The advent of Prince de Joinrille among us has been attended with none of those scenes of popular excitement and fulsome newspaper adulations which greeted the arrival of “ Albert Edward ' ; to our shores. Tempera mutantur, your know, is the lew that makes the whole world kin, and even the purple of royalty must bow at its behest. I do cot absolutely mean to say that none of us are so poor as to do his Royal Highuess reverence. I simply wish to reiterate, for the hundredth time, that political questions, and that inexhaustible topic, the war, absorb all the surplusage or our public attention, Atd then, “on the other hand," (to use a phrase that a Western orator on a certain occasion em ployed five times in the course of a throe-minutes speech,) De Joinville declined anything that would appear like a public reception. He came to this country, he said, as a private gentleman, to place his eon in the naval school, and then make a oriel tour with his two friends, who accompanied him. The Prince expressed the warmest sympathy with the effort Government is making to suppress the rebellion. The question as to the jurisdiction between the United States marshal and surveyor, is one which, ere it be satisfactorily settled, bids fair to lead to an interminable legal disputation between the two departments. Hasty and bungling legislation is accountable for the whole mischief. Congress, it seems, has passed two acts regulating the seizure of contraband goods, which virtually clash with each other. Except in case of Bhips, however, no question as to the jurisdiction can arise, and a satis factory understanding of that point could doubtloss be arrived at, without u resort to the dire extremity of the law. A man, named Peter Sheridan, came to the De tective office at three o'clock this afternoon, and stated that while passing the corner of Christy and Tlivington streets, on IVednesduy evening, he was choked by one man and robbed of u gold watch by an accomplice. Sheridan’s throat was badly scratched by the finger-nails of the thief. An old man named Henry Yager, residing at 71 Mangin street, committed suicide this morning, by taking n dose of arsenic. Deceased had been on 111 terms with Ms wife for some time past, nnd this, with the want of employment, so depressed his mind, that he took his own life. H. If. Sasdfokd, of Kentucky, lias been appointed consul at Aux Cayes. FINANCIAL AND COMMERCIAL. THE MONEY MARKET. Philadelphia, Sept. 13,1861. The decline noted at the Stock Board yesterday vrat 'Very generally made up by a counter move ment to-day, under which Pennsylvania five per cent, stocks advanced to 7f>—a gain of i ; Pennsyl vania Railroad shares to 37j—an advance of and Schuylkill Navigation loan 63J—a gain of : • Read ing Railroad stock advanced {, selling at IS; at the first board, but sales were made between boards at IS. Ten shares Consolidation Bank stock wore sold at 105. City sixes of the old issue sold at S3}. The money market is better in some measure. The holders of money show more confidence, and the paper of houses not known to have been heavy sufferers by aonthem trade is held in better favor. The worst of the storm is believed to be past, and the large disbursements of the General Government are so evidently starting the wheels of trade again, that the effects of the commercial disturbance arising out of the war arc no longer weighing heavily upon the fears of moneyed men. The subscriptions to the national loau go on Steadily. At the Mint there were about §50,000 subscribed to-day, and some §150,000 at the office of Jay Cooke & Co.—in nil, about §200,000 for the flay. PiPerson's Counterfeit Detector for September 14th is issued to-day, with a full list of new coun terfeits up to the time of its issue, and the usual valuable information as to the almost countless frauds practised upon the unwary by the legion of counterfeiters infesting the country. The tonnage of the Schuylkill Navigation Com pany for the week is 27,813 tons, against 35,611 tons for the corresponding week in 1860. To that class his motto is that of Jeff Davis: “Say nothing and leave us n loan.” Among the causes for a buoyant money market in England, the London Times assigns the amount of money now unemployed, the reduction of the hank rate, the good harvest, peace in Europe, i: the satisfactory anticipations with regard to Indian finance, and us benefits to be conferred on that counihy nr the existing cotton crisis.” Confidence in the breakdown of the Southern mo nopoly is waat now inspires England with cheerful ness. The great cotton mill at Sprague, Conn., the largest one in New England, started on Monday. It belong:- to Governor Sprague, of Rhode Island. Tills mill was known as the Baltic mill, until the town of Sprague, in which it is situated, was incor. porated by the last Connecticut Legislature. The Nashua company and Jackson mills, in Nashua, N. H.. also “ started” up on Monday. The Sr. Louis Democrat of Wednesday last There was nothing new in the money market to day, ana exchange and gold was at the figures of yesterday—o per cent, premium for tho former, and Cto Cl for the latter. Coin is becoming scarce in the market, and there is considerable demand for it. But the trouble is, nobudy really wants to invest largely in Missouri money, and gold and ex change are preferred, as good sense would dictate. We are told the banks are playing sharp, and buy ing up all the treasury notes and exchange, and shoving out their “B. I>.” in their places, where they can find customers green enough to make tho exchange. But if this