SENATOR CHANDLER'S RESOLUTION Cnllliic lor List or Nnvy Olllcom. IIoiiko Passe nn Urgent Deficiency Hll.-l,lvcly Debate Over tho Pro. vision In lliu IS 11 Requiring Owners of llnlllon to Pity Cost orTrnnspor tutlon to Mints. Washington, Jan. 12. The open ses sion of the senate was very brief to day. The only business was tho adop tion of a resolution presented by Mr. Chandler, asking: the secretary of the navy to furnish the senate a list of the active oillcers of the navy In each corps together with those who are at sea and those who are on shore duty, and those who are on waiting orders. IN THE HOUSE. The house today passed an urgent deficiency bill carrying $1,571,843. One of the Items authorizing a further ex penditure of 520,000 for the soldiers' home at Danville, III., for which JlfiO, 000 was appropriated In the last sun dry civil bill was used by Mr. DeAr mond (Dem., Mo.) as a basis for a bit ter personal attack upon Chairman Cannon, whoso home is at Danville. He charged the chairman of the ap propriation committee with having used his powers and position to secure the location of the home at Danville. Mr. Cannon In reply branded Mr. De Armond as a common scold who would have been ducked under the town pump had he lived In the old days. He said he would stand or fall on his rec ord. The house by a vote of 123 to 74, sustained the appropriation. There was also a lively debate over the provision in the bill requiring the owners of bullion hereafter to pay the coat of transporting bullion from assay ofllces to the mints. The wfstern members and the free silver advocates generally took the position that this change of policy on the part of the government (which now pays these charges) would discourage gold produc tion, appreclute Its values, and might result In driving the gold to foreign mints. The Hepublicans and some of the Democrats, including Mr. Sayres, of Texas, denied that It woulu huvo any such effect and meant simply the repeal of a bounty granted to miners since 1S79. The motion to strike out the proviso was defeated, 110 to 12.1. Messrs. Henderson (Hep., la.,) and W. A. Stone (Hep., Pa.,) spoke briefly of the testimony showing the necessity for a new soldiers' home In the Missis sippi vnlley, and the propriety of locat ing it at Danville. When the Item appropriating ?50,000 for the repair of dry dock No. 3 at New York was reached, Mr. Bennett (Hep., N. Y) said it had been his In tention to oppose nny further appro priation for this dock, but he had been assured by the secretary of the navy that a thorough Investigation would be made, and on this condition he had withdrawn his opposition. Mr. Cannon also said that tho secre tary of the navy would order a court martial to probe this ficandal. The appropriations committee, ho said, rec ommended $50,000 because Naval Con structor Bowles believed the dock could be completed with that sum. Without further amendment the bill was passed. Today's market for securities was of much the same charac ter us yesterday's. Tho principal Inter est was centered In tJnton Paclllc and a number of Its alHllatcd companies, and In Northern Paclllc, which were the lead ing factors of strength, while, on tho other hand Sugar continued under a weight of depression as was tho case yesterday. A new feature of special strength was Chcsupcnkn and Ohio, which advanced a point on heavy buying. Tho transactions wete on a very large scale, and the heavy dealings of large operators back by pow cii'til Interests were manifest all through the market. These large operations at tracted a considerable following both amongst the smaller traders nnd from outside sources. Commission houso busi ness was In fact qulto noticeable In tho day's trading. It was obvious, however, that realizing on a large scale was going on In different parts of tho list coincident!)-' with tho strength In other parts. A striking example of this process wua seen in tho two Northern Paclllc stocks, the common being advnnccd over a point while realizing in the preferred carried It before Urn close below lust night's fig ure. The Grangers outside of St. Paul wero also rollectlng a supply of stock fully equal to tho demand. Tho anthra cite coalers were weal: and continued to decline, but the Ohio soft coal roads maintained their recent show of strength. Tho total sates wero 430,400 shares.
