Delhi, the only British ar senal of magnitude. in Central India, being in the hands of the rebels, General Barnard has been placed under the obvious disadvantagii of fighting against a well-provided enemy with short and inadequate supplies of ammunition. The siege train which he took with him from Phillour was furnished with a limited quantity of shot and shell, and, strange to relate, was unaccompanied by artillerythen enough to work the grins. It was found necessary, tit the latest moment, to draught a number of gunners from the various stations of Lahore, Ferozepore, Loodianab, anti other places, with the painful certainty that lives so precious cannot for the present be replaced in case of loss by wounds or sickness. The necessity for economizing am munition has not been confined to the artillery, but extends to that of small firms, now also likely to run short. The enemy, aware, no doubt, of these deficiencies, have harassed the besieg ing force by daily sallies, knowing that even when repulsed they are inflicting incomparably greater injury on us than we can do to them. 7. , f0r is this the only danger under which we labor at Delhi. "A Constitution silent as to slavery," framed by a Convention elected under Border Ruffian authority, will he a Pro-Slavery Constitution; slavery is already in Kansas, so far as usurpa tion bogus law can plant it there, and a Conven tion springing frOm the bogus authority does not need to legalize slavery there—to say nothing is to leave slavery legalized and established. No intelligent person can honemly dispute this. Shall a Constitution so fruited by a Conven tion chosen by less than a tenth of the people, and representing but one-fourth of the number, he imposed on Kansas by Federal authority and bayonets!
