There .are en euusual number of speechmaking - members in the lower House, this year, and some of them gentlemen of ability. will mention some of the bills passed this session, that more particularly interest out Ylity -and county: Q., the Mil for the sale of the the Publio Wore is of more importance to Al. logheny, perhaps, than to any other county. 'The. Main line le ono of Pittebargh's great av cones of travel and trade with the Eaat, and to some extent, it is a company line with the Con trat Coteptusy. Should that Company bay the Main line, under the bill which has passed, all competition- will be at end, and we natst .pay snob fates and freights as the Com- Piny may choose to impose. It is doubtful, however, whether that Company or any other, will bay it tinder the present law. While prom inent Whig members, and even some Democrats, are arguing that it is better to giro it away than to keep it, the Company may think it best to Wet for another session of tho Legislature, to see whether a lower price may Dot Do fixed upon. A reduction of one or two million dol lars on the price is worth waiting for Olaf year The new School Bill Is probably ono of the most Important that has passed this session. It has been signed by the Governor, and le now a law. The improvements made In the School law of ,the Commonwwwith, will greatly promote the cause of pubilowdoestion. At least, such is the opinion of thoie Who have devoted their attention to the eubject for many years. To our Senator, Dr. Bl'Clintook, is mainly duo the credit of . securing' the passage of this bill. It provides for the more speedy and economical collection of the school tax throughout the State. It also prevents frequent ()bulges of the test books .teed...la :. .achools, and thee eaves a heavy annatktarto parents, in purchaaing new books, reideiWa. necessary by the frequent `olienges adopted by book-selling directors and teaohers. The new law Provides for an important change in the manag, emeut of the schools in Pittsburgh. The several wards may retain their sohool prop erty, and elect six directors, to exercise the du ties of directors 11/3 heretofore, so far as relates to the erection'and repair of school' houses, col lection and diebursement of school taxes, and renting or selling of Itched houses and lots. But for all other purposes connected with the management of our schools, the i 54 directors of our nine wards form one Board of Control. It is also provided that the board of directors of each:ward may.execute deeds of conveyance of their sobool property to this Board of Control; and when nil the warier have so done, Pittsburgh will form but one school dist:lo4 under a Board of Control, consisting of 27 nocutbere, each yard eleoting This board will then Writhe eon , I of all the schools of the elly.-.apportioning the funds, providing foe the eduCstlon of the colored children, end establishing a high school, if desired. A similar tryetem of the consolida tion o f the aohools has' existed in the city of Philadelphia for several years, and given great satisfaction there. The new -School law contains • many, otber Important improvements on the old aud, It is thought, will give to Ponosylva. ma the most complete and efficient system of -pnblio instruction of any Elate in the Union. The people of our State will enjoy - ample advat• tagee of education, on an economical plan; and we Dope will yet beeomo ,the treat intelligent portion of the confederacy. • A bill has passed, authorising the Ohio end - Pennsylvania Railroad Company to connect with the Central road, by the Commons and Acqoe. dact route. The conneetiottlidesirable in every respect; but the we of the Commons is objets tiotiable. It is the cheapest route for the Com pany, however, and Railroad Companies must do as they please in Pennsylvania. • The bill giving the Lake Shore Read to the Cleveland, Painesville and Aebtabula Company, -on their subscribing half a million dollars to the Sunbm_and Erie Road, passed both Houser, and is signed by the Governor. It Is a splendid ,donation to a fireign corporation. •:The biWisonsolidatLog the snits against the Central, and the Ohio and Pennsylvania Roads, ;tie: passing small notes contrary to law, has goat-bath Houses. It• subjects them to but one penalty of $5OO, for all their past - violations 'of the "Small Note Law," and because of which suits were brought But the Banks sod Bank era were not provided for. Concord." It is composed and published by B. Cittill of Wash ington City,_ the author of the American Mar- Race around the World. The California CAroniele of the SOth of March says: - - ~T hree of