Especial correspondence of The Press.] Num , Youx, February 6, 1883, A NEW PEAOE PROPOSITION is understood to be under consideration with the 1/ernocratic leaders here, and the General Commit tee of Tammany will meet to-night to discuss its feasibility and debate the propriety of making it the basis of a aeries of anti-war resolutions similar to those recently introduced in the New Jersey Legis lature. The asserted reason for this latest piece of ilopperheadism is the European demonstration like• .ly to follow the reported raising of the blockade at •Charleston and Galveston. The Democrats con :eider that said raising of the blockade was preeon• .eerted with France to give the latter a chance to - force an entry into the port on the ground that the blockade had been legally raised, and thus obtain the large amount of cotton for which the Emperor Is known to have contracted, through Slidell, 'with the rebel Government. Our Government .cau checkmate the rebels in this wily trick only by capturing Charleston at once, and as it is supposed to be not quite ready to do this at once, the peace party claim that the only way to avoid a foreign war is to patch up a peace as soon as possible. Wall street is in a tumult over this artfully-advanced idea, and gold and sterling .exchange are freshly inflated. Anticipating a depre ,eintion in greenback's, some of the brokers are buy ing up the city bank bills at a premium, expecting that they will rate with silver before the week is .Out. Altogether, the Charleston raid has furnished the enemies of the Government with a fine handle to turn, and they will make as much of it In the I , peace" market as possible. A DESTRUCTIVE TIRE broke out this morning in the large wholesale hat .and cap warehouse No. ISO Broadway, between .Maiden lama and Liberty street, consuming the 'whole interior of the building, and inflicting damage to the extent of nearly ninety thousand dollars. THE SKATING, which commenced yesterday, is being vigorously im . ptoved to-day, despite the snow storm prevailing, and the cars and omnibuses going up-town are crowded with skaters of all ages, who seem de termined to make the most of the "cold snap." The great pond in Central Park is in splendid order (or the sport, and the same may be said of the minor ;resorts, where private enterprise speculates upon - the weather. Over in Jersey City, the firemen have secured a number of ponds, intending at first to add the sum realized from admittance fees to the Wid ipw's and Orphan's Fund . of their department; but the ponds ran dry during the resent moderate spell, and as the directors of the City Water-works refuse to permit their replenishment from the hydrants, the •charity is a failure. _ _ THE LILIPtFTIAN WEDDING derives a new "kink of interest" from the fact that General Tom Thumb and his affianced bride paid a Visit to Mayor Opdyke, at the Oity Hall, yesterday, 'when the little lady had a long private interview 'with his Honor in reference to sonic matter not yet amide public. Last evening the General called once more upon Miss Warren, at her rooms, in Powers' Hotel, causing a great sensation throughout the es tabliiihment. There is a prodigious demand for .oatds to the walling, .and some of the holders thereof are Belling them at a high premium. FRED DOUG-LASS, the celebrated negro JOurnalist, will deliver a lecture at the Cooper Institute to-morrow evening, on the emancipation proclamation. The police have been notified to make preparations against a dis turbance, though I question much whether their cervices will be needed. • STUY VESANr. q.r4.) ira")6NAI LEIPSIO FAIR.—A Leipsic letter of the lath anys "Our New Year's Fair will terminate in a few days, but has not been attended with favorable results. The tanners and leather makers who had done so much business at the autumn fair, had brought immense quantities of goods, especially sole leather, from the Prussian-Rhenish pro vince, Bavaria, Electoral Hesse, and Luxem bourg, but they were only able to dispose of a part of their stocks, and that at reduced prices. In the cloth trade more business has been done, and about two-thirds of the quantity brought for ward has been sold. Large purchases were made for Italy, Rolland, and Bavaria. Winter goods with difficulty found purchasers. Saxon mixed cloths met with great favor, but Swiss calicoes and all white goods sold badly. This may be said of all cotton articles, as purchasers only take butjust sufficient for .present consumption. In silks, furs, jewelry, and Ironwares scarcely any transactions were effected." LEPERS IN INDlA.—Lieutenant Powlett has :Irma up an interesting . report on a leper village at Turn-Tarn, in the district of Umritsur. Some fifty -.ears ago Runjeet Singh built a temple there, and among the beggars: who flocked to share in the offerings Ives a large body of lepers who were em ployed as menials. The reputation of the tank ior mitigating leprosy attracted others, and gra dually the whole establishment passed into their hands. There are now 138 under a leper Marmot, who organizes them into begging 'gangs, perambulating the country for months. The Pun „pub Government has decided to send all the Lahore and Unwitsur lepers there, and to contribute 30ra. a month with some land for their support. This ar rangement will, of course, be so made as to pre vent the contribution being accepted as if for the temple. BRITISH BANKRUPTCIES IN 1862.