessary to secure that early hearing, Judge Lowele is here and may be applied to any day for a preliminary injunction, and the question can be argued on the first , day of the term.— There could not be a better opportunity for test ing, not only the question raised by our corres pondent, but the entire question of illegality and unconstitutionality. And we beg leave to suggest an additional consideration for this step. When the Court decided the naked question of the constitution ality of these railroad subscriptions, the bench stood three to two—Black, Woodward and Knox for their constitutionality, and Lowrie and Lewis against. Judge - Black has since left the bench, leaving the old judges two and two on this question, and the Judge who temporarily fills the place of Judge Bt es., a gentleman from Lycoming county, has never given an opinion and is entirely untrammeled upon it. If, therefore, he can be convinced by tile logic of those who profess an invincible faith in the illegality and unconstitutionality of these bonds, they will have the Court with them, and can re verse the former decision and so carry their en tire point. They say their argument is conclu sive and unanswerable; and int is ao. they cannot do better than present it to Judge Ann- PiIIONG, to 4410 M the question is a new one and who will come to its decision unprejudiced and uninterested. On the other hand, if this opportunity is not improved, Judge Lewis, one of the two judies on their side, will leave the bench shortly after the October election, and then they will have to convince Loth of the new judges before they can obtain a decision in.their favor. They now have two judges certain and oue to win over: in the other case they will have but one certain and two to win over. Will it not be.snfer to take advantage of what they have rather than trust to what they may get! A bird in the hand is worth two iu the buah. The acceptance or rejection of this suggestion will. test the sincerity of those who' are now tearing a passion of tatters over the railroad question. They have a golden opportunity for settling it judicially and conclusively, with all the chances in their favor. If they accept the opportunity they will show that they ore in earnest and honest ; if they reject it, they will 'show that they are demagogues, who are agita ting the question merely for political purposes, without the least regard for the interests of the people. • • We have not the least idea of how the court. Will view dm question, when presented under existing circumstances ; but we are sincerely desirous, aside from political matters, to see this whole railroad matter thoroughly examined and judicially overhauled. The present °war trnity to give it that overhauling is a fortunate one, and if there is any honesty in those who are so active in agitating the question before the people, they will avail themselves of it and show the faith they profess, by their works. The campaign has been one singularly free from excitement— and therefore in the highest degree favorable for an unprejudiced expression of opinion ; and the tosult is, that Maine stands as firmly for “free soil, free speech, anti free men" in September, 1857, as she did in September. WA. It was therefore no mere excitement of a Presidential election that induced the people of Maine to roll up a majority of more than SEVENTEEN THOUSAND for HANNIBAL lIAMLII, for after the sober second thought they have elected LOT M. MORRILL, by a majority nearly no large. The present strength of Hannibal Ham lin or of Lot M Morrill, has hail little to do in either case with the result. They were voted for as the Representatives of a great principle which It dear abovii all other political matters to the people of - Maine. It is honor enough to the gallant and - distinguished men under whose lead these two transcendent victories hare beet .. won, to say that they are worthy and honorable . ' representatives of the great cause of which They have been made the standard bearers. We feel peculiar pride in the great triumph achieved yesterday. The Argun and all the other Border Ruffian papers in the State have been boasting for weeks past, that the Republican. would fall off sadly from their vote of lasi year. and that the "Democracy" would very nearly hold their own, thus making a very large relative gain. They kept this game of •brag" up with such persistency, that some of our tintidlriends were really disposed to believe there wne some thing in it, and prepared themselves to realise a meagre victory. But the day of "talk" has gone by, and now we have the "figures"--and those "figures" show that, although the aggre gate vote has fallen off as every one anticipated, the Republicans stand in every rimy as well as they did last tear. The "Democracy - in deed, have shown no signs of vitality, eximpt in the "cackling" and "bragging" of the fltuttom House organs and the Federal office-huhlers.— Thay are repudiated and condemned by the people.—Portland Adrertwr . Judge Wllmot'■ Canvas. AT MEADVILLE—The Republican candidate for Governor 'make to an immense concoarie of the freemen of Crawford nn Friday last. The assemblage was larger than any heldin that county during the last Presidential campaign and the utmost enthusiasm prevailed. It was much the largest meeting held anywhere in the State during the present cauvass,and gave the most satisfactory evidence of the earnestness and harmony of the friends of freedom in that great Republican stronghold' of the ;fem. We have the fullest assurance that Crawford will do bettor for tVihoot than it did for Fremont. We begin to • kink that county is good for a majority of 2,500 for our State Ticket, and even a larger majority can be given if the Republicans exert themselves as they should do. A glorious spirit pervades the hottest yeomanry of that county. The same feeling in other parts of thintate would elect our ticket by 80,000 majority. The Journal says that not Rai than 3,000 Freemen were present and pledges Crawford for 2,500 majority for Wilmot. AT Entx—On Saturday evening several hun dreds of the people assembled in the East Park to hear Judge Wilmot. Owing to his arduous labors in keeping his appointments for the past week, the Judge was too much fatigued to speak with hie accustomed energy. But his arguments were powerful-and convincing as ever, and he held his audience at tentive for nearly two hours. The earnest manner and - eloquent manners of the Judge carried conviction to the minds of all candid, honest hearer4,and made a marked and favorable' impieltirou which will tell powerfully at the coming election. Hon. G. A. Grow, member of Congress from the "Wilmot District," followed in a speech of great beauty and power which electrified the audience. lie made some capital bits at the sham Democracy, and was fl-equently greeted with rapturous applause. —Erb.
