THE CRIMEA AND POLAND. - The possession of the Crimea gives to Russia the preponderance in—the control, in fact, of the Bleak' sea ; and the`strong fortress and magazines of Sebastopol area perpetual menace to the Turkish empire. The conquest of that fortress and of the Crimean peninsula would for a time cripple the power of Russia in the South, and perhaps occasion the loss of her Caucasian provinces.. But, important a 5 the Crimea is in theserespeots, itsloss for a time would not serious ly impair the strength of the empire for defensive war. The great body of its territory and pope• lotion would remain intact and unsubdued ; and its resources inexhaustible. But supposing the Crimea in possession of the Allies, what can they do with It ? To hold it permanently would coat millions annually without any compensating benefit; and no peace can ever be concluded with the Czar that involves tha loss of such a Province. The Russian nation is remarkable for fortitude; for the patient endurance of the ca lamities of war; for the readiness with which vast sacrifices are submitted to in defence of the empire; and for the indomitable energy and perseverance with which they carry on wars of aggression, as well as of defence. They will eink their ships, blow up their magazines, and burn down their best cities rather than let them fall into the hands of the enemy. They have waged war for alhird of -a century for the con• quest of Circassia, Daghestan and Georgia. No war is ever terminated until they have triumphed. To conclude peace with the loss of a province is no part of the history of that empire, whatever monarch may rule at the time. If the Allies should take Sebastopol, and drive the Russians out of the• Crimea, their task will be bet just commenced. If they resolve to hold it as a permanent conquest they must be prepared for a perpetual and an exhausting war. To annex it to the Turkish empire would bo usel- se. Russia would wrest it from that feeble power in a single campaign. What then is gained when the Crimea is conquered ? Not peace, for the pride of Russia will forbid all negotiation under defeat. The Crimea would be worthless to Eng land and France as a colony. Its importance rests solely in its position, politically considered —the control it gives its possessor over the Black sea, and-its threatening proximity to Con• stantinople. To Russia alone is it a valuable possession in this respect, and that empire will never submit to its permanent loss. It may yet become manifest that Kossuth's advice was right. Poland, he said, was the true point of attack ; the most vulnerable part of the empire. There a permanent conquest could be made. Poland reconstituted would bo a new barrier against Russian encroacheaents west ward ; and the people of Poland would need lees help to maintain their nationality than the indo lent Ottomans. Such an achievment as the re-establishment of Poland as a nation would be a permanent advantage to the western nations, and could -be maintained at far less cost than the possession of the Crimea. Bat, eo long as a hope is entertained that Austria will join the allies, no design of Poland's restoration will bo considered. Austria shared in the partition of that nation, and will not peaceably part with her ill-gotten spoil. But should she refuse to co-operate with the allies, or take par against them, Poland will probably become the main theatre of the war. The New York Evening Post closes an article on this sub ject as follows : "It is always urged as an objection to this project, that it is altogether impracticable. The practicability, if there be ail, lies in the diffi culty of dislodging the Russians, not in esMb fishing an independent State, when that is once done. Let Poland be cleared of the Cossacks, and it is easy to prove that its reconstruction on a permanent basis is much more practicable than was the erection of Greece into an inde pendent State in 1827, or of Belgium in 1830— much more practicable than the transformation of a Mohammedan despotism into a Christian State, or the humiliation of Russia by driving her out of the Crimea. The path of expediency" for the Western Powers, as for nations generally, is also.the path of justice. The question whether Poland shall be restored, shape it out, turn it . as you will, resolves itself finally into the ques• tion, whether Germany shall be Russianized and Europe enslaved. The obstacles to the attain ment of the first result are just as groat, and no greater, than the difficulties in preventing the other." No SICKNESS IN KANSAS. We warned our readers some time ago not to put faith in the extravagant reports of sickness in Kansas, as they were evidently got up for the purpose of deterring the emigration of northern men to that Territory. The editor of the Baltimore Sun, says they have received a note from a correspon dent on board the steamer Edinburg, 76 miles up the Missouri river, dated the 2d inst., which states that the stories about sickness on the riv er and in Kansas, circulated In the_East, are without foundation. The emigration to Kansas from the East has, however, fallen off to a great extent, owing probably in a measure to these statements. There was not a single eastern man on board the boat, although she had a great number of passengers. Good feeling seemed to prevail, and it was hoped that much of the bit terness of the past few months had subsided. ELECTION OP UNITED STATES SENATORS IN NEW HAMM/EL—The old Granite State is again to be represented in the United States Senate by that abolition traitor and demagogue John P. Hale. On Wednesday the House selected him for the short term—four years—by a vote of 208 to 82 for John S. Wells (dem.) and 17 scatter ing ; and the next day the Senate concurred— Hale getting 10 votes to 2 scattering. For the long term James Bell (whig and K. N.) received in the House 224 to 81 for Harry Hibbard, and 8. scattering. Is it any wonder that Virginia "eid'other southern States should look with sus picion upOn the "American Movement" in the north, when:that party sends such men as Halo to the Senate of the United States? EDUCATION OP CIIIIIDIEN IN OIIIO.