Bulwer, in his speech in the House of Commons, on the subject, made the following complimentary re marks in relation to the American Press: "You have been led to infer that the Amer-- " can press is left in the Lands cf ignorant a,'- " venturers, whereas the remarkable peculiarity " of the American press is that it absorbs all " the intellect of that country. There is scarcely " a statesman of eminence, au author of fame, "who does not contribute to the American pert odical press." The compliment is a little overdone, as the learned professions and business cecupations of this country " absorb " and developo their full share of the " intellect of the country." It is, nevertheless, too true that a large proportion of the authors, statesmen and eminent men of this country are during some portions of their lives connected with the periodical press. To the mere accident that in his youth Benjamin Frank lin was placed in a printing office to learn the art and mystery of the types, the country owes the fruits of his practical education, his genius, and his useful labors as a otafesmen and a phi losopher. His name and fame have given digni ty and honor to the printer's art, and the editor's studies nod labors ; and that road to distinction and fame which ho trod eo successfully, and with such benefit to the best interests of this nation, has been followed ever since by many of the ablest men, and whose names and labors illus trate our history. Hamilton, Jay, Madison; Jefferson, the Adams cs, Webster and Calhoun were industrious con tributors to the periodical literature of the coun try; and in that eniplrynteut acquired that fa- cility of composition, elegance and richness cf style, accuracy of information and correctness of opinion's that have made their speeches and writings a part of the standard literature of the country. Among living statesmen and authors who have written much for the periodical prere, the names of Everett, Bryant: the poet, Wash iugton Irving, Cass., Marcy and numerous others are found. To them and many others whose names are known and honored all over the land, the press has been as well a school of improvement as a road to fame. While the press thus invites - the labor and beet efforts of the ambitious,talented and intelligent, periodical literature will never lose its interest, its influ ence and value, or its reasonable support by the American people. It is not the politician alone that invokes the aid of the newspapers. Is a railroad projected in any part of the country, the voice of the press is invoked to convince the people of the public necessity, the great value and the pros pective profits of such an improvement. The newspapers have done their full share of the - work of pushing forward to completion those great highways of travel and trade that are so rapidly developing the natural resources, and the wealth and prosperity of the republic. lea new territory organized and opened for settle ment in cur western domains, one of the first articles transported thither is a printing press, and a newspaper, ably edited and neatly print ed, coon emanates from some log cabin on the prairies, and circulates ail over the country, in forming the whole oat on of the natural advan tages and the great attractions of the new field of labor for the hardy and eaterprising. Pub lic attention is thus awakened ; the prepara tions for pioneer life and the routes of travel are fully described, the tide of emigration sets in, and in a few years a wilderness is con verted into a home for a great and thriving com munity, and a new and sovereign State is added to tha Union. In this work of subduing and reoleiming a continent, the printing press has a material agency. If a new college is to be es tablished and endowed ; a new city founded ; a river improved ; a moral or political reform effected ; a new discovery in science or art made known, and its benefits explained, in all these things the newspaper press is expected to labor diligently, and with ail the ability it can com- mend. If a war breaks out in any part of the • world, its causes, its progress and incidents, and its probable consequences must be fully de tailed; and geography and history explored for intelligent views of passing events in the world. Verily, the editorial fraternity has a mighty task to perform ; and it needs the best intellect in the land to do all its duty. The press needs to be free to be faithful ; and well supported to be impartial ; nod it needs great intelligence to be useful. In another part of Mr. Bultver's speech above referred to, be represents the English press as more intelligent and high toned than the Ameri• can. An Englishman can be forgiven for such an opinion, but Americans will not concede the fact. The central presses at Loudon are ably conducted; but there are few newspapers in Great Britain, published out of London, that are of much value or•influence. Whereas, in this country there are more than three thousand newspapers published regularly, besides (turner- ous magazines and reviews. They are distribu- ted all over the land, and their circulation trenches the remotest limits of civiliiation and Settlement. And any one who will examine at tentively, for a time, an exchange list at a news paper office, will be satisfied that the American people must be intelligent while so many ably conducted newspapers are scattered broadcast over the land, and draw support from the great reading public. There are newspapers published in the remote counties and embryo cities of the far Western States and Territories that are edited with au ability, and can discuss questions of constitutional and international law, of science and literature, of publio policy, mor als or politics, with a degree of intelligence and 9ounduoss