Walker seems anxious to let loose those merco- • naries upon the citizens of Lawrence are well calculated to attract the serious attention of all good men. In this free and happy land where honest and industrious men can always get abundant em ployment and liberal wages, few worthy men and probably still fewer natives, sell themselves for years for a poor pittance of pay and rations. Onr army is, therefore, perhaps in a greater degree than that of any other -country com posed of the unprincipled, profligate, drunken -and lazy emigrants from foreign lands, the eructations of England, Ireland, Prance: Germany, and beings who have no regard for -our institutions and lib' af - mpatliyies with our 'worthy industrious citizens. • Such in a general way are the creatures selected by James Bitch anan and his tool R. J. Walker to .regulate affairs, the municipal concerns of Lawrenc and to bully and dragoon her peaceful and industrious citizens. When fuer or five or more hundreds of such ruffians are brought together in that little town, with the avowed and understood purpose of governing and controlling the peaceful inhabitants, it is diffi cult to imagine the amount of insult, outrage and brutality to which they may be continually exposed. The inconsiderate hasteand reckless ness with which James Buchanan has ordered , ' the interference of the ruymidons of the regular army in Kansas proves clearly tho truth of one i part of Mr. Webster's biting sketch of his char acter, that "fames Buchanan is no statesman" but it also falsified the 'other position, that "he is a great politician." Mr. Buchanan will live long enough perhaps to learn that the freemen of these States will not.tolerfite this daring and wanton attempt to dragoon any portion of their fellowcitizens by the hirelings from foreign lands abd profligate and worthless natives of our own soil. Even supposing, for a moment, that the cit izens of Kansas and especially of Lawrence, were determined to resist a particular law of Congress, is the mere intention to make such resistance, a sufficient cause for the resort to the worthless hirelings of the army Many years ago when that great and good . rind wise man George Washington occupied the post which James Buchanan has now reached, by the aid of proved and adjudicated frauds: when Alexander Hamilton, Henry Knox, Thomas Jef ferson and Edmund Randolph were in the cabinet, an organized and extensive System of opposition to one law of Congress was gotten up in the region in and around Pittsburgh. This opposition was no mere verbal narrate, no' mere passage of resolutions or simple adoption of municipal regulations. To begin, it is true, resolutions to resist the "excise law" and to withhold (rote those who submitted to it all Aid, comfort and association were passed; but this was the mere beginning, the signal and warcry, to rouse up the discontented factions and dis loyal spirits in every section of the land. But these wordy utterances were soon followed up by ' lawless meetings and acts. The first of these meetings Bras at Redstone on the 27 th, of July 1791. tin the f, th of September 1791 a party of men armed and disguised waylaid Robert Johnson, collector of Revenue, cut off his hair, tarred and feailiered him, deprived him of his horse. and compelled him 'to travel on foot a considerable distance, in that mortifying' and painful condition. Process was issued from the District Court of Pennsylvania, against three of the principal actors in that outrage, the person sent to serve these processes was s hared, whipped, tarred and feathered, deprived of his money and horse, bfbadfolded and tied in tlirlrisoils, in which coedit ion he remained five hams. In August, 1792. John Neville. the Inspector of Revenue. engaged the house of William Faulkner, of Washington . county, as an place of Inspection. Soon after a tarty of men met Faulkner, threat ened to scalp him, tar and feather him,. and reduce his house and other buildings to ashes, if he did not prevent the further use of his house • son slhee. To ;his his was forced to yield. In September, 1702, the President did no send hired solder:, hire the disaffected region as James Buchanan and.R. J. Walker have done in Kansas; but lie issued a proclamation earnestly exhorting all persons to desist from their on lawful combinations, be. In June, 1703, the Inspect or of Revenue, was burnt in effigy et nn election. In January, 1794, the barn of William Rich mood, who hail informed against some previous iloters, was burst with its contents. im.the 16;1• of July, 1794. about break of day a party of about ono hundred mon made an attack upon the house of John Neville, inspector of Revenue, but with the aid of his negroes he defended himself rigorously and drove them off. Nest day the rioters returned with a force id creamed to more than lire hundred, renewed the attack, continued it for more than an hour and finally set fire to the negro quarters and other. out-buildings which communicated to the mate' slot' house, end thus the whole were destroyed. On the 25th of July the mail from Pittsburgh to Philadelphia was seized. Cut open and robbed.
