OFFICIAL PAPER, OF TIIE CITY. sir Mt. JOHN W. M'CATITILY is our authorized carrier on the route formerly served br JOHN FOROEtS, and is alone eutnlad to collect from weekly subscribe re. TUE FOREIGN NEWS. We have seven days later news from Europe to lay before our readers this morning—first by the St. Lords with dates to the Gih, and aguin by the Asia with dates to the 9th of June. The in telligence generally is interesting, although the Allies have not yet taken Sebastopol, neither has Sebastopol taken the Allies. Cotton has further advanced id. and Provisions and Breadstnffs are firm, with a tendency upward. It will be seen Horace Greeley has got into limbo. g 'NEGRO STEALERS AND ABOLITIONISTS' is the classification of the Morning Post of this city in speaking of those who conscientiously think that one man has no right to own and make mer chandise of another mat is body and soul—though one be white-skinned and the other dark. We hope our anti-slavery friends will take note of this, and remember it, unless the responsible editor of the Post sees fit to apologise for this insulting designation of those quite as honest as any advocate of slavery." The above littlo item from the Dispatch of Wednesday morning was doubtless written by Mr. Fieeson, one of its editors; and he cannot help knowing that it contains an unmitigated falsehood. That is our apology, Mr. F.; and now for the truth. We are ourselves among the number of those " who conscientiously think that one man has no right to own and make merchandise of another man's body and soul," whatever the color may be. We believe slavery an evil morally, politi• tally and socially, and have repeatedly said so. Our views on that subject must be pretty well known by this time. But we do not believe in stealing people out of bondage ; much less in stealing them from a friend while ho is taking them to freedom and a comfortable home in a free State. Mr. Henry, from Virginia, was taking a number of colored people through this State to Ohio, where he was going to provide them a home, and give them their freedom. When they were en board a steamboat, and about to leave this city, these Degrees - were induced to believe that they were not going to be made free, and they left the boat and are now in this city, we suppos4 When Mr. Henry found they were disposed to go he told them they could leave him if they_chose. lie showed no disposition to de tain them, and is probably well satisfied to be rid of the trouble and expense of providing them homes in Ohio. So they are left here to starve, or earn a precarious subsistence as they can. Now we say that these who enticed these negroes away from Mr Henry, under such cir cumstances, deserve to be called negro steal ere." They have stolen these poor negroes front-a friend, not an owner, and have robbed hem of a home, and of comfort and prosper ity. They were not slaves. They bad been manumitted by the last will of a former owner, the had made provision for giving them a com fortable home iu a free State. That kind pro vision of their late master they have now lust let the interference of Abolitionists in this city. And because our local reporter saw fit to con demn an act SO cruel to these Degrees, Mr. ...B. C. F." calls on us to make an apology .' Per_ haps we will do it some time, when we have nothing else to do; but we have other employ ment just now. Now, the man who calls on us for nn apology under such circumstances will hardly be believed when he intimates that we are "advocates of slavery." The folly of the one is only equalled by the falsehood of the other. The editor of ..he Dispatch professes to be a Free Seiler. What does he want then but that slaveholders shall manumit their slaves and pro ' vide homes for them where they can maintain themselves? That ie the wish of all honest abo litionists. But slaveholders cannot free their slaves in Virginia without removing them from the State. They must, then, when they set them free, send them to the north, or to Liberia. He starts with them to the north, intending to buy them laud, and give them r. fair start for their own support. They reach Pittsburgh and are persuaded to abandon their benefactor, give up their promised homes and comforts, and abide in this city, sharing the well-known pov erty and discomfort of a large portion of its colored population. The Dispal.' , justifies this cruelty and base injustice to these poor stran gers, and demands of us to apologies to his abo lition friends for condemning it. We can assure the Dispatch that we have heard some of those friends of his condemn this act in regard to these negroes as severely as our "local" did. No right-minded man can do otherwise than condemn it. No benevolent and conscientious sleveholder will free his slaves if such is to be the result. If they must be stolen from him and reduced to poverty while he is taking them to comfortable homes in a free State be will see no encouragement to give them freedom. Wo have no doubt our neighbor of the Dis patch will undertake to deny the facts of this case. Bat the very fact of one man bringing eighteen or twenty negroes here is evidence that they were to be free. His telling them they might go if they would, and making no effort to detain them meat satisfy every one that he gave a true account of his purpose in taking them to Ohio. But they have been robbed and grossly wronged by their pretended friends, and the Dispatch justifies the act. We are confident there will not be found ten other men in the county to justify it if they fairly understand the facts. How like you our " apology," Mr. F.? The Ella Sales of Democracy at Daggers Polutq. Was there ever a moment as auspicious as the present for a bold effort upon the part of the Democracy of our county in support of their principles. The Whigs and the Know Nothings ought each to bo driven to form a ticket, and to carry on the war with ona another ; let us, in the meantime, form ours of true Democrats. If there ever Was a presage for a Democratic victory in Allegheny county it is now. To talk of combining with one or other of the factions is to betray our county. Now, or never I The watch word ought to be Democracy, the whole of De mocracy, and nothing but Democracy. None but a traitor in the camp can advocate a fusion. fetus compel the Whigs either to divide their strength by taking up each a ticket for their respective -factions, or combine and thereby shot► that whatever their outward professions may be, their principles are the same—that is, that they have no principles at all. But let its Democrats fight faithfully under our own broad banner. Victory will sooner or later crown our efforts. NO FUSIONIST. : ' s" • ,` A.'