Kinney is confirmed. It is supposed that he took a sailing vessel, and that he will be joined at Greytown by the most of his late associates. He will undoubtedly be seized by the Nicara guan government, if ho venture into their ter ritory unguarded. CoL Kinney still retains the 12,000 shares of stock which he received when appointed Governor General of their territories, by the Central Amerlean,Land and Mining Com pany, though dismissed from its service. This company has been re-organized, and will shortly resume active operations. The "at first no larger than a man's 'hand; which has been hanging over the Grand : nem:mil, of Knott Nothings for several days, has_ at length burst, and the result "will be found in another column. The protest is signed by the representatives of twelve States, all of whom adherei to the Committee that reported the mi nority platform. Bat where is Pennsylvania ? Brother Johnston represented the Keystone State in the Platform Committee, and when a majority reported resolutions favoring the "Ne braska Fraud," opposing the restoration of the Missouri Compromise, &a., he refused to coun tenance them, and signed the minority report. Now by all the rules of good faith we had a tight to expect Pennsylvania among the se ceders. She does not approve *of the platform adopted, neither do we find her among "the gallant few" who have protested, and we must therefore conclude that the Keystone has fallen thorough.. If we did not know what a horror the Pennsylvania K. A meeting of citizens from various States of the Union, representing the American party, was called by 'general consent, whereuPon'Tion; J. W. The undersigned, citizens of the - various States, assembled at Philadelphia on this fourteenth day of Juno, 1855, feel constrained, ymder, the existing state of affairs; to" affirm the follo*ing principles: First. The Amoonditional restoration of that time-honoeed compromise known as the Missouri prohibition, which woe destroye-d in utter there grad of the popular will: a wrong no lapse of time can paliate and no plea for its continuance card ustify : and.that we will use all constitu tional means to maintain the positive guarantee of this compact until the object for which it was enacted has been consummated by the admission of Kansas end Nebrask a as free States. Second. , That the rights of settlers in Territo ries to the free end undisturbed exercise of the Elective-Franchise granted to them by the laws under -which - they are organized, should be promptly protected by the National Executive, wherever violated or threatened, and thatwo can not consistently act with those who will not aid us in the correction of those national` . wrongs, and will not even permit their fair consideration and full discussion. - Third. We further Aeolare our continged and unalterable determination to use all honorable efforts to secure such a modifieation of the natu ralization laws, aided by suet nn elevation of public sentiment as shalt preserve the true in terests of the nation, and Abell guarantee the three vital principles of a Republican Covern• ment—epirituca freedom, n free Bible, and .free schools—thereby. promoting the great work of Americanizing Americh. Fourth. That we invoke the aid of legislation to arrest that growing evil, the deportation, by foreign authorities, of paupers and convicts to our shores ; and that as our National Constitu tion requires the Chief Executive of our country to be of native birth, we deem it equally neces sary and important that our diplomatic repre sentatives abroad should also possess no foreign prejudices to bias their judgment, or influence heir official action. Every free State seems to be folly represented. Among the delegates from New York I notice Messrs. McMullen, Seymour and H. Thompson, of your city ; Stebbins and Van Voorhis, of Rochester, and Richardson, of Al bany, Charles W. Slack and ex-Governor Bout. well, with thirty other delegates, reprment Massachusetts. The Convention met at ten o'- clock this morning, and was organized by the election of C. W. Slack, of Boston, as temporary Chairman, and Messrs. Burr, of Ohio, and Ba ker, of Michigan, as Secretaries. After the appointment of a Committee on Cre• dentials, the Convention was permanently or ganized by the election of Hon. Mr. Stebbins, of Rochester, Member of the Assembly, as Presi dent, with three Vico Presidents and three Sec retaries. Kentucky is represented. A commit tee of nine were appointed to draft resolutions for the action of the Convention, tionelting of the following gentlemen: E. McMullen New York. N,„_4,S B. E. Eldridge Massachusetti Dr. T. W. Wood Rhode Island. Johnson Pennsylvania. J. C. Vaughan ....Ohio. L. Smith Hobart Michigan. H. W. Clark Indiana. N. C. Green Illinois. J. M. Burgess Wisconsin. I learn that the Committee will report to day ; and, unless I am misinformed, the party platform they intend to recommend will em brace: 1. Distinct and determined hostility to the en. oroacbments of Slavery. 2. A demand for the restoration of the Mis souri Compromise. 8. Internal Improvements under the Authority of the General Government. 