WAIIIIING AND VENTILATING TUE COOl2 Houtz.
..Haying 'mention in a late paper to speak of
warming and sea:Haling by means °ran Chil
son Foresee, we arc reminded of a duty which
we have long thought of discharging, but
which has been deferred from week to week,
from various causes. That duty is, to urge
upon our County Commissioners the importance
of providing for a thorough ventibation of the
Court Rouse. We one an apology to several
of the Judges, and to various members of the
bar, who have frequently and most urgently
directed our attention to this matter, and have
Implored no to arouse public opinion to the en%
,lltot of saving them from the. living death they
are obliged for hours to endure in a vitiated at
mosphere. The very last time !we were in the
District Court Room several • members of the
Bar and of the Bench called our attention to
the disgusting state of the atmosphere, and re
quested us to urge the proper authorities to
take immediate action in the premises.
Probably no building of.the size and expense
of our magnificent Court Riese, was ever worse
ventilated. In faet there is no ventilation what
ever, except by opening the'whadowe and doors,
thus - letting in a volume of cold air in a body,
suddenly lowering the temperature, rarticularly
about the feet, and producing a draft upon some
persons' head. The consequence is a variable
'temperature, producing colds and chills, and
laying - the foundation for verlois dlseuei. AE
the same time it but very slightly promotes ven
tilation. The air is cooled, but is nearly as
foul as ever.
The, Court Renate are warmed by immense
stoves; placed outside of the bar, which are
heated red-hot, and are kipt et that state for
hours. • These stoves are usually surrounded by
acrowd of parsons, very many of them loafers
and hangers on about the Court House, with
dirty clothes and skins and foul breaths, who
;taw themselves by these hot stores until the
effluvia which arises from their bodies is most
disgusting, and to add to the accumulation of
nanseois smells, - mouthful's of saliva are pre
cipitated against the red.hot surfiece. The heat.
ed air about the stove, with all lie noxious par.
ifoles, and scorched until its vitality is nearly
deetroyed, rime to the ceiling, and spreads over
it, while the cold air near the floor rushes in to
apply the Ireeletlek, and is also taken up to the
°idling, from which it gradually descends upon
the heids of the bench, bar and jury, to be
.hreathed, have another portion of its vi
.tality destroyed, when it goes back to the stove,
to pin fresh Impurities, and thus the •oiroula.

The natural and inevitable consequence of this
- - state of affairs is, the gradual undermining of
• the health and spirits of those whose business
or duty confines them to such a vittated air for
hours, from day to day for weeks together. The
. persons who suffer most are the Judges, and
Jurymen from 'the country. The members of
the bar, except when especially engaged in a
4 case; can visit the outer air as often as they
please, or remain away altogether until their
asses are called. There is no such relief as this
- for the Judges. They must keep their seam,
although their heads may be throbbing with heat,
. -their feet cold and torpid, their lungs laboring.
. their skin parched, their throat dry, and their
whole system suffering from the faintness, las
. tifude end stupor caused by the lack of the
natural stimulus required by the lungs to sup.
port life.
The Jurymen from the country also stiffer
greatly. They come from a pure and invigora
ting air, and their Avocation; at home keep them
.nustly out of door's. Having no business in the
city and no iomfortable or genial plane of resort,
they usually spend their time in the Courtroom,
whether on a jury or not. The consequence is
that many of them take sick, and have to be
distharied. They, cannot endure the sadden
change from the invigorating air of the country,
to the polluted air of the Court Rouse. City
Jurymen wisely stay as little about the Court
Nouse as possible, and the principal burden of
sitting on Juries falls on the country juror", who
are generally preferred by the lawyers, The
Jury rooms are but little better ventilated than
the Court Rooms, besides being wretchedly
heated. No wonder so much sickness prevails
among Jurymen.
It is high time these evils were remedial. It
Is a disgrace to county to have our magnifi
cent Court House left In an unfinished condition,
forgo building is finished until provision is made
for thorough heating and ventilation. This
ought to have been done at first, but because It
' WU not, that does not exhonerate the Commis
sinners from.the dcityormaking the Improvement
new. We have no doubt they feel the necessity
_ efit,thut they hesitate about incurring the sepia
_ ear? expense. We are satisfied, however, that
the people are so welt aware of the necessity or I
the improvement, and so many of them are so
directly or indirectly interested, that they viii
bear the expense with eheerfalness. If they are
' willing to Appropriate large sums for hospitals
and Orphan Asylums, they will not complain of
a small sum appropriated to the preservaktion of
the - health and lives of Judges, lawyers,'‘ Jury.
men and witnesses.
The whole building should be heated and yen

., l ures with be a wasting of money, and yield a
harvest of 'bitter. disappointment. What is
worth doingAt all, is worth doing well. If the
work is undertakes, lot It be thoroughly done.