. - • TIIE. NEWS. James R. Mr. Robert Riobardson, of Cincinnati, one of the early pioneers of Ohio, died on Sunday last, at the advanced age of 83. In connection with a Mr. Nelson ho built the first barge at that city, which was afterwards furnished with ma• chinery and converted into a steamboat. Archbishop Hughes met with a misfortune on Saturday, in Philadelphia. When be arrived at the Girard House, his baggage was missing, and at last accounts hail not yet turned up. Ho is doubtless on his way to Pittsburgh, where he is to preach in our new Cathedral next Sunday. Just as the steamer George Law was starting off for California, on Tuesday, a horse that was very refractory fell overboard. A successful effort to save him was made by about fifty dock loafers, all of whom claimed a reward from the owner, which in the aggregate amounted to the worth of the horse. After some disputing the owner submitted to a compromise. The movement in Philadelphia towards a re duction of the police force, has been followed in New York, if we may believe ono of the morn ing papers. It is stated " that a reduction in the number of detailed policemen in attendance at Court is to be made. This, at least during the summer months, may very properly be done. About one-third of the force thus detailed will be returned for patrol duty." The Organs of the American party in Now Jersey are all down upon the platform of the majority of the Grand Council. In Western 'ennsylvania it is also repudiated, if we may ake the conduct of the Journal and Dispatch :or a criterion. The former will bo satisfied JUNE 21 with nothing more or less than the sentiments embodied in the address of the Free Soil se ceders ; while the latter witl not cry enough un til the organization becomes open and a procla mation is made "from the hill tops of perpetual opposition to the aggressions of the slave power." I At six o'clock on Saturday evening about hal of the cross timbers supporting the floor of the suspension bridge over the Cumberland river at Nashville gave way in the centre, precipitating a large wagon and EiS horses, loaded with 12,000 pounds of groceries, and a buggy and horse in to the river below. The wagon driver had one leg broken, while the man in the buggy sworn ashore uninjured. It is reported that there were several foot-passeogets on the bridge at the time, who, it is feared, are lost. But nothing certain is known. The timbers that broke were [comatrNic.v:Lo.; new one= j net being put under Hallroad Rectelpts•-.-Ths Pubic Works. It will be seen from the subjoined table that notwithstanding the depression of trade throozh out the entire country and the fact that the amount of breadstuff's, provisions, &c., in the country is immeasurat ly smaller than last year, the railroad receipts for Muy, '55, are gener,P) in advance of May, '5l. Miss L. is a star, and needs Let age and fulness of form to render her among the first on the American stage.—Son dusky Register. What on earth do you mean by "fullness of form," Mr. V. ? We can only account for it by supposing Buckeye editors take their idea of a sizable woman from the Ohio Fat Girl, otherwise it is entirely incomprehensible. s) It is a notable and creditable fact that on the 4th of July, 1856, Pottsville, Pa., will be the only place in the United States possessing a completed monument to the memory of Henry Cl ay.—Louisville Courier. We think it is both a notable and creditable fact to Pennsylvania ; but how is it with Ken tacky'.' She should hide her head in shame to thus let a town in the Keystone State outdo her in honoring his memory. The Free Banks of Indiana The Indianapolis Republican states that those of the specie paying banks, the principal of whose stocks were not deemed sufficient security by the Auditor, having been required by him to " incrcave their securities or return for cancel lation such:an amount of their circulating notes, so that their out standing circulation should al ways be secured in full by the stocks deposited," as the law requires, have generally complied with the requisition, and the others, it is ascer tained, are making arrangements to do so. We give below a list of those banks which have al ready complied, and of those whose securities were deemed sufficent, that all distrust in refer ence to the issue of those banks may be remov ed and what notes may be relied upon as being fully secured for ultimate redemption : " Cambridge City Bank ; Indiana Reserve Bank, Kokomo ; South Bank of Indiana, Terre Haute; Larange Bank, Lima ; Bank of Rockville, Rockville; Farmers' Bank, Westfield; Ken tucky Stock Bank, Columbus; Bank of Warsaw, Warsaw; Fayette County Bank, Connersville; Salem Bank, Salem ; Shawnee Bank, Attica ; Bank of North America, Clinton ; Bank of Paoli, Paoli ; Canal Bank Evansville; Crescent City Bank, Evansville; Prairie City Bank, Terre Haute; Bank of Mt. " In every instance the securities have been in creased by deposit of bonds, and not by return of circulating notes for cancellation. Otlß. SILVER COINAGE.