Senator Douglass for the an neiation of the mulatto and negro State of Dom= . inica in the island of Hayti makes thriving progress. It is .difficult to get at the truth of the facts in regard to the political condition of . this part of the. island. It was conquered in 1822 by President Doper of the Haytien Repub lie. It is uncertain whether there are any peo ple of the pure European or white race in Dom inica or not. It there are uoy they constitute a very small element of the population. The Spanish planters and soldiers are represented to have been sent away at the' time of the conquest by the negroes of the West end, and all the I slaves were emancipated. Many ocelot agents have been sent to Dominica to spy out the laud. whose reports have" not been published. The objeit•has been to steal into the island, re-enslave I the colored people, and then annex it. The last of these emissaries was a politician who has fig ured in various capacities, but iv chiefly known as I sort of Joan of Arc of the Fillibusters, and was appointed a spy some time last winter and has just come back, and reports that the "niggers are now ready fOr liberty, and all we have to do is to. impose its yoke upon them." The war between the so-called DOrainican republic and Hayti has note existed with fitful intervals since 1845, the reason of the Dominicans' seceding being that the Ilaitien government passed a law tolerating I the Protestant religion. -Douglass' Scheme for recognizing the independence of Dominica, while refusing that right to Hayti, has a double object, to wit: the extension of slavery and the sup pression of religious freedom.
