If he_ could bring himself to believe that the passage of the Measure would accomplish the happy results expected by its friends, he would abandon all Iris objections to the bill, and vote - for it cheer fully. Rut if - he thought it would have the evil results of awakening agitation, violating faith with the-Indians, antiitaving nothing ,but the naked principle of non-intervention, he would vote against the bill. How far the friends or the opponents of the bill were correct in their ex pectation of its effects; he was somewhat unable to say. If the circumstances of the case pre vented an overpowering necessity for the passage of the bill, he would forego all his objections to it. But if that overpowering necessity did not exist, ho was not prepared to say his objections were not insuperable. He then examined whether tbis overpowering necessity existed in this case, and stated the considerations on both-aides. - In conclusion, he said he would like to express Lis views at much greater length, but time did not allow it.
