The City Councils met, in joint merlon yester day morning, at their chambers, for the purpose of electing city officers for the ensuing year. After both bodies were properly' inginised in their respeotive roams, the Select Uottnell ad journed into the Common Council chetahs; and the joint meeting called to order by Mr. ICAn ley, President of the S. C., taking the chair. Mr. 0. 0. Loomis, of the 8. 0., stated that he understood that one of the members from the Eighth Ward was a tax collector, and he desired the chair to decide, that if such wia the ease, he should not be allowed to vote. Another member objected to Mr. 'Loomis' re quest, se the Individual in question was a C mon Councilman, acid the 8. C. hid no righ to interfere. The President deoideat the whole matter out of order, and Mr. Getty then moved they go into election by- ballot - for city officers. This was also decided to be out of order unless the rules were suspended, but upon taking a vote on the subject, the decision of the chair was sustained.