the finest clipper ships that ever ploughed the ocean are about to leave us for Kong Kong. Two of them—the David Brown, of Now York, and the Romance of the Seas, of . Boaton--it will be remembered, have made the quickest passages of the season to this port, the Romance having arrived in ninety•elx days, and the David Drown In ninety-eight days, from their . respective ports. A good deal of Interest is ex tilted in the public mind as to the speed of these vessels, as it is understood that very heavy bete are pending upon the results of their vOyages, to be determined by the priority of arrival in Dos ton and New York, via China. "We have been on board these vessels, and cannot withhold the expression of our admira tion at the beauty and magnificence of -their cabins, and. the perfect preparation, which are made for the comfort of their passengers and the security of their cargoes. They are palaces within, and without offer to the storms a broad side of oak. " The Bemuel Russell, of New York, a fine clipper of 050 tons, means to try the other•ves sels ins hard ran in the race- from hereto Ting Kong, it is said that her chances are good. The measurement tonnage of the Romance is 1,718. The Russell will sail to-day, the Rotuma° and Drown probably 013 fitturday. These two wea sels have been discharging dap end night, and are nearly ready for the steam tugs, which are already engaged..' Bets are high in favor of the Romance, but time nod tide must decide the question." The Romance of the Seas and David Drown were towed out of the harbor of Ban Francieco et three o'clock on the afternoon of the alst of blanch, and have already began to test their speed. The Attu publishes the logs of these vessels on their restage to Ban Francisco, and says: - "The David Drown left Neu York on the lath of December, end the it66IIIIICO of the Seu left Basuto on the' Nth." The former was twenty. one days to the Equaboion the Atlantic, on re h 1 ch day the latter was in 1G degrees North ' - but we find the Drown crossing the Equator too for west, thus bringing her so hard besting far three days oft Cape Bt. Roque, in which her competitor tame up and passed St. Augustine in fine style and close to the Drown. But from this poles, the two ships drover on together, neck and neck, never being over one hundred sod forty milts from each other, and often within forty miles, and both making the Farrilotes the same hour. Each ship experienced the same weather, light winds, outran, plea, &a., an! each in the same time, six days since, carried away their jib booms." • - Tyr. Mein Tueonr ne Per= Tinovran.—Mr. Peter Browne, to whose physiological invoktiga :llona of the hair of the American pretender to :the Bourbon crown we °Boded a ehort time since, has applied bits theory to the question, whether the people whose romaine are found to the mounds are identical with the existing race of American Indians. His conclusion is, that they are, which he founds upon the identity cf form between the horizontal section of the hair of the former, and that 'of hundreds of speei. mess of the latter. Mr. Browne divides the hair of the human family into the cylindrical, the oral, and the eccentrically elliptical, ns char acterizes the various races. Mr. Browne has examined the hair of the mommy of a yoga/ American Indian, 'rappelled to be a female of about tempers old, from Pachaearnack, Temple of the Bon, flee leagues from Lima, South Amer ica. This cemetery has not been need since the Spanish conquest, previous to which {according to Herrera) it was kept sacred for the nobles sad other dignitaries of Peru. The hair of this In dia' which Is in good preservation, Is cylindrical, diameter 1-804 of an inch. Mr. Browne has al so examined eight other ancient specimens of Indian pile, and finds similar results. On the other hand, he has submitted to the most critical Investigations the hair found upon the mummies of Egypt and Thebes, and has found them to be oval, without a colltary exeep tion. These observations of Mr. Browne bear upon the Very interesting question in ethnology, as to the origin of the aboriginal inhabitants of Ameried. Provided the hair theory ho true, the favorite doctrine with many, that the Indians of Olio continent are descended front the Egyptians must be rale°. The autodithonous origin of the aborigines of America is held by many on va rious grounds, which the theory of Mr. Browne, would seem to contirm.—N. Y. Post. The obverse side Is embellished with a bead of Liberty, which, instead of being simply bound with a fillet, has, in addition, a crown of teeth ere, in the style of on Indian princess.
