Stover. as PoLiocx.--The most accompliehed falsitierr, we venture tossy, could not Crowdmore direct falsehood. into the; same space Than the Pennsylvanian has done in the following pars graph, which is a. comment on that part of the Whig address relating to the Tiriperance ques tion: ". "Governor Bigler has also declared that he would carry out the will of -the people on this subject, and that if a majority decided in favor of a Pro hibitory Liquor Law, and the Legislature passed a constitutional one, he would appprove of it. If there Is any diferenee at all between Messrs. Pollock and Bigler on this subject it is that the former declares his willingness to .sign any law Whicir the Legislature may pass on the subject, constitutional or unconstitutional, while Gov. Bigler has too much regard for his oath tb pledge himself in advance to do a thing which he would, it elected, have to aver he would not do." The reckless knafe who perpetinted this is out of his place in Philadelphia. Be.would be more at home ba the columns of the Pittsburgh Post. Fortunately for the truth of history, the letters of,Gov. Biglerand Judge Pollock are on record. The Temperance Committee asked each candi date, whether be thought a prohibitory law con . 'Motional, and whether, if elected, and the Leg islatnre should pats such a law, he would sign it. To the lint inquiry the Governor responded As follows: . "To your first-inquiry 'ITALY that the Supreme Court of the State have repeatedly held, and -I concur in tho doctrine, that the Legislature con exerelee all law.making.power not expressly for bidden by t.he State or Federal Constitution.— Under this COW truction,l lieliove the Legislature have authority to control the manufacture and sale of spirituous liquors; but in the use of that power it must be. obvious that a law might be passed, which ittts details, would be a manifest violation of the Constitution, and hence the im possihilitief answering year queition distincly, withont seeing the exact terms of, the proposed To the second inquiry his answer runs thus: To your second inquiry I answer that' sincere ' ly deplore the evils of intemperance, and autnow willing,'as•l always have been, MI sanction any proper measure to mitigate, and if possible, en tirely remove the lice, but I cannot pledge my- self to , sanction a far, the detafit of which I /wee not sem. The terms of the Conatitaticfn and oath - , of ifilloo would seem to forbid this course on the part of an Executive. He shottld be free to' jedge of the constitutionality and wisdom of a propos ed law.after having Sully examined and eonsid ered Its provisions. Now if any man can find in these answers a dichustion on the part of Bigler, that if a ma . jotity decided in favor of a prohibitory liquor law and the, legialatere passed a constitutional one he would approve of it," as stated above by • .the Pennaykumiass, he must have a very curious method of Interpretation. The Governor ex . presaly rerases to gimp such a pledge, on the plea that he cannot dolt without first seeing the details of the law. - So much for Bigler. Now let us see, what Judge Pollock said: 1. Every measure of moral or political reform,. :Sanctioned by the representatives of the people, , within the Amite of -the Constitution should re vice toyaffmlat sanction. -The expediency and, propriety of such. laws aro for the people, thrmigh their representatives; and their will, ccoutitatitmati3rdeclared: should be respected by the Executive. '..lf.the people demand, and their represtmtatives enactsuch Law. their will should not be resisted by the °morels° of the veto power —a power panty., coesercatiie, and only to be exercised in ernes clearly inconatitutional, or ex- hibiting indebitable emidence of hasty, injurious and imperfect legislation." Where, in this'answer, is there a pledge on Judge Pollock's part to, sign. any law which the legislature may pass on the subject, constitutional 'or unalutitutienai," asset forth in the Pinnryl , minket, Judge Pollock expressly stipulates that a law, to receive his ofliaial`sanction, if elected,' must be ''Lmithia LA* limits. of the Constitution," and that he will obey the will of the people and their representatives when conititetionally declared." it is only such a lei he professes a Wlillnguessio sign. The Pennsylvanian, there fore, in its sasertions, is guilty of, a deliberate falsliiestien of thdrecoid, as well in the case of , Gov. .Bigier' is 'Judge Pollock, bat most em . Birney, and a promi nent Abolitionist, expresses his approval of the , Whig Address. Be says: It is short and speaks pithily andto the point. Addressed to all the opponents of the National and State AdminiStralions, it, erects a platform on which it is thought Anti-Nebraska men, Tern penance men and Native _Americans may stand honorably and with Out jostling. The Whig r arty and its candidateii, ore solemnly •pledged to the doctrines of the act of 1780,- which freed this State from slavery, and of the ordinance of 1787 which made- alarery - illegal _in-the North western Territory; to the repeal of the pro-sla very portions of the Nebraska Bill, to the main tenance in every case of the-constitutional rights of habeas corpus and trial by jury. This we in terpret to mean Free Soil wherever the Federal Government has jurisdiction and the repeal of Gie Fugitive Slave Act. - , Thus does the IS7dy party of Pennsylvania clew its skirts of the baleful compromise of 1850, and range itself abreast with the republicans of Ohio, Indium, Michigan, Vermont, lowa, Wisconsin and - Maine. The truest part - of the documentis that which shallow§ forth the unwillingness with which the Whigs accept the agitation forced upon the country by the Administration. It must give many a terrible 'pang to the 'Whig leaders. to pronounce the separation between themselves and their slaveholding allies. We. can well pardon them some regrets. But the slave interest is sleepless, indefatigable, un scropulous, wrfd remorseless. Its existence de pends on continued encroachment, .Give it Kan sas and it longs for Cuba; hand Nebraska to it for a prey and it asks for Africa. We are pleased to sea that Anti-Nebraska men throughout the State are encouraged to waive all minor differ ences and join in electing a proper Legislature. In a short address touching many questions, 1 some expressions vague in their generality, are almost mutvoidsble. We notice a few of these in the document before no. But as a whole, we must pronounce it decidedly the best address which has ever been issued by the Whig party of Pennsylvania._ We commend this honest view of the matter to the free soil men of this region, with the assn. , ranee that if they. choose to be obStinsto in eeing. what is not to be seen, they will not be coaxed to abandon their sullen stubbornness.— ,So ferns the result of the coming election is concernedit is a matter of perfect indifference re - how they vote. , THE ifonssrsan lliu, cinch to the relief of Gch. Ellet & Co. succeeded in deceiving-the Legislature on that occasion by a bridge panic; but we doubt whether the trick will bear repeti tion, or very close imitation with any other body of men in the world than a Virginia Legisla ture. We have not seen the memorial in goes- Goa, but wo have ono now in our possession no. - from the swim precious junto, last winter, and also in oppoSition to the right of way, which, for unblushing falsehood, awl daring miarepre. sentation, is worthy of the renowned builder of bridges. The last, we presume, is after the same style. If .so, no wonder Mr. Howe says that Judge Grier courts investigation, and wished it referred to the Judiciary Committee. Transpa rent sophistry, flimsy reasoning, reckless as sumptions and childish balderdash must defeat the objects of any memorial, be that object good or bad, and Judge Grier is pretty awe of an aciinittal." • Under the bead of "Wanted in Arkansas," Smith's Herald ennumemtes 500,000 goodiraluS trions fanners, to-till the land that is now lying all over the State. • the land is first rate;Vrater excellent; and the health good.
