The characteristics of the little war rior congressman are his wonderful and unvarying celerity nnd agility of legs, hands and tongue. As In war he was his own courier, so ns congress man he Is frequently his own messen ger. A friend of Wheeler one day re marked to an Inquiring stranger, who had observed tho general bounding down a flight of steps and sprinting toward an approaching street car; "That's General Joe Wheeler, of Ala bama. He never walks when he can ride or run." He Is without a peer In congress as a working member. He Is one of the kindest men In public life, was never known to refuse a favor or say an un chnrltablo word even of a political op ponent. This trait has given him a wide range of popularity in and out of congress. Yet with all his amiability nnd simple readiness to do good for others his courage wns never ques tioned, nor his patriotism ever doubted. As a youthful commnnder of all the cavalry of the confederacy he made the stars and bars a dreaded battle flag. i General Wheeler entered congress n 1K80 nnd has been re-elected continu ously ever since. It Is not doubted that he could be returned as often as he de cided to bo a candidate. He wns unseated In tho forty-seventh congress ns a result of a contest by William M. Lowe, a greenbacker. Lowe died, a few weeks after being seated and General Wheeler was elected to fill the unexpired term, and since that time his service in the house hns been un interrupted. Ho has served during five congresses as senior Democratic mem ber of the committee on military af fairs; wan chairman of territories and Is now a prominent member of the ways and means committee. He always had charge of the military academy bills. While serving on ter ritories he reported the bills for the admission of Utah, Arizona and New Mexico as states. The most important bill with which General Wheeler was ever connscted was that for the relief of General Fltz Jolin Porter. He drew the bill and en gineered It through the house nnd the senate passed It without amendment. When General Wheeler first became a member of the house there were In con gress twenty-seven members who had served under him during the civil war. Among these now In congress are Sen utor John T. Morgan und Representa tives Muddox, -of Georgia; Meyer, of Louisiana, and Catchlngs, of Missis sippi. A close friendship has n long time existed between General Wheeler and General Schotleld, late commander of the army. General Schofleld was Gen eral Wheeler's Instructor at West Point, when tho latter was a cadet at the military academy. General Robert E. Lee said the two ablest cavalry ollicers developed fly the war were General J. 15. B. Stuart und General Joseph Wheeler. HONOLULU CHILDREN ILL.
