Two other Scranton boys In Manila,
whom he met were Corporul DanM
Morgans, a brother-in-law of Clem
Marsh, and Ilert Knapp, formetly of
the Thirteenth regiment, who nre now
members of the Nineteenth United
States Infantry.
Mr. Williams Is making an effort to
secure his discharge from the service,
as he has a tempting offer to go to
Nltarauga. and If he falls, It Is his In
tention to return to Manila nnd con
tinue In the service.

Joseph H. Donnely, of Easton, until
recently freight agent at the Lehigh
Valley railroad at Jersey City, has
seemed the position of general freight
agent of tho Delaware. Lackawanna
and Western railroad at the Hobuken
terminal. Mr. Donnelly's position Is
one of much more responsibility than
bis fotmer poslton. He assumed the
duties of the office veslerday.
A contract with the Baldwin Loco
motive Works for the building of
thirty llrst-elass locomotives for tho
Reading Railroad company has been
closed. Tho locomotives aie to bo
made and d.-llveicd as soon as pos
sible. The ordtr calls for ten heavy
freight englncf, ten fast fi eight en
gines and ten fast and heavy passen
ger engines. On the same day tho
Reading company placed the last of a
composite ord"r for 2,150 ooal anj gon
dola ais. An oidcr for thltty stand
ard passenger coiches was also given
to the Mason Manufacturing company
and the Hailan & Holllngswmth com
pany, of Wilmington, Del.

Strike at the Rod Mills.
Pittsburg, Jan. K The rod mill work
ers of the American Steel and Wire com
pany at Heaer Falls, Pa., who struck
for an adwuieo on Monday, held an all
uUht meeting last night and before ad
journment decided tn return to work at
the compam'K terms. The mill will re
sume opeiatloiiK In full tomorrow. At
tho llraddoek plant tho men are still out.

The new mercantile appraisement
law Is u radical departure from the
one heretofore In force, and the
appraiser for this county, Just appoint
ed, Michael Kraemer, will have Just
double the fees. The tees duo the state

following are the sections wherein tho
measure differs from the old law:

Under this act the mercantile ap
praisers must within ten days after
they mall the blank call In person to
sec that It Is pioperly filled up, and
swear the paity or parties to whom It
has been sent as to Its correctness. Jf
they are not satisfied with the vender's
statement they may examine him un
der oath. If the vender refuses or
neglects to till In the blank he may be
summoned to appear before the coun'y
treasurer and be made to produce his
books. If the vender Is dissatisfied
with tho amount of business assessed
against him he may appeal to the court
of common pleas.
Section 8 of the act compels the mer
cantile appraiser to visit the store or
other place of business of any person
nssessed by him for license and notify
him or them of their classification and
amount of license, and any appraiser
who neglects or refuses to make such
visit and give Buch information shall
be subject to a tine of $100.
The only classification under the act
Is In separating venders Into wholesale
and retail dealers. For that purpose a
w holesaler shall be considered that per
son "who shall sell to dealers In or
venders of goods, wares and merchan
dise and to no other persons." All oth
ers shall be retailers. All persons as
sessed as retailers pay $2 tax and a
fui ther tax of one mill on each dollar
of the gross business for the year. No
sales are exempted by the act, except
the sale of liquors.
Under the act every liquor dealer
who sells clgais will have to pay a re
tall tax.