of views that would not discredit a London press. We do not speak of the entire press of this country. Many of the newspapers are of little value. But the great majority of American newspapers are ably conduoted ; de voted to the best interests of the country; and Well deserving of that compliment to the Ameri can press which Mr. Bulwer bestows in the ex tract from his speech which we have quoted above., Ono of the best indications of the improve ment of the newspaper press in this country at present is its evident tendency to become more free and independent; less exclusively devoted to partizan purposes; and more zealous in dis seminating useful knowledge among the masses of the people. Wickliffe, Postmaster-General un der President Tyler, has written a letter to Keene of his friends, declining to be presented by them as the democratic candidate for the office cf Governor of Louisiana. Like Ceosar, however, he puts the crown aside with ill disguised re luctance. Governor Pollock is on a visit to Philadelphia to inspect the Public Schools. On Tuesday night he presided at the Anniversary Meeting of the American Sunday 6;.hool Union. In the o•ren leg the Councils gave him a formal reception, when he wan addressed by Algernon S. His Excellency replied in a neat speech. A sister of Macaulay, the historian, was re ported to have been discovered by one of the New York " Ilea-hunters," and it was further- more stated that Rbe was in very humble cir curnstanees. Great preparations were on fo,i, it is said, to give her a reception, hut it turns out it is not Macaulay the hi-torian. Just as the Michigan Southern Railroad stopped at Toledo, 0., on the 7th, a German passenger in the train deliberately pilot himself in the head. All the passengers who were in the cars at the time denied any knowledge of the occurrence when called en by the Coroner, as they were afraid of losing their passego in the train. (f Mr. Duulop's great industry and ability no a lawyer it is unnecessary to speak in this community, where ho is co well known : but his labors ns an author ore not so generally known or appreciated. His Digest cf the Laws of Pennsylvania is excellent, and has been a great help to the legal profession ; and has done much to disentangle and systematize the moss of le gislation with which our State has been afflicted for half a century. Mr. Dunlop is now employed upon a Digest of the Laws of the United States, where equal diligence, and patient labor and study will be required. It will he done right, we have no doubt: and will prove a volual le work. Now, it is such a mac—of untiring industry, sound judgment, and long experience us a law yer, that is needed as Reporter of the decisions of the highest Court in our State. Under his care our books of reports could cot Gail to prove satisfactory to the profession. A re cently elected Burgess of Blairsville, I odi.lna county, Pa., declines to serve because the oath of office contains an obligation to support the Constitution of the United States, and conse quently the Fugitive Slave Law. The conscien tious Burgess would have no objection to take an oath, and under certain restrictions he would even be willing to swear to support the Constitu tion of the United States ; but rather than countenancefthe "odious Fugitive Slave Law" he would do what few office-holders aro known to do, he would decline! Who will now say "there is no virtue extant." WILLING TO SERVE THEIR COUNTRY. -The last number of the Notning nme4, an American paper published in Philadelphia, contains the cards of twelve individuals who could be prevailed upon to serve their country in the ca pacity of Sheriff. In the same paper ten pa triot intimate they would be willing to serve the dear people as Register of Wills. The self sacrificing and patriotic dispositions of these gentlemen is more manifest when it is stated that the Office of Sheriff in Philadelphia is only worth about $26,000, while the fees of the Reg ister of Wills are but a trifle over $30,000 in a whole year. As the only chastisement, the Admiral was satisfied with disarming them. CHLOROFORM IN •rue oom• municatiou lately made to the Academy of Science by one of the surgeons belonging to n French regiment in the litst, it appears that chloroform has been very extensively employed in the cases of wounded soldiers in the Crimea, and with most successful results. The apparatus used was of a most simple character, consisting of a piece of twisted paper, of a conical shape, with the wide end large enough to cover the mouth and nostrils of a patient, and cut round at the sharp end, so as to admit the passage of air. A piece of lint placed at this end served to receive the chloroform, of which from twenty to thirty drops were poured on it. The patient being then placed on his hack, with a bandage over the eyes (light being found to materially impede the effects of inhalation.) the little paper bag was plat d closer and closer to the mouth. When in acus:bility appeared fully established the opera tion was commenced, and if it so happened that it continued longer them the effects of the inha lation, a second, and sometimes a third dose of chloroform was let fall on tee lint, and allowed to be inhaled, but always in an intermittent man ner. This plan was employed in the case of every man in the French Army, badly wounded at Alma and Inkermann, and all without the slightest accident. "It results," says the ao count presented to the Academy, "from the vast number of experiments which I witnessed, that it is not by any means necessary to carry the absorption of the chloroform; to the extent of destroying all power of movement—in fact, that there is danger in crossing the line which seya. rates the abolition cf sensation from the aboli tion of motion."
