The Congressional Committee appoin ted to investigate tho condition of the sufferers by the flood in tho Mississippi Valley have conoludcd their examina tion. They report that there are 40,. 000 in Louisiana, 10,000 in Arkansas, 10,000 in Mississippi, and that supplies will bo necessary until August or Sep tember, when the corn citn bo harvested. The amount that has been appropriated will bo exhausted by Juuo 10. Id or dor to aflord relief to the people, it is proposed to make an appropriation by Congress of $2,000,000 to rebuild tho broken levees and furnish labor to the people whose crops have been destroyed. The Constitutional Commission Tho Harrieburg Patriot, Democratic, says: "If there was any justification for the plea that the proposal to appoint a com mission to revise the new Constitution was conceived in a spirit of hostility to that document, the feeling ought to be removed by the announcement of the names of the distinguished citizens who have been scclected by tho Governor for the work of revision. Of tho four Republican members of tho commission, Chief Justico Agnew, Attorney General Dimmick, and the cx-Attorncy General B.. II IJrewster, voted lor the new Jon stitution. Concerning tho position of Judgo II. AV. Williams, the fourth Re publican member of the Hoard, we are not iufcrmcd. Senator Wallace voted for the new Constitution, though op posed to the judiciary clause and some other portions of the work. So also did Senator Playford. Mr. McClintock, or Wilkesbarre, the other Democratic mem ber of tho Doard, voted against the Con stitution, we believe, but took no active part in tho discussion of tho question, lie is one of the most distinguished lawyers of northern Pennsylvania and will bring to the discbarge of the duties imposed on him a ripe legal experience. The commission cannot, therefore, bo justly accused of entertaining any hos tility to the work which they are called upon to revise None of the members were in the convention except Attorney General Dimmick, who resigned his seat soon after its first meeting to enter upon tho duties of his present position. There will thus be, ou the other hand, i no undue partiality in the commission for tho constitution ou the score of pa ternity. Nono of them had any share in raising tho commission. Mr. Wallace and Mr. Playford both voted agaiust the bill when it was before the Senate. The members, then, are removed from all partisan or personal considerations in tho performanee of this work."