4. Protection'to American Industry. The question of Temperance will be left to the action of the individual States. Senator Wilson, and a large number of the Philadelphia delegates are hourly expee, ted. The Anti Slavery Know Nothings are well repre sented, and only declare that they have lost all confidence in the Barker and .I.rilmania Proserip tient, and that they will not countenance the Silver Gray toadyism of Slavery to which, under their lead, the party has been so extensively prostituted. Yours, &o. TnE COURT or CLands. - -It is net generally known that the Court for tho prosecution of Claims against the government is open for the filing of petitions. At first it was announced it would not bo open for business until July ; but this was a mistake. The officers of the Court now in Washington, are Judge Blackford, of In diana, Mr. Solicitor Blau, and Mr. Huntington, of Connecticut, the Clerk. Tho office of Repor ter is yet to be filled. Here is a chance foe the patriots. We learn that thorn:mbar of Commis sioners to take evidence in cases to be submitted is limited to a much smaller list than was at first expected. IMPORTANT RAILROAD DECISION.—John Hays, a railroad engineer on the Sandusky and Nor walk Railroad, lately sued the company for wa ges in the Court, at Sandusky, Ohio. The de• fendants-set up that, on the 30th day of August, 1854, Rays run the passenger and mail train contrary to the printed rules and regulations with which he had been furnished. In conse quence the company claimed tosnetain damages to the amount of $ll,OOO. The Court, upon trial and evidence, rendered a verdict for the de fendant of over $5,000. "Z Do, NOSTSMOMMIX."—Wben, at his pri vate initiation into the mysteries of " Hindoo ism," Mr. Fillmore was asked, "Do you approve these principles ?" he replied, " I do, most sin cerely." When the people of Buffalo, on last Tuesday, were asked, '• Do you approve these principles?" the response was: " We do, most sincerely,"• " We most sincerely do not," Majority for the " do noto," . —Albany Journal. [From the London Times, fay 29.1 /The victorious occupation of the town of Kertsoh by the allied forces, the command„wg have thus obtained of the Cimmeriantbspherna l. and - the Sea of Azoff, and the establishment - of onr power upon another, paint of the highest strategical importancti4 G ip :Russian territo riee,_ are events which:fiatigurinipet, l 4Spiciously for ate success of theceampaigtfAn - Whieh we are now about to engage; and place in our hands another material pledge-for the triumphant ter mination of the war. The satisfaction which this acbievment will exoito in all parts of the world where sympathy is felt for the cause of the &Mei is increased by the fortunate circum stance that this success has been obtained with out one single casualty,. In spite "of the'evarrt ing given to the Russians by the recall of fhb first oxpeditfon nearlythree weeks ago, the:rfe suit shows that they had not means to plane the Straits of Yenikale in an efficient state of de fence ; they evacuated and destroyed the forts which guarded the S'ea of Atoll on the arrival of the combined fleets; and the birthday of. the Queen of England was worthily celebrated by planting the standards of England and. Prance upon the bill which 'tradition has desoribed as the tomb of rilithridates. This result is the more glorious and the more extraordinary, as the Russians must have long foreseen that such an operation would sooner or , lafer be attempted, and there Is no point In the vast dominions of Russia the loss of which is more formidable to that Empire. Indeed; it the Al lies proceeded no further than. ho occupy and hold the Straits, of Yenikalo and the adjacent Peninsula of Kertlob, which is easily defensible by any power havit3g the command of the 'stja, they would remain in possession of the key to one of the principal approaches to the Russian TerritorieS. Tn 1861, no less than ono thousand trading vessels passed the Straits. Taganrog, hiarionopol, Berdianski, and Kertech, all com mercial towns, which it has been the policy of the Russian government to protect And foster with the utmost care for the Wet seventy years, exist only by the freedom of trade between the Sea of Muff and, the Euxine. Tho whole ex ports of the valley of the Don and its tribiata rive, and the communication between tho'Don and the Volga, which places the trade of that Welty etream in connection with the markets of Europe, all depend on this neck of the Sea of Area; so that it is no exaggeration to assail that out occupation of Kertech will be felt in the interior of Resein, even to Kazan and Nishoi lioeogored. On the Asiatic shore of the Strnits the Russians hove also destroyed their fortifca lions, so that both Bides may be oacupied, and tho Allied forces will threaten or blockade Anapa, which Is the Key to the whole Circassian coast. Kertech itself is is flourishing town of about twelve thousand inhabitants, built entirely of eubstential atone houses The inhabitants aro chiefly Greeks and Tartars, and for the first time since the commencement of these opera tions our troops will And themselves in contact with whet may be termed, by comparison, a civi lized community. The climate, though-cold in winter, is healthy and genial in this Season. The surrounding country, which is termed by the Russians the District of Kertech Euikelsk, is luxuriantly fertile wherever it is cultivated ; it ie separated from Haifa by about silty miles of undulating plain, lying between the Sea of Azoff and the Black Sea and the isthmus di viding the Bay of Raffia from that of Arabs% ie not more than twelve miles in breadth. 