action was the precursor of specie redemption, it would not be regretted. But to flood the country with discredited stumptail, just before a final smash-up of the banks, is what tin; be considered their ulterior object, and to guard against that should be the ob ject of the community. Since the specie of the branch banks has- been withdrawn, or stolen. tens of thousands fatherless “pro mise to pay " ’ is floating through tho country, and what is going to become of the Secession bant ling is a matter of serious conjecture. The banks of this citw are called parcjti banks, but how that affectionate cognomen can attach to them, when they have repudiated their offspring, is worse to calculate than the issue of a suit of bastardy. Bat probably the whole case will be unravelled after confiscation day, which, for the good of the coun try, ought not to be postponed till the day of judg ment. Ti e notice that our sister cities, Chicago and Cin cinnati, are doing something by way of subscribing to the popular loan, and, of course, will be largely benefited by it. But beyond the purchase of what Treasury notes that arc floating about, we can’t learn that our capitalists are moving in tho matter. In the St. Louis markets it is said that Uncle tfamwel was the principal purchaser in the market >-esterday. and from the quantity of flour, oats, pnd hay taken on his behalf, we should judge he intends to feed both man and beast to their satis faction. The Chicago Tribune of Wednesday says The money market to-day was very quiet. East ern in good supply, and the rates were steady at par to 4 per cent, premium. The banks were holding at i per cent., but the demand at this figure was trifling. Treasury notes are in active request, and meet with ready sales at 98, closing'with an upward tendcncr. There" h a good demand for currency by produce dealer?, and the supply is very moderate. At Cincinnati, according to the Gazette, there has been a decided improvement in general confi dence. the future appearing in a better light than at any previous time since the commencement of the war; nnd business men ore disposed to put their W so;- hi order in anticipation <>f a revival of trade. Ibis change of feeling is attributable to tbe increased energy displayed in prosecuting the war. which the public regard as an assurance that the rebellion is to be put down speedily ; for whatever may be said in the way of brag, it is not doubted that when the great North gets fairly into mo tion, as it has, nnd terribly in earnest, as it is, a peace, honorable and lasting, will goon be con quered. The suppression of the rebellion will, of courso, be followed by extraordinary acti vity in business, and this is the prospect that is now infusing life into the financial and mer cantile branches of trade. The demand for money, however, is not yet up to the supply, but the traffic in treasury notes furnishes considerable employment for capital that would otherwise he idle. Good tmsmet's paper is taken freely at 10al2 per cent., and as confidence gains strength the circle of ac ceptable names widens. (There has been an improving demand for Eastern exchange, but the receipts the last two days have increased, and ibalangos are rising again. The first application by mall, this morning, was for one hundred thousand dollars. From pro tent appearances, the sales of the day will greatly exceed these of yesterday, which finally footed up $1,010,000. , - tip to the present writing the subscriptions at the Sub-Troasury reach $3,500,000 since Monday morn ing. There is everi - promise of the amount swell ing to very near §5.000.000 by the close of business to-morrow, against $2,000,000 Inst week. The feature of the Stock Exchange to-day in the activity in bonds and the extreme dullness in The bond market was steady and rather better on some descriptions, but the railroad stocks were freely offered at the prices of last evening. Government stocks are very firm. Tho coupon Sixes of ISSI sold at 00j, the highest price yet touched. The Sixes of 180“ rose to 00, and the Fives of 1874 to 80}. Six per cent. Treasury notos are without change. There was a large business in Missouris at 43{n 44, the sales footing up §175,000. NOTICE TO MARINER?- Light VrFiji:i. off Tati, of tijk Hc*i;si; Shoe —Alight vessel, schooner rigged, painted straw color, and exhibit ing one light from sunset to sunrise, every night, will be placed off the “Tail of the Horse Shoe.” w hich forma the dividing line between the main ship chauneL leading re spectively from inside* of Cape Henry to Hampton Roads nnd up the Chesapeake Bay. This light vessel will bo anchored in between three fathoms and six fathoms of water at mean low t«<lc- 7 and outside- of the ppot whore Buoy B is marked on the Coast Survey Chart of the entrance to Chesapeake. Bay, The two masts are each 58 feet in length from the deck, including the ten feet poles of each. The light will be exhibited at an elev ation of 45 feet above the water, and should be seen from the deck of a vessel 15 feet above the sea level, in clear weather, at a distance of 12 nautical miles. During hazy, thick, and foggy weather, a large bell will be sounded at short intervals of time, alternated by the blowing of A fog-horn. When Ihis vessel Is anchored at her station ft new notice-will lx* issued, giving the exact bearings of different prominent points and localities in the vicinity. The following bearings will not bo far from the proposed positions of the several objects, viz: To Cape Henry Lighthouse, SE by S% S. To Wil loughby light vessel, \\ }{ N.
