Treatment of the Soldiers and Gen eral Otis' Administration All That Could Be Desired Insurrection Practically Over and Present Trouble Due to Tiencherous La drones, Who Terrorize the Peaceful Natives Scranton Boys in the Service in the Philippines. ScrRi-ant Hubert 11. Willi mis of t'nmpiiny O, Seentientli tcRlment, United States Infantry, who Is now on n thlity-ilay lc.ie of absence fiom military duty, returned to Ills home In this city yestenl.iy from New Yolk nnrl when seen by a Tilbuuo man rjioKj Intei estlnBly of the compalRii In tliii rhlllpplnes, throuRh which he passed iluilnp the pat-t M'.ir, li.nlnt? been on the tlrltiK line fiom Feb. 28 until At. 4. DuiIiik tint time he wan In n posi tion to obtain n Keneial ltnowledKe of how the war Is conducted. After bis tinntfor to a elcilcal posi tion on Cicnnal Otis' staff Mr. Wil liams was aho enabled to be In close touih with the head of the aimy and he unhesitatingly states that the pre fent plan of action, both on the Held and In hoadiiuarteis, Is conducted and directed In the most capable manner possible. The soldleis are not only fed and cared for as well as can be, but are treated with the utmost couitesy and icspect by their superior ofllcers. in icferenoe to yotWK men enlisting In the service, the set scant says tint now Is the time to join the army, but he would not ad l any one to enlNt unless they are fully equipped for duty and c.ipible of withstanding any hard ships thnt mlffht necessarily have to be endured In warfare. The volunteer has no business In the army, he thinks, and In time of peace the Rovernment should equip a st-indlnff army of 100,000 men and be prepaied for any enicig enc: WHAT THEY LACK. Mr. Williams does not belittle the merits of the olunteeis, but he claims they lack the leadeis and training which Is absolutely necessary In such cnmpalKns as the regulars have passed through In Cuba, Tuerto Rico and the Philippines. In leffaid to the flRlitliiB In Manila, Serjeant Williams says th- battle was piactlcally ended on Auk:. 0 of last !,ear, and that the waifare inw being cairled on Is due to the persistent ef forts of small bands of Ladrotus, who aio aimed and tcuoilze the pMctful natles and Incite them to antagonize the piogiess of the Ameilean annv. They aie the most tt delicious of the natives and ao!d captuie by secret Ins themselves In the outsktts of Manila. An eldence of bow well equipped they were Is gleaned fiom the fict that the Seenteenth reglme'i alone captured r,000 stands of Mamcr lilies since the fighting began, and that onlv represents a partial number of the guns that weie In the possession of the Filipinos. The lebels aio physi cally able, but mentally Incapable of competing with the Ameilean soldiers, who are daring, feailess and InMII gent anil well governed. Mnnlla Is under n strict mnitl.il 'aw and Is guarded by two leglments of Infantiy and tm butalions of ntll lery and the provost martial guarl 's stationed at the vailous outposts. The government N fully Jnstllled In '"iny ing on the waif.ue, Mr. Williams says, and the peaceful natives are nnx'oua for a discontinuance of hotllltlos anl want protection from the bandits and thieves v ho ne icsponslble for the present tiouble. Kl'Triti: OF THK ISLANDS. Hegar.lliu; the futuro prospects on the Islands, lie says that unless the Ameilean capitalist inwidos the towns and tmploy t:ie natives they need not expect to compete with the Filipinos. American woikmen have io business there, he thinks, as native machinists ran be employed for L'", and .10 tents a day. In his opinion, the war will bo over beloie ho letnrns on Fibiuaiy 10, but It will be necessiry to maintain a small sized nimy In th Philippines to cary on the work of ieolutlonl7lng things there, flcni'ial Otis N the hatd est worked officer In the service, "Bob by" says, and Is a muth-abusod man. General Joe Wheeler Ik too old for active service and incapable of com peting with the men in the nrmy to day. Mr. Williams spent about a month In Japan befoie returning to the Unit ed States nnd says that Is a sieat country, and thnt the natives nie un doubtedly preparing for war with Russia, While there ho visited the. ttnny headquarters, where fifteen iegl ments of Infantry are stationed and ten batteries of light artillery. The latter Is drawn by hand and the sol. dlers are harnessed together. Among tho Scrantonlans whom Mr. Williams met In Manila wore Corporal Sweeney, a former member of Com Look for Our pany n, Thirteenth reslmetit, who has recently been released from the hospi tal, having tecovered from wounds io eclved while engaged In the firing line. He Is now quartermaster ser geant of Companv H. Twenty-ttrut regiment, United States Infantry. Dr. Petinvp'xcker. whti van formerly located In the Hundley block on Wyo ming avenue. N alro In tb sorvlco and is a member of the hospital corp3. He Is engaged as an eye specialist and Is held In high cstem by his com rades. Captain Tate. Fon-ln-law of Hon. and Mrs. J. A. Scranton, who Is a member of tTie Third United States cavalrv, N also doing duty In Manila, and Is nn Ideal soldier, Mr. William says. OTHUn SCRANTON MEN. Two other Scranton boys In Manila, whom he met were Corporul DanM Morgans, a brother-in-law of Clem Marsh, and Ilert Knapp, formetly of the Thirteenth regiment, who nre now members of the Nineteenth United States Infantry. Mr. Williams Is making an effort to secure his discharge from the service, as he has a tempting offer to go to Nltarauga. and If he falls, It Is his In tention to return to Manila nnd con tinue In the service.