—Mr. H. H. Barney, State Commissiner of% Schools, states in his'annnal report that the total-mount of funds and property aPpropriated to the pur poses of education in Ohio, daring the year 1864, la $2,266,457 12. The enumeration of youth of the school age, as certified by the County Auditors, furnishes an; aggregate _of 816,408, or 4,451 more than ?or 1853. The number of school houses in the State is about 10,300, estimated to be worth $3,704,720. Of these 770 have been constructed daring the past year, at a cost of $346,944, being an aver age of $451. The amount paid to teachers is int down at $1,364;431 21. EMI!MMI .;. A 'MONSTER CONING, D:olteus, in his " Household Words" of May ltilh, gives an account of,a vaat iron steamer that is now building in London. The length of the vessel,. *said, is six hundred and eighty feet, or nor 're 'than twice the length - of any steamer novryloat. Its burdenis to be twenty five thonsang tone; nearly six times as large as that of any/ship now in existence. _lt is be lieved by it's projectors that this.steamer will be able to make the trip from Liverpool to New York and back again in two weeks ; and .from Liverpool to Australia, a distance of twelve thou sand miles, In thirty-two days. It is designell to run in the Australian trade, but will make its first or trial trip next Spring,' between Liverpool and New York. It will have good aooommoda tions for four thousand .passengers—two thou' sand of the first class, and two thousand of the second; and as a transport ship it could carry with reasonable comfort nearly ten thousand sol diers at once. Its breadth on dook will be over one hundred and thirty feet. To form some idea of the size of this monster vessel, let it be observed that it is on deck•nearly twice as wide as Smithfield street, and would reach in length from Water street nearly to Foarth street. This vessel is built of iron, and is divided into a great number of distinct apartments by iron division walls, perfectly fire and water tight, so that if fractured or broken in any part, only one or two of these apartments would fill with water, and the vessel would still float in safety. To guard still more effectually against fires, all the wood work will be made of wood rendered by .a chemical moons incombustible. On a voyage to Australia she would require twelve thousand tons of coal, and could carry besides that eight thousand tone of freight and three thousand passengers. Old England will be ahead of Uncle Sam in steamship building if this great steamer proves as successful as her projectors expect ; but the Yankees will soon match it if it is found that such vessels will pay. And it is believed they will pay. Snob vessels can command the best freights. Their very speed diminishes the chances of casualties by shortening the time of the trip. The provision against accidents by fire and by fracture of the hull diminishes the risks and cost of insurance; and rendoes them the choice for passengers. There is no doubt each vessels will bo profitable. In ono year more wo may expect this monster to reach our shores, and it will be a sight as well worth see ing as the Crystal Palace in Paris. THE PHILADELPHIA CONVENTIoN. Tho last adrioes from the Know Nothing Con vention show that they are in a considerable mix on the slavery question. The Massachusetts seceders have returned home and called a mass convention to submit their course for approval. A majority of tho delegates from Pennsylvania (IV. F. Johnston, J. Bowman Bell, D. F. Small and It. Coulter) as well as several other northern States have presented a protest against the slavery platform adopted by the majority. Sul.- sequeutly the following minority report of the platform committee was submitted to vote: Resolve?, That the repeal of the Missouri Compromise was an infraction of the plighted faith of the nation, and that it should be re• stored; and if efforts to that end shall fail, Con gress should refuse to admit any State tolerming Slavery which shall be formed out of any per tion of the Territory from which that institution wag excluded by that Compromise. Maine, Now Hampshire, Vermont, Massachu setts, Rhode Island, Connecticut, New Jersey, Indiana, Illinois, Michigan, Wisconsin, Livra and Ohio voted in favor of this resolution. Strangely enough we find recorded againi4 it the entire Pennsylvania delegation, (Bell, Free man, Johnston, Coulter, Larnherton, Small and Voncleve,) Louisiana, New York, two of the New,Jersey delegates, Texas, District of Colum bia, Mississippi, Florida, A aba.ma, Arkansas, California Tennessee, Kentucky, Missouri, ware, Maryland, Virginia, North Carolina, Fl.uth Carolina, Georgia, and Minnesota. Gov. Reeder, accompanied by his private sccre tary, Q. P. Lowrey, Esq., passed through N. York on Thursday, on his return to Kansas. The jour ney, it is expected, will occupy about ten days. The territorial legislature meets on the 2d of July, at Pawnee, but will probably adjourn to Shawnee Mission, some two hundred miles this side of Pawnee. This departure of the gallant Givernor puts to flight the lying rumors that his course would not meet the approbation of the President of the United States. His course as chief magistrate of Kansas is evidently ap proved of by President Pierce, and not only by the President but also by the entire people of the north, and all impartial men in the south New Music.—We nre indebted to William Hall & Son, 239 Broadway, Now York, for the following pieces of new music: " Mariatsna Grand March," arranged for the Spanish guitar, by Charles C. Enrretts :—Wonld you do me the fa vor of publishing this note in your widely cir culated journal. The idea which I wish to pro mulgato is this: that in all cases where a per eon or persons have anything to sell, they are not bound to take the articles to the purchaser ; but the purchaser is bound to come to the grow er or manufacturer, as the case may be. This is not the manner of doing business in this country, and most particularly among the agri cultural portion of it. Nearly all' products which aro grown aro taken by the farmer to the speculator and merchant, and sold for whatevtr they see proper to give. Now, we think it is quite a submission on the part of the farmer to do so; for it is reasonable to suppose that an individual will not give the full value of an ar ticle if his exigencies do not require It. But we do not think the purchaser much to blame for so doing, though we arc confident the grower is criminal for making on much of n submission. As I am a follower of husbandry I sincerely think that some agreement should be made amongst the farmers to prevent their being so completely in the hands of the trading and speculating portion of our community. I do not think it would ho difficult to do so, if a community would make an agreement to erect a warehouse, and there etoro their produce and let it remain there until it was demanded by the dealer or consumer. Thou we would be likely to get a fair price. AN OBSERVER.