carbonic acid.

pain the atmosphere will extinguish a lighted
taper, and 10 percent. will destroy animal life
almost instantly. The volOme of it expired by

The receipts into the Treasury during &eyes;
including a balance of $878,123,98 left over
from &a previous year, amounted to $1,678,123,
98, and the disbursements to $983,964,68, !ceas
ing remaining In the Treasury at the end of the
year, applicable to future demands, the sum of
$692,922,03. There was received into the
Treasury during the fiscal year 1856, on account
of the Sinking Fond, the sum of $263,025,87,
all of which sum arm during. the same period,
disbursed in tarestmerats for the use of that fund.
The amount of stock - standing to the credit of
the Sinking Fond on the 80th September, 1854,
was $3,158,037,63, and the amount added dining
the year 1855, ale $268,112,42, so that the sc.
gregate value of the stock standing to the credit
of that Fund at - the olose of the year 1855 is
$3,425,749,95. At the cluee of the fiscal year
1855, the aggregate of the Public Debt of State,
was $15,182,909. Of edema:nun the Baltimore
and Ohio Railroad Company pap the Interest
upon $3,200,000, the Susquehanna and Tide
Water Canals furnish the means for paying the
Interest 0f51,000,000, and the Northern - Central
Railway Computy will hereafter furnish money
to pay Interest upon, $1,600,000, leaving to be
derived trod other sources, interest on the sum
of $9,432,909.
The Sinking Fond holds of this debt $8,428,.

Of course, Mr. Bingham was, elected. Man;
there being no difficulty in =biting him in be
tween four other candidates. In fact, the dis
traction caused the number of 'contesbsis
tended materially 'to add outside strength to
Mr.'Bingham; besides which he enjoyed an ex
, tensive and well-deserved personal popularity.
A great snout will be raised over his election as
an "American" triumph; but had he received
no votes but those which that party could bring
him, he would have been defeated. He owes his
eucceas to voters in no way identified with the
"American" party, many of whom Were men
of foreign birth. ne carries into office a high
levitation ; and we bare no doubt be will make
a good Mayor.
The result of the election for Councilmen Is
unfavorable to the Know Nothings.. They car
ried the First Ward without opposition; and a
part of their ticket in the Ninth Ward; bet in
most of the oilier :Wards the Cilium' Tickets
were very generally successful.
TIM Ammar. - Harem - or Darsarwarts.—
These volumnions documents are too long for
our limited space. A brief abstract will convey
all that is of very general interest.
Tan Navr.—Our Navy is divided into six
squadrons, to wit: the Homo squadron, consist
ing of four ships, the &still squadron, consist
ing of three; the Official sqsdron, of four; the
Mediterranean, of four ; the East Indian, of four;
and the Pacific,..of seven.. The Ban Jacinto has
gone to the Esit Ladies to relieve the Mactedo
nisi. The long missing sloop of war, Albany,
has been given up for lost. One teasel, the
Michigan iron steamer, built in Pittsburgh, Is
employed on the tipper Lakes. This makes
twenty-eight vessels in commission and active
service. A. small number for a great maritime
nation, whose dominions span a continent, and
stretch from noun to ocean. Bthiarge steamships
of war were built lastyear, and the Beerstru7 rec
ommends a large increase of the Navy. The
estimated expense for the ensiling year is $lB,-
024,605 87.
Tin Allll.—Oar little army consists of 15,-
752 officers and men; the authorised Red is
17,887. Enlistments for the year ending Sept.
80, amonnted to 10,640. Upwards of 20,000
persona who offered to enlist were rejected in
consequent. of minority - and other =Unit.
'The troops are distributed on the frontiers,
and are kept actively employed. The report
recommends a careful revision of the laws regu
lating rank and command. An increase of the
Medical corps ie recommended; and fin addi
tional military storekeepers are needed. The
!anticipations entertained, at the time of the es
tablishment of the Atititav Avian, have not
been fulfilled. - The average cost of maintaining
each inmate is $6OO. It is too mud; and a re
daction Is necessary. The number of men re
-dived In four years, 1.287; cost, to far, $871,-
497. The new buildings near Wuhington will
accommodate 160 men. The branch of the As
, eylum at East Pandora's, Minn., is discontin
ued, and similar action is recommended in ref
erence to the branch at Rarrndeburgh.
The camels and drums dariee which were ordered
from the East will arrive in February. Then
animals have been found useful iu the Crimea,
and will be employed in military service here.
The Paoli° Railroad Explorations have been
completed, and the preference given to the
route on the 82nd parallel, through Tens, and
by the Coloreds of the West. The Importance
of a railroad to connect the Atlantis with the
Pacific, is strongly urged.
