Contraries, opposites, and antagonisme aro in all kingdoms, of the mental or physical world. This weather (that inexhaustible topic!) of this morning, has induoed me to hazard this much of my philosophy of observation. Yesterday was bright, beautiful, warm and clear; this day—a perfect winter day—following the law of change, which we started out with, in this epistle, la just the reverse. It is dark, unpleasant, cold and cloudy. If my feeling or pen should happen thus to sympathize with the outer world, pray, prey pardou. But previous to dwelling upon the dark in my picture, let me tall of the bright— of yesterday, the day of the inauguration—of the Inauguration Unit- It was, par excelleue, the grandest thing of `the kind ever witnessed in this or any other State capitol—l venture to say. The oldest in habitant, (quite a character is that same oldest inhabitant, and he ought to knoli,) has no recol lection of any thing of similar character, extent, and besuty. It is not in the power of my pen to convey to your readers, any thing like a de scription:of 41. If the future policy of the "Net* Waters" is at all like their inauguration, in point of excellence, I am free to say, that for one, I shall freely forgive many of their past sins and iniquities. The day, which . was beau tiful beyond description, was ushered in by the discoursing of sweet music, by the bands of the various military companies, who were here in honor of the 003118i012, and by the booming of cannon, anirroaring of artillery. Over one thou sand military were present—fifteen companies. Philadelphia, Baltimore (who tarnished a splen did company of dragoons) and the counties ad joining this one, all, and in.s most creditable manner, contributed largely of their citizen sol diery, with the glory and bulwark of our na tional institutions. A bill to pay Thomas Ap Clatesby Jones the sum of which he was deprived by tne action of • court martial, in 1861, was taken up. Mr. Stewart thought the Senate should have all the facts. Mr. Menton said that Commodore Jones was authorieed according to my recollection to do certain things which were rendered necessary by the condition of matters in California. The court found the Commodore guilty - of some, but not all the charges ; they sentenced him to a suspension of active service for two or three year; s, with deprivation of his pay for that time. The President, after consideration, concluded to restore Commodore Jones to active 'service for the unexpired term of sentence, but could not interfere with the sentence of the coati, as to pay and emoluments. Mr. °win thought that the pay of Commo dore Junes should be restored, as many eminent lawyers had given the opinions that the findings of the court martial were erroneous. Messrs. Badger, Bayard, Seward, Clayton, Rusk and Stuart further debated the bill, and It was finally laid aside. Mr. fiwin introdibed a joint resolution for a weekly express mail between St. Louis and San Francisco. Referred. Honsa.—The bill for the relief of the heirs of Baron De Kalb was taken up and paaied. Mr. Faulkner, from the committee on mili tary affairs, liked leave to reggrt a bill for the suspension of Indian hostilities. Mr. Hamilton inquired whether the proposed regular increase of the army could not be ta ken up. •Mr. Faulkner replied that the bill was In re sponse to the meesage of the President asking for 8000 volunteers to serve 18 month; with a view of suppressing apprehended Indian hoist/t -itles. Mr. Edgerton objected. Mr. Richardson appealed to Mr. Edgerton to withdraw his objection. There was no doubt about the fact that large forces of Indians were now concentrating on the frontier of North Kan sas with the intent of hostilities. By sending volunteers there as soon as possible to strike a determined blow, much trouble and bloodshed and money will be saved. Bach a force is best for protecting the frontlet*. Mr. Edgerton still objected, expressing the belief that the best protection to settlers . and emigrants is to withdraw all troops from the In dian country.
