- Mr. Melt said he opposed the Nebraska bill of
the last Session when it contained no provhdoti
relative to the Missouri Compromise. The objec
tions to that bill, then orpr,eseed, were..apPlica
io a groat extent, to this bill. HO was not
in the committee when the first bill was reported,
and lac never heard of any proposition to repeal
the Missouri CoMpromise, until it was offered in
direct terms by the_ Senator from ',Kentucky.--
Hisfirst objection to the bill was, that there was
no necessity for the measure. ,It Wilaan namely
to establish governments to extend over im
mense territories, in which there vets no white
population whose yenta' required such govern
ment. After discussing 'this objection, he said
that, in itself, was not nit insuperable tne to
him.. He thought.it was incumbent on thiChair
man.of the Comitteo to show that there was any
demand for territorial government how, in an
ticipation of an increase of population by emi
gration and otherwise. Some provisions ought
also to be made for the government of the wild
tribes beyond Wind Hills, and in the Rocky
Mouninins. There ought to be information as
to the number of necessary military posti, ,
and full details of this polierof extending •gev
,eriiment so far beyond the present limits of oit
ilization. There were three hundred millions
of acres in these territories. They would sup
port a population of an empire. It was a mag
nificent idea to build up an immense empire ;
and he knew not which most to admire—the ge
nius or the boldness displayed by tffe Senator in
.the conception ofend the pressing id thelbeasarn
to carry out'this grand idea. He - thought the
Senator from Illinois had been Icboring for.
some time.under a mania for establishing Teal
torial governments. The Senator wi4l the au
thor of 'the New Mexico and Utah bills.'and ales
of the Washington Territory. Ho bad already.
laid the foundation of three powerful govern
menu, and now proposed to erect two more. I
Not content with the glory of being Condaor
Imperil, the Senator was emulous of the fame of.
Clarintinum Conditoriniperiorum. His 'next: ob-.
jcetionlas one arising out of the provisions of
the bill'regarding the Indian tribes. Those In
dians who had been carried to this 'ferritoy from
east of the Mississippi river, had been guaran
teed a home, never. to be surrounded. by any
Territorial government. lie examined the bill,
and held that, as it now stead,' it was a clear,
explicit violation of the Indian treaties. He win
surprised that Senators who bad _dwelt on the
dblonoroof the violation of plighted faith to
wards the African race, if the 3liaiouri restric
tion be repealed, had uttered not one wordin be
half of keeping plighted faith toward the i Indi
ans. The Wilberforces of the - Senate- .hod no
word of sympathy with any persona other than
thole who were African. Not one wort) had
been uttered by any of these philanthropists in
favor of preserving solemn treaties with the In•
dians. Amidst all the appeals to honor anti na
tional credit upon the preservation of pane faith
made by the members of the political sectional
organizationl'dhere was no word of tenderness !
for any but firr the African. No remonstrances
had come from that quarter against the viola
thin of faith, with the Indians. Were not the 1
Indians men and brothers equally with Africans?
Where was the tear from the professional phi
ianthrophist shed for the wrongs of the Indian
Ile considered for ao hour and n half the argu
mentslu favor of and against the repeal of the
Missouri Compromise; whether its repeal and
the establishmeneof the principle of }tam-inter
ovation awl popular suffrage . would effect the
good results promised. by its friends, er the evil
consequences predicted by its opponents. If he_
could bring himself to believe that the passage of
the Measure would accomplish the happy results
expected by its friends, he would abandon all
Iris objections to the bill, and vote - for it cheer
fully. Rut if - he thought it would have the evil
results of awakening agitation, violating faith
with the-Indians, antiitaving nothing
,but the
naked principle of non-intervention, he would
vote against the bill. How far the friends or the
opponents of the bill were correct in their ex
pectation of its effects; he was somewhat unable
to say. If the circumstances of the case pre
vented an overpowering necessity for the passage
of the bill, he would forego all his objections to
it. But if that overpowering necessity did not
exist, ho was not prepared to say his objections
were not insuperable. He then examined whether
tbis overpowering necessity existed in this case,
and stated the considerations on both-aides. - In
conclusion, he said he would like to express Lis
views at much greater length, but time did not
allow it.
