The deceased was a native of Oswego county, N. T., and went to reside in Michigan, in the year 1834, fixing his residence in Calhoun county. Ho removed to Shiawasse county in 1838, and there studied and practiced law. lie was elected a member of the State Senate in 1846. Ho was elected Lieut. Governor in 1852, and became Governer by the resignation of Hon. Robert McClelland in Feb., 1853. He was a member of the House of Rep reeonsatives at the time of his death, having been elected in November, 1854. He held the office of Prosecuting Attorney for several years, in the county of Shiawasse. Mr. Parsons was a politician of the Democratic school, a man of pure, moral character, fixed and exemplary habits, and entireley blameless in every public and private relation of life. He leaves an amia ble widow. His death was a lingering one, from consumption, and he expired in full posses sion of hts faculties. IMPIIISONMENT FOE DEBT.—The late legisla, tore of Massehosetts did not actually abolish imprisonment for debt, but it did what is nearly the same thing. Among the laws passed, it is stated was a homestead exemption, which Se cures to every one (who can first get it) an es tate of the value of $BOO. Another law ex empts personal property of the value of $5OO from seizure. A third secures a man's imple ments or tools from the law's clutch, and this is supposed to cover the libraries of lawyers and scholars as well as the adzes and squares and planes of carpenters. The trustee process for all sums under $5O has also been abolished. Some other measures of a kindred character were passed. Payments to he made within thirty days after delivery. .Iliddens must specify their prires separately and dis tinctly in separate offers for the beef and for the pork, and for each of the places of delivery, covering all expenses and all charges. The beef moat be from welbfattened cattle, slaughtered between the let day of November, 1855, and theist day of January. 1650, and weighing not less than six hundred pounds, net weight, each. The legs and leg rands af ,the hind quarters, and the shine and ahoulder.clods, the shoulders of mutton and ends of sticking.pieees, and at least eight pounds from the neck end of each fore-quarter, or the parts marked Nos. I. 2, 3. 4, and 5, on the drawing or delineation of the fore and hind quarters of an ox, which will be attached to and form a part of the contract, must be wholly excluded from each barrel, and the remainder of the carcass, instead of bring cut with a dearer, must be cut through with a ease and ktufe,lo pine the meal a square, neat, and smooth oppcaranc!, in pieces of nab leas than eight pounds, nor MOT( than kedge pounds, each. The pork must be packed from corn•fed, well fattened hogs, slaughtered between:the first day of November, 1655, and the brat day of January. 16513, and weighing not less than two hundred pounds each, excluding the bead, joles, necks, shoulders, hams, legs, feet. butts, rumps, lard, and all refuse pieces : and must be cut vnth a tate and knife, In pieces weighing not less than six pounds, nor more than twelve pounds, each. Both the beef and pork must be salted with at least one statute bushel of Turk's Island, Isle of May, or St. Übe'e salt; and the beet must have five ounces of Ono pulverized saltpetre to each barrel, exclusive of a pickle, to be made from fresh water as strong as salt will make it, and must be perfectly bright and clear. Each barrel must contain full 200 pounds net weight of beef or pork, and no ethiss of weight in either article will be paid far. The barrels must be entirely new, and be made of the best seasoned heart of white oak staves and b.eadinga; the staves to be not teas than fivetdghths of an Inch thick, and the headings not less thou three-fourths of an inch thick; they must be three-fourths hooped over, including the Iron hoops, with the best white oak or hickory, hoops, end each barrel must have on it four iron hoops, viz: one of one and a half inch in width on each bilge, and one of one and en eighth Inch in width on each chime, rind each to be of one sixteenth of an inch thick. Each barml must be or the in ternal capacity of tbirtytwo gallons. Each barrel must be branded by burning on its bead "Navy Poet" or •• Navy Pork?' as the case may he, with the contractor'• name and the year when packed, and weight; and shall also be branded on the bun; stave with the letter B. or P., es the ease may be. The beef and pork will, unless otherwise flirezted by lh. chief of thie bureau, be inspected by the inspecting officers at the respective navy yards aforepahVand by some " sworn inspector of salted provisions," who will let selec.ed by the respective commanding Effacers; but their charges for arch inspections must be paid by the respective contrac ore, who must likewise have the barrels put in good shipping order, to the satisfaction of the commandants of the respective navy-yards aforesaid, after inspection, and at their own ex. pence.