—The Washington cor respondent of the New York Courier says: " The treasury is now burdened with the cus tody of over five million dollars in email change, from half dollars to three cent pieces. IFrnm the New York Everting PoFt.I One of our contemporaries, referring to the present war, takes the ground that Russia can be subdued only by wilted Europe, not by Great Britain and France alone, and AUsen is cited as authority for the position. The quotation from Alison is taken from one of that writer's recent volumes on the present state of Europe, and it seems that the historian, after showing the ne cessity for all the continental powers nnitior with the allies, puts forth the following as OD( of the conditions on which such alliance mils, be formed . : " In the very front rank of the great lenge.. of the western powers, which can alone preserve Europe from Russian subjugation, must be placed the Restoration of Poland. Such a measure would not he revolutionary ; it would he conservative. Restoration is a work of jus tice, of which no government, how strong so ever, need be ashamed ; the principle of revolu tion is spoilatlon, not restitution. To restore Poland is not to introduce new ways, but to re turn to the old ones. In the courage and hero ism of the Sarmatian noels to be found the real and only effective harrier against the encroach ments of the Muscovite; in her indelible feettug of nationality, the provision made by Providence for its resurrection, like the Pheet,ix from its ashes. Restoratt: n shat and to whom" Whet should tie the form of its government" Who ahouiii be its rulers, in his estimation We do riot propose these questions in a captious spirit, but in referLticii to Alison's own com ments, in a previous VO;effie of his history, on the dismemberment of Poland. In the second volume the t w.)-volumo Loudon edition, 1839 ) of that work Alieou says: But the truth of history must dispel the il lusion, and unfold in the fall of Poland the natural consequence of its national dello quet3cies. Sermons neither fell ' unwept' nor ' without crime ;' sho fell the victim of her own dissensions; of the chimera of equality insane ly pursued, and the rigor of aristocracy un ceasingly maintained ; of extravagant jealousy of every superior, rind merciless oppression of every inferior rank. The eldest horn of the European fancily woe the first to perish, because the hail forfeited all the coils of the eocial union ; pecans° sho united tho turbulence of democratic to the exclusion of artstocratie BO oietiea ; because she had the vacillation of a re public without its energy, and the oppression of a monarchy without its stability. Such a sys tem neither could, nor ottlght to be maintained. The infernal feuds of Poland were more fatal to human happioens than the despotism of Russia; and the growth of improvement among its peo ple was as slow as among the ryota of Ilin dostan." This is Alison's summing up of his XVII. chapter, which chapter is itself a resume of the entire history of Poland ; and elsewhere, in the same chapter, Alison remark's, that, as Poland began, so she continued to be—a community of haughty nobles and iron-bound slaves. This was the historian's opinion In 1839 ; and then Poland deserved her fate ; now the restoration o' Poland is indispensable to the pence and happi ness+. of Europe. Perhaps, in his next volume, Alison can explain these contradictions. .S 3 :.:J:,421 , $1; Nifty. IR.-1. Mitv, pry 371 .$lO t 4.4) 47 $4:,4.9t ‘)/ Imo 4, 4: 4r,J c 44 47 Ili WILLIAM E. M'L&ItEN A New and Singular Disease. [From the New York Express, Juno 19.1 A very extraordinary disease has lately made its appearance in a few families in this city— some of them eminent in wealth and position— i which has confounded our physicians, because I of its novelty. At first they classed it under the head of erysipelas, but as it would not bear that classification, some of thorn have given it the name of "the plague." It appears at first in some discolored spot, say on the face, and extending, without suppuration, it soon destroys life, as if by a general mortification. If suppu ration takes place, it passes off; but, if not, death Is sure to follow. There is no contagion about it, and it is not epidemic in any form. One or two physicians have resorted to the knife, and out out the plague spot on its first appearance, and so have saved life. Fever and delirium attend the progress of the disease, if " the spot" is left to spread. Such is our in formation; but as we have seen no case with our own eyes—and if we had, should not be able to describe it soientifically—what we say must be taken with this understanding. It is not the plague, for it is not contagious or epidemic. But what is it? The plague may be imported; nay has been imported into the South of France, from Turkey; but it may be some new disease, which, like the cholera, is to destroy the human race. We should be obliged to some medical man for some scientific or more specific account of the disease. 50IITII WESTERN RAILIIO —At a meeting of the Common Council of Philadelphia, on last Monday, the Committee on Finance made a re• port with a resolution annexed, which was adop ted, authorizing the Clerk to give the usual no tioe of the presentation of an ordinance au thorizing a loan of $526,000 to pay the fourth, fifth, sixth, seventh, eighth, ninth and tenth instalments to the capital stook of the North Western Railroad Company. The Chair sta ted that the object in giving the notice for all the instalments was to save the expenses of printing. The fourth was due on the let of July, and there were sixty days between the payments of the other instalments. We under stand that the work on this road is being push ed forward very vigorously.
