Innassroms, August The report in your city regarding the felines of the State Stook Bank, at Peru, Bank of Reuse leis, New York and Virginia State Stock Bank, aid Elkhart Bank, are entire" false. They 11:ve not failed or suspended, and there has been no run on them.nor notes of any bank presented that have : not been promptly redeemed. The ti.des of these banks, and of all the free banks of this State are amply secured; and the peeve. tiqs at their presiMt u.utet value, are worth a quarter of a million over and above the amount or notes issued. Tits IMPORTANCE or rue APPROACHING COHORTS sioNAL Etscrtoss.—The Buffalo Commercial submits the following thoughts on the inipor. ta nee of the pending Congressional elections: It may be assumed, as a general proposition, that the political complexion of the National House of Representatives, chosen for the last two years of a Presidential term, will foreshad ow the political character of the President to be next thereafter elected. A recurrence to tbe his tory of the country for the last quarter of a cen tury will ascertain the fact that this indication has been unerring—that there has not been a single exeeption' since 1827. We do not go fur ether beck, for;tbe two-fold reason that the period named is sufficient for our purpose, and the cir cumstances of the election in 1824, when there was a multiplicity of candidates, and that of 18- ".:11, when there was only one, prevent those epochs from being used to support or controvert our 'hypothesis. But we presume that every Congressional election next preceding the elec tion of a President, in Which there was lively competition, would present a state of facto, which, when considered in Connexion with the choice of an e&eeutive, would bear us out in our assumption. Taking it for granted, thee, that we shall be able to determine the political charaater of Pres ident Pierce's successor by the party association of the men whom the people choose to represent them in the next Congress, the Congressional elections which have already commented, and which are to be continued, with intervals of greater or less length for &twelvemonth to come, acquire an unusual interest and importance.— And in view of the fact that these members of Congress will be called upon to choose a Presi dent in default of an election by the people—a result not at all improbable, in the present petit cal condition of the country--that interest and importance become greatly magnified. Tho Vi ginia papers are reckoning with pain ful accuracy the value of the hide of a dead dog, Hunter's Land bill is • the theme of dispute.— This notable measure, you must know, was Hun ter's ladder to the Presidency, not so tall as cob's ladder, nor inclining in the same direction, but long enough for Mr. Hunter, and planted on a foundation which he believes will stand till the heiglit is scaled. The Hunker papers, headed by the Richmond Enquirer, endorse Hunter's proposals for western votes, and are delighted with his land bilL . The organs of the Young Americans, otberviise called the B'hoyc, of which Douglass is tre "M q.," oppose Hunter,his Pre sidential claims, his schemes, and in particular his land bill. They have, they say, no objection to Mr. Hunter's gambling for the Presidency, but they utterly refuse to put their property up as the stakes. Mr. Hunter is the residuary leg atee out of South Carolina, of. John C. CalhOun. 'lr. Calhoun had threecrotchets, to wit: slavery, donation of the public lands to the new States, under the disguise of pre-emption at a nominal price, and a Southern Confederacy. Nobody • surviving him seems capable of managing the first and last items of this political capital, as his peculiar and exclusive property, end by common consent they are considered "lapsed legacies," or at least "suspended interests;'' Dlr. Hunter has . taken up the issue relative to the public lands, and his bill lately passed by the Senate and rather contumeliously passed over by the' House, is simply the revival of Calhouniem to that extent. Hi seeks to make it the issue for 1856 on which he will contend for the nomination against Douglass, Houston, Pierce, Marcy and Buchanan. Of codiiie, as a Southern man, he is deemed and taken to besmand and reliable upon Slavery.— That which will be a stumbling block to others 0.111 be no impediment to him. lie stands for ward, then, as the candidate of the land robbers; at all times and in all new countries a very ntt meroni and powerful party. That. he is a deadly enemy of the Homestead princiisle cannot be doubted, yet he will doubtless receive the hearty support of the Hon. John L. Dawson, the father of that measure; and this notwithstanding that Hunter is the assassin of the bill which he carried thrOugh the House. I do not use the word at random, for that measure was not opposed with so open and honest zeal by . ldr. IL, and in a fair • combat it must have prevailed, but it was assas sinated by stabs from concealed enemies, and Hunter's bill was the cloak which concealed them. Promthe animation with which the conked is kept up among the-party organs, over the re mains of this bill, it is probable that a strenuous effort will be made to pass it next session; not withstanding that the wind is mostly taken out of its sails by the passage of Cobb's graduation bill originating in the Rouse. Dan Sickles brings no very important intelli gence. Mr. Beach, of this city, whose death, after a sudden illness, we have al ready announced, was entrusted with the prop ertv,tivid the vessel sailed without having clear ed 'from our port, with various rumors as to her destinatidn. ..• • • . When she reached the Gulf, Mr. Beach found out that the letters and document exhibited to induce the sale of the muskets were forgeries, and that his principal bad .just escaped being swindled out of his property. Whether the do• sign of the applicants was to got possession of the arms to aid the revolution in Mexico, or to facilitate the invasion of Cuba, does not fully appear; buf we believe that Mr. Beach upon discovering the imposition, at once commenced negotiations with Santa Anna, for the sale of the property, and we have some rea son to suppose that he had succeeded in this pur pose, when ho was seised with the illness which terminated so fatally.