—1 t ap pears that the numbei of bankruptcies gazetted last year in England and 'Wales was 9,308. Of these, ..1,304 occurred. in the London jurisdiction as com pared with an annual average of 618 during the previous ten years ; 569 in the Liverpool district as compared with the previous annual average of 79; €62 in the Manchester district as compared with a previous annual average of 89 ; 1,536 in the Birming iutin diatrigt as compared with a previous annual average of 166; 1048 in the Leeds district as com pared with a previous annual average of 105 ; 898 in the Bristol district as compared with a previous an-. nual average of 68; 380. in the Exeter district as compared with a previous annual average of 42; and al3 in the Newcastle district as compared with a previous annual average of 36. It is scarcely nem teary to recall the fact that the prodigious increase observable is almost entirely attributable to the operation of the new bankruptcy acts. DWELLINGS FOR WORKMEN.—The French •Government has determined to accomplish a reform in the dwelling's of the operative classes in Paris, and is about to commence by the construction of a cite mottNe on the Boulevard Mazes for unmarried workmen. The situation is well chosen, being in the centre of the manufacturing quarter of Paris. The proposed building is to be five stories high, and each floor is to be divided into small rooms, com pletely separated, and to be approached by a spa cious staircase. The ground floor is to be appro priated to a reception-room or common hall, open to all the ledgers, to a restaurant or dining-room, an office for the director, and an apartment for the house-porter. ENGLISH DANCERS IN SPAIN.—The mane-. ger of the Biked theatre at Barcelona, Spain, has ,vecentlt s obtained the sirvices of a corps of young English dancers, whose fair hair and snowy coin plextona form a striking contrast to the particular type of female beauty to which the Dons have been accustomed to pay homage from their youth upward. at Is ,underatood 'that the young performers are Heated with much conolderation and liberality, a .week in Paris hating formed a pleasant episode in -their journey southward. Their success has been lin equivocal. TELEGRAPH TO JERUSALEM—Some time since we described the ceremonies of the opening of ist railroad to Ephesus. Now, we have news of a rqject for a telegraph to Jerusalem ! It is reported - that the Syrian telegraph is aleady in operation as :far as °tufa, at the top of the Desert, beyond the :Euphrates, and a branch line will soon be extended to Aleppo, Damascus and Beyrout, from which lat er station 'a line will run north to Joppa and Jeru salem. Travellers in the East may therefore soon order apartments in Jerusalem by telegraph. ROBINSON ORUSOE.—Mr. Paton, an English 'traveller, tells a story of monastic life. He says that while at the monastery at Manarlia he received -a kind of complimentary dinner from the commu nity. It was agreed that a verdict should be taken for the plaintiff, with ten pounds damages, with leave to the defendant to move to have the verdict set aside on two points— first, as to whether he had been guilty of an in fringement of the copyright; and, secondly, as to whether photographing and engraving was copying -within the meaning of the act. Money is ebmewhat more difficult of access, 007 per cent. being the ruling figures. The amendments of the Senate Finance Committee to the House bill providing ways and means for the sup port of the Government, published in this morning's Prey, are eminently wise, especially the section pro viding for the lune of " four hundred millions of trea sury notes, payable at such times, not exceeding three years from date, as the Secretary may determine, bearing interest at a rate not exceeding six per cent.," etc., and " receivable for all debts due the Govern ment, except duties on imports," and which shalt be a "legal tender" at /heir face value, excluding the. In terest, to the same extent as Ur ited States notes. If the House accepts the amendments,:which it is hoped they will speedily have the opportunity of doing, and a joint committee of both houses is appointed to decide on the bill, we might soon have to manmade the settlement of our financial troubles. We hope, for the general good of the country, that action so necessary at this time will be taken, and relieve the great pressure of uncertainty which now preys upon the public. The New York Evening Poet of to-day says: Speculation in Nall street has come to a dead pause, and the dulness in stocks, gold, and demand notes seems to be must welcome to the majority of the brokers and. dealers of the street, as the incessant and extraordinary activity of the past ninety days hos greatly overtaxed their working energy. The volume of business is now so much reduced that most of the transactions are be tween the brokers themselves, the public apparently standing aloof, awaiting the action of Congress on the finances The Charleston story is also not without its influence to checking speculation.
