This has been the doc trine of the s porty for three years; but it has 'now been ' ascertained that Kansas is peopled with a popqhdion hostile ' to slavery, and that it is not safe (for the South, the master of the Party ! ) to trust in their bands the business of governing themselves. The entire doctrine of SqUatter Sovereignty is to be abandoned; and In'another year- the party will be trampling in the mire the platform on which they 'Were vic torious in 1836.,Douglins, in his late Springfield speech, proposed to crush out" Mormonism. by abolishing the lerrifory of Malt aid patting it ender the abielitte control-ni offictre appointed by. the President and posseseed pro.consular authority. Tho proposition, to be sure, was confined to Utah; but it was plain that Douglas intended it as a hint, designing it to lead to the further proposition of extending the principle to all the territories. Accordingly the Richmond Examiner, accepting the suggestion, presents the broad grourn3 which the South will. compel the party to occupy. Hear the-Examiner: :~~<--_. `_ ::~~5... "There is but ono remedy for the trouble, and that begins tit the beginning. Judge Douglas has pro posed to abolish the Territorial Government of Utah andput that country again•under the geardianship of Congress, The proposition is wise. But confine it not to Utah. Let it be 'entrained enthruce all the Territories, to the extent of prohibiting, as was dthe of yore, every sort of popular election, and every act of popular government, in a Territory, until it shall contain a population equal to the constitueney of a member of the Howe of Representatives under the federal apportionment. Let as revert to the early territorial Policy of the country, and no longer -pursue the rain effort to erect popular governments in the Territories before yet the Prunlly takes root, 'Beatty is Zirmed, a Community is established, and a wholesome Public Opinion has asserted its supre :they over the people. Until weds this thing, recede from this worst of nll innovations inaugurated by the Compromise of 1830, mad relieve the squatters in the Territories from the onerous test of governing themselves while - their new Commonwealths are growing up 10 the proportions of maturity, we may depend upon it that the Principle of natter sover eignty will be prostituted everywhere, resulting in all the Territories in 63 arrant a humbug and farce as it has done in Kansas and Utah." And this is to be the end. The people of Kansas, instead of being left to, manage their own affairs, will be put under a government ab solute and tyrannical, with no appeal to the ballot box or the Nation. The doctrine of "Squatter Sovereignty" has done its work in humbugging the people, and it is now to be thrown aside among the useless lumber of the put. The Richmond South, the, new organ of the southern - democracy; declares its inability to ieconcile these two paragraphs; and they can be reconciled only upon the supposition that thefirst was written in the interest of Douglas, and that the second was dictated by Buchanan, who must make a show at least of standing up for Walker. For doing so he is roughly assaileddv southern presses and politi cians. The Richmond IVAig asserts that Mr. Buchanan is a second edition or Martin Van Buren. What the South expected of Mr. Bu chanan is clearly declared in the Richmond South, of Juno 13th. Speaking of the last ' Pieddential contest, that paper says: - "The Kansas controversy erns a controlling issued in the canvass; and Mr. Buchanan was indebted to no small share of strength in the South, to the con viction that be was favorabk to the interests of Slet eery in the Territory. When the friends of Fdltriore brought these placards from Pennsylvania with the inscrip tion of "Buchanan. The people bettered at. and di.. Iturharwis -Iran rieeted by the almost nnanimone rote of the South.' Id: Buchanan is evidently surrounded with trouble on this question. If he were a bold, resolute man` so would have no .difficulfy in fighting his way out; but being naturally a trimmer- he will of co;trse resort to all sorts of political expedients to save himself with both sections of his party, and end by yielding all to the Southern section. Ho is understood, just now, to be endorsing Walker, in Foams, in the view that the Constitution soon to be formed must be submitted to the people, the whole peo ple, and nothing but the people. But there is nothing more certain than that the pro-slavery ruffians, who have the job of making the consti tution, will refuse, unanimously, to submit the result of their deliberations to the people, and will bring their bantling at once before Congress. Then the question is, will Mr. Buchanan sustain Co, Walker in the °exertion that Congrcts should refuse, in that ease, to admit Kansas a. a State— .lie antecedents, and those of his party, are full of facts, the logic of which is; that he will not dare to use his influence, under any circum stances, to keep Kansas out of the Union,.if a sieve constitution is formed for that Territory, and admission into the confederacy demanded under it. If he should dare so much, the South would denounce him as an Abolitionist, and DOuglas will, at the head of the whole horde of Pro-slavery Senators, hunt him down. If her does not, be deserts Walker, and makes it palp able and patent to all that the Democratic party is nothing more or less than the propagandist of slavery. In either case the Democracy will be distracted, divided, and doomed. SQUATTER SOTLREIONTY gave a particular demonstration of itself in New York City 'on the 4th of July. It means in those sections of the city where it burnt most conspicuously forth, runs, rowdyism and rascality. Its ear marks are as easily read as they were during the Kraisas war on the vexed soillif jlutb. tort'. Its peculiar L .n as may be seen by the re ort t ye-witnesses as published in an other column of the Gazette this morning, is the VI. 'Ward of the Metropolis, Where Mr. Du 'chanan received in Novemticr last 2,375 votes and Fremont but 294. Its grand seigneur in that city is Fernando Wood as plainly as was B F. Stringfellow in Kansas. Its arguments in the metropolis, are barricades; revolvers, brickbats and mrusitiits‘s they were in the, Territory on our Western frontier, and its results were on the Fourth, seven killed and eighty wounded, many of Whom will doubtless die of grievous may hem and contusion. De bouth— This outbreak has been forseen for several weeks, and all the worst elements of the most degraded portion of a great city have been wrought up to &pitch of frenzy by inflammatory appeals and poisoned whiskey until the watch word Of down with the "Black Republicans " became the rally cry of the mob armed against the peace and dignity of the community. Wood is now the - leader of the New York City Democ racy, whiclehas at last reduced itself down in his stronghold to the most reckless and. aban doned' wretches which can infest any city. The battle which had been nursed and prepared under the lead of Mayor Wood and which com menced against the Metropolitan police drew out anoilier set of rowdies, who held . the battle ground on the score of an ancient. , local feud, and for the puresake of fighting. *The begin ning of the lamentable event is, however, en tirely attributable to that spirit of desperate lawlessness and ruffianism which has caused pain to law•abiding men throughout the whole nation for two years past, and found its' most favored theatre in genus during that time.
