You speak of him as "the cowardly candidate," and censure and tidicule him, be cause he has concluded to avoid any collision or discussion with Mr. Wilmot, and to keep out of his way during the campaign. Ido not see the matter of his letter in the samo light as you seem to do. Is it not a simple and explicit promise to act with pru dence, a solemn declaration that in the campaign he will not be influenced by any absurd Quixot ism ; that he will not suffer any feeling of pride, any sense of shame, or any fear of ridicule to influence him in the co e ho may determine to pursue, but that in utte disregard of his own feelings in the case, he w" consult only the in terests of the party. In ompliance with this pledge, I have no doubt, e has carefully con sidered the matter, most wytely decided that foliscretion is the better part of valor,:' and. thus determined to keep out of Mr. Wilmot's way. In pursuing this c urse be will have the opportunity and the adv lege of squaring his language about slavery .y "Free Kansas" to suit the company present Here, for instance, he may rail out against the Border Ruffians, and in another place he ay fiercely denounce the Free Sellers and publicans as "cursed abolitionists." This w the game so well and so profitably played by °me of his friends in the last Presidential el tion ; and it certainly could net be repeated ivhile Mr. Wilmot was present to expose his game. Had Mr. Wilmot bed( like "simple speech Hamilton," or had he never made even one speech, had lie been dumb or even a stutterer, I have no dohbt Mr. Packer would have been very Quixotic and exceedingly anxious to meet him in debate. But under existing circumstan ces such a course would have been downright treachery to the Democratic party, and would have proved that ho placed a higher value upon his own character and feelings thin upon the success of locofocoism. When a great gulf opened in Rome from which poisonous vapors were constantly issuing it was proclaimed by an oracle that these destructive eflluvia would continue until some patriot Ro man threw himself into the great chasm. Mar cus Curtius offered himself up as a sacrifice for the good of his country, and his name is now only another name for devoted patriotism. Mr. Packer, it is true, has not given his life for the good of his country; but he has manfully step ped forward and offered up all his self-respect, all pride of feeling, and till dread of shame, not to save a whole country, but with a very faint hope of benefiting the locofoco party. If it is right and proper and honest to "give t bedevil his due;" if Curtius was immortalized for his self-sacrifice; surely Mr. Packer should have due credit for his cunning recreaney and his heroic abandonment of self-respect, and his deliberate subjection of himself to public rid- ICU 0. • in conclusion, therefore, I do hope that the old Casette will give him all the credit he is entitled to, vie the credit of a deliberate and voluntary degradation of himself in the desperate hope of aiding a sinking and ruined par FlAty. "Any one who has paid the least attention to the work now going on for increasing the capac ity of the Delaware Division orthe Pennsylva nia Canal, by raising thh embankments, must be satisfied that the people's money is squandered in the management of t o State improvements, without any compunot ens of conscience. A system of partizan fay Titoism is openly prac tised, regardless of the interest of the State.— It Two successive Legislatures have each appro priated $50,000 tower s enlarging the Delaware Division, and no one an tell how much more money will bo requir to complete this work. The first $50,000 wer expended on about ten miles of the canal, commencing at Easton, and the second appro'ation may possible carry the work to New Ho o. And this is simply 1,,, placing a quantity of esti earth on the embanlo• meats, many places of unsuitable materials, poorly done, and whi h will wash away the very moment water is turn upon it. Tho contrac tors are all political favorites, who have been awarded the contract because of political ser vices, and who are permitted to go far astray from the specifications of , the work to bo done, by those having tho supervision of the canal. In some places common river sand is heaped on the .embankments, in place of gravel and loam, as the specifications call for. This every one knows will wash away at the first contact with the water. All the work is insecurely and im properly exeonted, and will be of very little service, if ever the water is turned upon it.— .Mr. Canal Commissioner Mott, through a near representative of his family is largely interested in one of the contracts, and seems determined to make a line speculation of the matter. It was wisely determined to sell it, and accordingly, Congress last winter passed a law for that purpose. Commissioners. were ap pointed to make the sale and they recently re paired to the place to do so. It was discovered on their arrival, that extensive combinations had been formed by land speculators, to prevent a sale of the property, about seven thousand acres, except upon their own terms, and that by a process well known at Western land sales, no bids were to be made above two or three dollars an acre. This was far below the limit set by the Depart ment, and the real value of the property. Finding the reservation was inevitably to be sacrificed by those arrangements, the - Commis sioners at once entertained propositions for the sale of the whole tract in a lump. A purchaser came forward, add offered seventy-five thousand dollars. It was declined, but after further con sultation, and the certainty of the fact that in any other way it would not bring more than fif teen or twenty thousand dollars, they propose to take ninety thousand, and a purchaser came for ward and took it at that sura.- - --N. Y. Mirror. This is a very lame apology for what is pro bably the most enormous swindle of the day. The idea that any "combination of specula tors" could have prevented a sale "except upon their own terms," is too ridiculous to be enter tained for a moment. The Commissioners had the matter in their own hands. It is usual, in the sale of Reservations, to fix upon a price per acre below which no bids shall be received. In thin case, the price could have been easily fixed so as to ensure the aggregate of $OO,OOO, with the chance of receiving, from competition, twice or twenty times that amount. it PROMS that the price paid was a fraction be low $l3 per acre. Unless the Commissioners are as ignorant as they are evidently corrupt, they know that unimproved farming land, in that neighborhood, back from the river, is sell ing at from $6O to $lOO per acre. They know, also, that, the site of Fort Snelling was deemed to be a superior location for a town, and that "speculators," to procure it, stood ready to pay prices which would have netted more than a million of dollars. Indeed, its value was noto riously mail:hated at more than two millions: and yet, to prevent speculators from getting it too cheap, the whole tract is deliberately sold for ninety thousand dollars, or less than one-twentieth its money value! This is a singular mode of "preventing the reservation from being inevitably sacrificed!"— A more bare-faced, naked piece of swindling has seldom been practised. Rut it is in keeping with the general policy of the National Admin istration, whose chief vocation it appeard i to be to se administer upon the national domain as to .nrich its favorites at the expense of the people. Dr. Thomas Dick, the author of The Christian Phil ospher, which event occurred at hie residence in Droughty Ferry, on the banks of the Tay,. Scot land, where says the Dundee Warder, he had lived for the period of I more than thirty years, quietly prosecuting his astronomicalotudies, en gaged in the labors of an unostentatious benevo lence, and enjoying the warm respect of all around him. Recently he suffered the bereave ment of two grandchildren, and never thorough ly recovered the blow which he had thus sus tained. Dr. Dick bad attained the ripe old age of eighty-three. He was thrice married and leaves a widow. Dr. Dick has always been much esteemed in the religious world for his valuable contributions to religiousliteraturo and to science. His works are "Celestial Scenery," "Christian Beneficence Contrasted with Cove tousness," "Christian Philosophers," "Improve ment of Society by diffusion. of Knowledge," "Mental Illumination of Mankind," "Philoso phy of Religion," "Philosophy of a Future State," "The Practical Astronomer," "Sidereal 'leavens" and a "Treatise on the Solar System." These works, though highly esteemed, did not furnish a support to their author, and some years ago, his wants becoming known in Phila delphia, a considerable fund was subseribed by our citizens and presented to him. Ile ac knowledged the gift in the mostgrateful manner. The English government subsequently granted him a small pension. By these means he has been made comfortablein his declining years.
