WAIIIIING AND VENTILATING TUE COOl2 Houtz. ..Haying 'mention in a late paper to speak of warming and sea:Haling by means °ran Chil son Foresee, we arc reminded of a duty which we have long thought of discharging, but which has been deferred from week to week, from various causes. That duty is, to urge upon our County Commissioners the importance of providing for a thorough ventibation of the Court Rouse. We one an apology to several of the Judges, and to various members of the bar, who have frequently and most urgently directed our attention to this matter, and have Implored no to arouse public opinion to the en% ,lltot of saving them from the. living death they are obliged for hours to endure in a vitiated at mosphere. The very last time !we were in the District Court Room several • members of the Bar and of the Bench called our attention to the disgusting state of the atmosphere, and re quested us to urge the proper authorities to take immediate action in the premises. Probably no building of.the size and expense of our magnificent Court Riese, was ever worse ventilated. In faet there is no ventilation what ever, except by opening the'whadowe and doors, thus - letting in a volume of cold air in a body, suddenly lowering the temperature, rarticularly about the feet, and producing a draft upon some persons' head. The consequence is a variable 'temperature, producing colds and chills, and laying - the foundation for verlois dlseuei. AE the same time it but very slightly promotes ven tilation. The air is cooled, but is nearly as foul as ever. The, Court Renate are warmed by immense stoves; placed outside of the bar, which are heated red-hot, and are kipt et that state for hours. • These stoves are usually surrounded by acrowd of parsons, very many of them loafers and hangers on about the Court House, with dirty clothes and skins and foul breaths, who ;taw themselves by these hot stores until the effluvia which arises from their bodies is most disgusting, and to add to the accumulation of nanseois smells, - mouthful's of saliva are pre cipitated against the red.hot surfiece. The heat. ed air about the stove, with all lie noxious par. ifoles, and scorched until its vitality is nearly deetroyed, rime to the ceiling, and spreads over it, while the cold air near the floor rushes in to apply the Ireeletlek, and is also taken up to the °idling, from which it gradually descends upon the heids of the bench, bar and jury, to be .hreathed, have another portion of its vi .tality destroyed, when it goes back to the stove, to pin fresh Impurities, and thus the •oiroula. lion goes'on, until the eir•beeomes so foul, thet tiffirion oemlog in from the fresh sir can scarce ly endure the stench which Meets him at the door. The natural and inevitable consequence of this - - state of affairs is, the gradual undermining of • the health and spirits of those whose business or duty confines them to such a vittated air for hours, from day to day for weeks together. The . persons who suffer most are the Judges, and Jurymen from 'the country. The members of the bar, except when especially engaged in a 4 case; can visit the outer air as often as they please, or remain away altogether until their asses are called. There is no such relief as this - for the Judges. They must keep their seam, although their heads may be throbbing with heat, . -their feet cold and torpid, their lungs laboring. . their skin parched, their throat dry, and their whole system suffering from the faintness, las . tifude end stupor caused by the lack of the natural stimulus required by the lungs to sup. port life. The Jurymen from the country also stiffer greatly. They come from a pure and invigora ting air, and their Avocation; at home keep them .nustly out of door's. Having no business in the city and no iomfortable or genial plane of resort, they usually spend their time in the Courtroom, whether on a jury or not. The consequence is that many of them take sick, and have to be distharied. They, cannot endure the sadden change from the invigorating air of the country, to the polluted air of the Court Rouse. City Jurymen wisely stay as little about the Court Nouse as possible, and the principal burden of sitting on Juries falls on the country juror", who are generally preferred by the lawyers, The Jury rooms are but little better ventilated than the Court Rooms, besides being wretchedly heated. No wonder so much sickness prevails among Jurymen. It is high time these evils were remedial. It Is a disgrace to county to have our magnifi cent Court House left In an unfinished condition, forgo building is finished until provision is made for thorough heating and ventilation. This ought to have been done at first, but because It ' WU not, that does not exhonerate the Commis sinners from.the dcityormaking the Improvement new. We have no doubt they feel the necessity _ efit,thut they hesitate about incurring the sepia _ ear? expense. We are satisfied, however, that the people are so welt aware of the necessity or I the improvement, and so many of them are so directly or indirectly interested, that they viii bear the expense with eheerfalness. If they are ' willing to Appropriate large sums for hospitals and Orphan Asylums, they will not complain of a small sum appropriated to the preservaktion of the - health and lives of Judges, lawyers,'‘ Jury. men and witnesses.
