In the meantime a committee bad been appuinted by - the Chamber of Commerce to report upon tbq subject I next visited Louisville. Here I was met with that courtesy and franknees for which the people of Kentucky are noted. On the drat over:deg I was In the city I was invited to meet at the Ex change with a considerable number of the mem-,. here of the Chamber of Commerce who had come together for the purpose of bearing your propo sition through your delegate . . After a free, but informal discussion of the matter, they appoint ed another speeial Minting, to which attention was Invited in the editorial columns of the papers, forthe next Monday evening. At diet meeting . there was a pretty full 'attendance ofa the mem- bers, and the ,abject was diecussefflin all its besrings. The members seemed to 'be deeply . impressed with the importance of the question' before them, and appointed a committee of five to report upon the subject on the Wednesday evening following, with whom I was desired to leave a copy of the law of Yennsylmuita for more careful examination. Giving me letters to their Senators and Representatives at Frankfort, they desired me to go on to that place, make the ac quaintance of the members of the Legislature, • and await their Anal action. I have been thus circumstantial in my narrative, merely to show jou bow they do such things there. I then went on to Frankfort, and soon found myself quite at home. This was on the 20th.— Os the 22d, I received a letter from H. D. New comb, Esq., President of the Chamber of Com merce, enclosing an important amendment touch ing the improvement of the falls of the Ohio, a copy of whieh I sent you, but which it may be well to repeat. It is la these words: "Pravda, That the improvement of the nevi gition of the Ohio river hereby contemplated and authorised, shall be at the fells of add river (at Louisville, Ky.) by Dams and Locks, miff:Mont to furnish not less than five feat of water on the fills at low water mark, and to pass the largmt Mass of boats now plying on the lower Ohio riv er; and teat said dams and locks shell be con emoted at the earliest practicable period, provi. ded that the stock subsoribed and paid in by in dividuals, companies end corporations of the States of Kentucky and Indiana, shalt be suffi cient to defray the cost of the same, and which shall be so appropriated to the extent necessary to effect said improvement" Mr. Newcomb, in his letter, said: "Hare the kindness to examine it, and telegraph me to morrow whether you are willing to adopt it. If so, we will either write and request our repre sentatives to render you all the aid in their pow er, or rend a delegate to aid yon. We have ap pointed a delegate to visit Frankfort, but he finds it difficult to leave home unless absolutely earl." I examined the proposed amendment, and feud that it wu a fair and honorable proposition, and at least as benettial to {he upper cities of the Ohio as it yes to Louisville. I did not hesitate a moment, but telegraphed my acceptance. The next mail brought me a memorialfrom the Cham ber of Commerce to the Legislature, which vu immediately presented.' I wished to procure • espy, but Bodtng that to do so wonid put my friends to some trouble, I forbore. Boon after wards a Mil, embracing that proviso, and also en amendment reducing the limit of tolls, was reported to the House, anti was pending when I left. The only danger it was In 'was that It might not be reached; the.session being near its plo.e. I bliTe not yet learned its fate; but the ?resident of the Louisville Chamber of Commerce will inform you. I may here ..etate that while in Louisville I made • ehort visit to New Albany, Indiana, a flourishing, iodostrions and beautiful city at the foot of falls of the Ohio. There was no formal action on the subject of my mission while I was there; but conversation with such of the citizens as I met with satisfied me that the enterprise Is there regarded with great favor. Returning from Prinkfort,l etopped a night si Louisville, and the next afternoon reached Madison, Ind., another very pretty and rather opulent city of some ten or twelve thousand Inhabitants. Here I met a most cordial recep tion, and -had the pleasure of meeting with a considerable number of the leading citizens at the Madison House. A report of the meeting havi.ng been already Published, I need not enter into particulate. I next returned to Cincinnati, where I found a general, but by no means unanimous, determi nation not to surrender the Okki rim into the hands of a corporation. The report, drawn up by the Committee before spoken of, took this ground, and was adopted at a quarterly meeting of the Chamber of Commerce without amend ment, although there were some elpressiots of diustisfaction.