'A more favorable poeition either for military or commercial operations, cannot be found ; and in the flourishing days of the Crimea, hoth in an tiquity, under the Genoese, and even under the Kean of Khazatia, the chief seat of power and wealth was always on the Eastern extremity of the Peninsula. These facts being jell known, it is difficult to explain why this expedition was not m..de at much earlier period of tho war, for the forces which languished during last July at Varna might have long since seized the forts of Yenikale. It. is true that the soundings which have enabled Admiral Lyons and Admiral Bruat to plan this successful attack bad not then been taken. A British naval officer, whose name has unfortn -1 matey not yet reached us, captured a teasel, having on hoard n private carriage belonging to the Russian Governor of Kertech. With isle o material pledge " in his possession, he sent in a polite message to the Governor, stating that the English cruiser was unwilling to deprive him of hie private property, nod would , havo great pleseure in restoring the carriage to its former owner. Tao offer was accepted, and the ship's heats entered the Bay of Kertech with the yell' cle on hoard, sounding as they weal. By this means it was ascot tattled that there was a pass age for the email steamers to within a short dis tance of the coast. and the Governor's carriage made a tract; for the British tleet' Among the other immediate advantages resul ting from the oc upation of the Straits may be recloord the interruption of the eupplic3 which the Rase, on ariav to the Crimea has hitherto drawn porn the Sed of Very large quantities of wheat, titer an 1 oats were found at Kertech, and upwards of sixty ,C9BOlll engaged in this service, of which about half were burnt by the enemy and half were taken. The maintenance of a large army in the interior of tho Crimea will become a task of insuperable difficulty, if the whole of Its supplies and food have to he brought by laud across the steppes north of the ' dolghir. The Crimea itself does not produce corn enough to feed its own sparse population, and it was by communication with the inexhans tible granaries of the Sea of 'Azoff that the Rue , eiArt magazines were supplied. This city:lm -1 stance may serve to account in part for the fact that the Russians have apparently not attempted to throw very large reinforcements Into theeCri• mea. The strength of their army must be regu- I .ted, not only by the numbers they may be able to convey there, but by the means of supporting them. When people talked loosely of Russia's power to throw two hundred thousand men into the Crimea, wo contented ourselves with reply ing that it is 0381 C” to find the men than the food necessary to their eubsietence. Wo now venture to assert that it is easier for the Allied Powers, having the command of the sea anti tho coast, to maintain 200,000 men in the Crimea than for Russia to maintain 100,000 men in the interior. There are very strong reasons for be lieving that the strength of that Russian army which at one time threatened Balaklava, and held our brave but suffering forces besieged in our own lines, will turn out to be very much below what it was at ono time supposed to be. A thin line of Cossacks .perpetually threatened our outposts, and oven led the allied Generals to contract their positions within the narrowest defensible compare. But what was there be hind this Screen? Whenever a partial recon noisance has been made, our troops have come in contact with no enemy capable of holding a postilon, and it Is by no mosne improbable that the innumerable hordes of Russians supposed to be sontering in impregnable quarters behind the low range of hills north of the Tchernaya, were es much reduced in strength and numbers as the besiegers of Sebastopol. The late despatch received from General Polissier an nom:ices that the allied forces have now emoupied the whole line of the Tonernaya, and that this operation met with no serious reelstenee,' the Russians having speedily retired behind the hills. This fresh success confirms us in the opinion that the unseen strength of the enemy in the Crimea has been overrated, and that he is by no means in a condition to oppcso simulta heously the combined movements of the three armies at Eupatoria, at Kertech, and before Se bastopol. The greater probability now appears to be, that on the advance of the allies, in what ever direction they may assume the offensive, the Russians will find themselves compelled to retreat, from inferiority of numbers and want of supplies, and the more so as, the Sea Of Azoff being navigable for our steam gun-boats, their base of operations may bo threatened Ai the rear. These ciroumatanoes confirm and encourage the hopes we have never ceased to entertain of a speedy and triumphant termination to the new campaign in the Crimea, but they do not lessen our enthusiastic admiration of the heroic sol diers who by their endurance and valor, have at least won a portion of that glorious reward for which they have contended so long and suffered so much. The people of England and the most intelligent nations of the Continent of Europe will hail with enthusiasm these indications of renewed and increasing success. The defenoe of the Russians, though obstinate, is evidently fainter, and the surrender of Kertsoh without resistance is a proof of the moral defeat of the hostile army. Let us proceed with boldness and with firmness, for victory is already within our grasp. The ground we now occupy in the Crimea gives us the command of the Black Sea and the Sea of Azoff, from which Russia Widi not dislodge us until the termination of the war —not upon her terms, but on our own ; and tlO time is probable not distant when she will re gret, far more than we need do, the failure of the late negotiations of peace. Our hopes of peace lie in victory, our negotiations and condi tions are in the camp before Sebastopol, ,and Kertsoh is another material guarantee of cur ul timate success. - Frax.—The alarm of fire, yesterday morning about 11- o'clock, was caused by the accidental ignition of a box of goods in the hold of the steamer Pennsylvania.
