Tax Fins ASSOCIATIOX.—This Association commenced operations as an insurance company obi:nit forty-five years. ago. The Ilia companies mooting it Subscribed fifteen &Usti each to form nucleus for a capital, and they pledged their ap paratus to meet any losses which the Association night incur befere it had secured sufficient capital to be self-sustaining. Tho concern was fortunate, and met with no fatten which it could not readily pay, and there was no call made upon the original thunders to sacrifice their apparatus. These com panies never paid more than the original initiation fisei into the funds of 'the Association, while fire companies which entered into the arrangement tomewhat later were admitted upon the payment of thirty dollars each. Even as late as 1842 a com pany was admitted upon the payment of three bemired dollars. No dividends were made un til a certain ameuut was secured as a working capital, and the association had commenced the payment of annual dividends to the companies com posing it, when the great tire of July, 11350, took pleoe, and caused the concern enormous losses. %hese losses were promptly met, notwithstanding their onerous character. It has been a question with the friends of the concern, whether the great conflig• ration was most of a disaster or a blessing to the association, for while it caused great loss, it won for the concern a good name for punctuality and lair 'dealing, which induced a large increase to its ibusinese and to its profits, The extent and effect of this increase can be readily summed up in the fact that during the last year it added $ll,OOO to its ea vital, and paid a dividend of nearly eight hundred dollars to each of the companies composing it. The number of men is mush re duces', however, owing to the inclemency of the weather; bet as soon as it permits the force will /10 increased and things pushed rapidly forward. The wages paid under the now regulations are es follows: Ship carpe ters, $2.25 per day; black. smiths, 2 ; joiners. $1 75; caulkers, $2 25 ; borers, *1.75 ; sparmakers, $2 ; gun-carriagemakers, $2 ; boat-builders, $2.25 ; painters, $2. The workmen at the Washington navy yard called a meeting and unanimously declared that, while they concurred in feeling, and sympathized With their fellow-workmen of the Northern yards, they deemed it highly imprudent to follow in their steps and carry their opposition to a strike. The employees of the Washingesn navy yard have only been affected by en increase of the boors of labor end not of pay. The sloop of- war that is build ing will be one of the most powerful and beautiful of her class in the navy. - Tug side.wheel steamer Port Royal, launched on Saturday from Mr. Stack's yard in Brooklyn, is ono of twelve which were ordered by last °engross. The Octorara, fitting out at the Brooklyn yard, is another. A third, the Cimerons, is building at Bordentown, N. J., and will he launched about the end of this month. The remaining steamers are being constructed as follows: Three at Ports mouth navy yard;four at Charlestown yard, and two at Baltimore. Each of these vessels will bo armed with four broadside and two pivot guns, and will be fitted with steering apparatus at both ends, being built sharp stem and stern.
