Nobody can reasonably complain when a thing does not answer a purpose for whiob it was never intended. Indeed, there is a kind of tri umph of reason in such disappointments. Abstract reason, whenever it can get a hear ing in this hour of anxiety and disappointment, may take some such bitter comfort in the almost utter breakdown of our military system. When one comes to think, it id not intended for actual service; at least, if it is intended for actual ser vice, it is intended for so many other conflicting purposes, that we cannot be surprised if it answers one purpose, and not another. If any body conducted an ordinary business on the same principles as those which are avowed in the army, and to a somewhat lees extent in the navy, that is, if he endeavored to make it the ' medium of employment, contracts and other fa vors to brothers, nephews, friends, political con nections, boon companions, or anyhody but the beet men in a mercantile view—he would soon find himself in the Bankrupts,* Cotirt. The " Commissioner would then inforai him that he had totally mistaken the ohje;t of his business and the nature of all mercantile operations, which were, not to favor relations or friends, or to produce a short-lived display, but, to re alize a fair profit, with satisfaction to all par ties. This is a homely view to take of an unfoetn hately tragic theme, but common sense is very pervading, and asserts its supremacy over non sense, neelects and abuses of all kinds, on the field otliattle as in the counting-house. We have purposely neglected the-single object of ef ficiency in the management of our army for we cannot say how long. There are in that army the materials of a very efficient army; there are plenty of good men and tree in all ranks; there are men who hue seen plenty of AFF/iOO in our Indian and other wars; there are mew who have distinguished themselves at Sandhurst: there are men who would dietieguish themselves whenever en opportunity was alloired them; there are men who . must make the army their profession, and who have nothing to retire to when they leave it. end no hope of distinction or happiness out of it; yet all this stuff for Field Marshalsis absolutely rejected in the man agement of our army. When a;barbarian builds his hovel in a ruin, be works into his rough walls an inscription turned upside down, a bas-relief, with ifs face inwarde, a statue detratcated and a capital de foileeed, to fit the accidental vacancy. Such is the rude: masonry of toe British army. The military genius or devotee, the poor fellow who dreams to little purpose of Marathon, and has been at the pains to study the victories of Marl borough and the difficulties of Wellington, is Paco built into his regiment, with his corners knoeked off and his face turned inwarde. There he lies, to rise, if it may be, in the order of se niority and money; but no study, no courage, no promptitude, no soldier-like qualities whatev er, will assist him in a competition where the battle is expressly not to the strong but to the wealthy and noble. The cane is so flagrant--so manifest to friend and to foe—and so confessed and proclaimed to all the werld—that it would be ridieuleus to slur over the fact that the British army is found to be no army at all, in the general miltary sense of the word. It is a mob of brave men, not more than a mob, and rather less, inasmuch as it is evidently comthanded by thoec who should not command it, and so deprived of its rude nat ural efficiency. All the accounts that we pub lish, sad many more that for one reason or eth er we do not publish, but which lie in eitTelopes, loose bespe ' 'and elastic bands all about us, agree this—thatin the organization of the army is either none, or worse than none. We confess that we cannot look at the horrors of Balsklava and Inkermann as we once did, for it is plainly better that man and horse should die gloriously selling their lives dear, and affording a spectacle to the world, than that they should- perish un seen, unpitied, unmanned, almost unnumbered —for it has come to that. We confess, when we are told that the British cavalry is no more— that the h.rses, after gnawing one another's manes and tails, have most of them perished on the fetal route to the camp—some in the set of dragging their dead comrades out of the way— we do indeed confess that wo could with that they who are thus dead had all died on the bat tle field, even iu some mad charge into the heart of the Russian army. Then what is to be done? We think Sir De Lacy Evans has answered this question for nein a most :?peaking manner. Now, ate we to sacrifice what remains of tba 50,000 sent already, and the 20,000 or 30,050 more told off for the Crimea, to a name that, by the con current and nacoutradiated testimony of the whole army, is only a n.sme and even worse than a name? Tho command of the British army before Se bastopol is worse than a mere name when its apathy, reoklessuess, fatal delays; and utter 'want of provision are condemned by the com mon sense and experience of every practical man in the army, and when it is deliberately as serted by officers of distinction that the army might just as well he commanded by itti sergeants as by the men who to command it. We are aware that it is a painful act to supersede brave and loyal men, fall of honors and years— none would feel the pain of it mote acutely than ourselves; we are aware that, besides the vio lence to the feelings, there is a certain incon venience in change, but if the noble slap is to be saved at all, it must be by sendingitts insets over board, to substitute jury masts, at whatever de• sightment, or damage, or risk.
