The Nebraska bill coming up; and Mr. Chase having the tin.* he asked the indulgence of the House for a postponement until Friday, as he bad been nimble to eaaminb certain historical points alluded to by Senator Douglas, yesterday. After some debate, in which Messrs. Douglas and Weller strongly opposed any postponement. The' Senate, however, consented to postpone. After other unimportant business, the Senate adjourned. Hoise.—The Nebraska bill having been rule'+ red to the Committee of the Whole. Mr. Olds reported a bill to secure the safe transmission of the United States Mails on railroads, in view of the Erie difficulties. It provides that any person who shall hinder or instigate hindrance to ob struct the transportation of the mail on any mail route, shall be fined not less thou one hun dred dollars, and be imprisoned at the discretion of the Court. Referred to Committee of the Whole. - k - The House then took up in Committee the De ficiency Bill, and after various amendments, for a Custom House at Cincinnati, etc., thocommit toe rove and the House adjourned. WAIIIILNOTOS CITY, Feb. 1. Adopted. Mr. Brodhead ; offered a resolut on directing enquiry as to the propriety of authorizing the Secretary of War to establish a National Foun dry in Penna. Adopted. After other unimportant. business the Senate adjourned. . Jones, of New York, moved a reconsideration of the vote, by which the bill to prevent obstructions to the mails on Railroads was referred to the Committee of the Whole. . .. • • • ' Mr. Okla also urged the iniportanco of acting on this bill in order to meet the disturbancet at Erie. He spoke only as Chairman of the Cam- Matte on Post Offices, and said he knew nothing of the merits of the questinn at issue between Pennsylvania and the Railroad Company, and hid no feeling either way, except that the mails should nOt be detained. Mr. Ritchie observed that it was doubtful whether Congress had the constitutional power to net on the subject. There aro &Heady laws in existence, for the punishment of obstructions of the mails, but the intention or effect of this bill was not to protect ithe mails, bfehrider cover, assume the attitude that where there Is a fraud ulent invasion of a State by a Railroad Company without a charter, and an attempt be made to remove the evil, it would be construed into a criminal offence by the bill now before the House. The part of the Railroad track taken up belongs to a fraudulent company, as decided by the Su preme Court of Pennsylvania and the Circuit Court of the United States. If any man in Erie obstructed it, there was already law adtllcient to punish him. Air. Campbell replied by arguing tbst Penn sylsania bad taken a s - rting position on tbis question and - urged the necessity of passing the bill. .The motion to recougitter woo !mit VI vote of 83 to Rd.
