Sca.att.—The chair presented a letter from Mr. EFTerett, notifying the Senato that he had sent to the Oorernor of Mass - chusetts, his resig_ nation as Senator, to tako effect from Jane 30th • Mr. Smith presented the resolutions of the Legislature of Connecticut, on the subject of the Nebraska. bill • and the repeal of the Missouri Compromise. They were read. • The resolutions declare that the prohibition of slavery in the act of 1820, ns Well as its incor poration in an. act 'designed to be iirropealable, pledged tho public faith to the whole extent of the power of Congresi, again4t any repealer the prohibition thns enacted. That the people of Connecticut have relied upon the' perpetuity of that enaptment. They proteet.tgainst the pro posed *peal of the prohibition - of slavery-in the act of 1820, as a- violation of national faith, ne destruct° of mutual confidence betvrped the States O the Union; as exposing•the Union Itself to lromin at peril; and as inconsistent.with the fundamental principles of national justice.- They declare their fixed purpose never to consent to the legal or actual admission of slavery into the territory from which it wan excluded by the Oct of 1820, or of the admission of slaveholding States from any part of that territory. Mr. Cass—f hope that those resolutions,when put into - plain .English, do not mean another Hartford Convention! . Mr. Weller—They come pretty near it: Mr. !Smith—l ! apprehend there is nothing in the resolutions that calls fur the remark which the Senator from - Michigan has seen fit to make to-the Senate. Hut. whether the resolutions of another Hartford Convention or not, ono thing is certain--and the honorable Senator may rely upon it—that these resolutions express the sen timents of the people of the State of Connecti cut, by an overwhelming majority; and I tell the Senator !nether, that they express the sentiments of a large majority of the Democratic party of the State of Connecticut. They passed the Sen ate of our State With only one vote in the neg ative, and there were, I believe, only some forty or fifty negative votes in the other House. '• ' The honorable Senator may, if he pleases, stigmatise thO sentiments contained in these resolutions -as sentiments .emanating front a' Hartford Convention. They are the sentiments of the freemen of Connecticut, and I believe they will tetra out to ;be' the sentiments. of. an over whelming majority of the people of Michigan. .Mr. Cass.-,I heard all this kind of denuncia. lion forty yearn ago, and with is much violence I and emphasis as can he used here, and I heard the Hartford Convention defended as a rightful act. That to which I wished to call attention,'! was a declaration in these resolutions, that they would not submit to the law of • the land when passed, and thinking I perceived something of that sort in the resolutions, I was impelled to ask whether; there was to be a new Hertford Coe. sention.. Sir, whether right or wrong, Ido not hes itate to any, that these resolutions contain the opinions and sentiments of an overwhelming Ma jority of the people of the State of Conneeticut —of all parties. I should do injustice to the Democratic party of that State, if I did not say that they are utterly opposed to the repeal of the ;Missouri Compromise; and in this particular they have been most fairly and ably represented in the other wing of this capital, the wliole del egation being Democratic, and three of the mem bers from the State voting in opposition to this measure, and bat ono in ita favor. atilt ,heeame that Senator, then to rise in his place and stig matize his own political friends in Connecticut, nsheing actuated by views and entertaining sen timents, corresponding with those which are sup posed to bravo been entertained by the members of the Hartford Convention. It so happened that I travelled with the Senator in the Railroad ears at theclose of the session of ISIS, after the Wilmot Woe's°, n 3 it is called, had been introduced into the House of Itepreautatives, and with my own coral heard the honorfible Senates say that if it had not been for John Davis be would have voted for the Wil mot Trovitsa. Was that an emanation of the spirit of the llartford Convention, when the Serator said:publicly throughout the north, that if it had not been for John Davis, every Senator from the Free States; would have toted for the Wilmot Proviso?
