MISCELLANEOUS.- MONDAY MORNING: FOREIGN AFFAIRS. On the Bth nit. a meeting of bankers and mo neyed men took place in Paris,-M. Kamigswater in the chair. "It was decided at the meeting that' a memorial should be at onco drawn up, and pre sented to the Emperor, praying him to take into consideration the great pecuniary interests en gaged in commercial and industrial undertakings in France and throughout Europe, and not to allow himself to be lightly.engaged in the diffi culties of a distant war. The Emperor, it is saidi replied to the persons who presented this memorial, that, undoubtedly material interests posssessod incontestiblo importance in his eyes, but that he could nover place them above moral interests, and that a question of honor and na tional-dignity, must always weigh with him much more heavily in the scale than any mere question of money. It is said that the British government intends to raise the number of seamen and marines for 1854-65, to 63,000 men, which is an increase of 8,000 on the number voted last year, and 18,000 since 1852. The ministerial journal, aftergiving this on dif, proceeds to showin detail tho strength of the British Bteara fleet. It appears that there are in; tho navy 28 screw steamers, eleven of which ore - line of battle ships, carrying 1,647- guns, and of 10,340 horse-power; that, omitting vessels of an inferior class, there are nice pow erful paddle-wheol steamers, carrying 169 guns, and of 4,730 horse power; whilst there are now building, nnd will probably be afloat in a rev? months, 13 sorew-steamers, carrying 1,050 guns. All these, of course, in addition to the sailing -fleet of Great Britain, amounting to above 600 vessels of ail denominations: It is stated that the young King of Portugal is about to marry his- Coburg-coosin, tho Prin cess Charlotte of Belgium. Lisbon is perfectly quiet, and ir likely to be as long as the British squadron remains in the Tagus. 'ln a lecture ori Chinn, delivered;-at Bolton, England, Dr. Bowring said it had been calcula ted, that' if all tho bricks, stones and masonry, of Great Britain were gathered together, they wonld ; not furnish material enough for-a work such as the Wall of China ; and that all the buildings in .London, put together, would- not have made all the towers and turrets which adorn -it.. -■ - The theatre, of war is approaching neirer an 1 nearer to tho Austrian; frontier.-, The Bussioris already ; occupy Graja, a village scarcely four leagues from the Austrian territory. The troops station ed in that vicinity, came down from the northern part of Lesser Wallacbia. Omer Pa cha’s camp is at Bastchuk; but ho visits Widdin every four or .five days.— lf. i r . Foil. ■ Thero are besides, other considerationawhich are likely to influence Nicholas in a calculation of the chances, which a perseveranceinhis pre sent course : may bring about Apparently cor dial as in the concert, and compact the union of, the - powers that are arrayed against him, he knows well that the contingencies of war and'the diversity of. interests that oaiat amongst those opposed, to to him, would soon afford him an op portunity of sowing the seeds of dissention amongst them.. It wonld require bat a series of decisive military successes upon his part to de tach Austria and Prussia from the ranks of his , enemies, and to convert the neutrality of Den. mark and Sweden into active co-operation. His present isolation is more apparent than real, for the sympathies of the courts and aristocratic classes of Germany are unquestionably; ranged, on his side. They are only held in check by the revolutionary elements which are seething and foaming like latent volcanoes, under their feet,, and which any more aetivo demonstra tion in-hiefavor would instantly call Into explo sion.: - * ; Eveiy indication in the political horizon, there fore, seems to portend the certainty of the storm that is _ about to burst upon the world. The concessions;:of helpless weakness' to Arrogant strength,; the arguments of reason and modera tion, and the universal condemnation of civilized nationsihave ailYaitod to .make themselves heard. - The Bword mnst now decide not only the imme diate points at issue, but those more momentous questions the sottlement.of which the apprehen sions of the timid and the jealous - watchfulness of the combined despots of Europe have so long adjourned. It seems as if the rights and liber ties of the human race can never bo secured except at the expense of tears and blood: : Woe, then be to those who exact so fearful a price for them.—A' Y.Uerald. ' The following is from the London correspon dent of the N. Y. Herald: * - The.intelligence which I sent to you in my let ter of Tuesday last, that the combined fleet had entered! the BJack Sea, is folly confirmed. Thq movement of the combined fleet commenced, on tho 30th December. On that day four French and four English men-of war weighed anchor at Bsicos, and, entering the Enxine, cast anchor at both.aides of the Cyanean rocks, .on the sooth west coast of the Black Sea,! between theßos • phorus and Varna. The remainder of the fleet, with the exception of those vessels that will re main stationed near Constantinople, followed on the 2d inst.. They were accompanied by a-por* . tion of tho Turkish squadron. This great though. tardy fact is the absorbing topic of the day. The reply ofthe Emperor of Kuesia to tho lost, (it is to be hoped.the .very .last appearance of the famous ultimatum, ob the-playbills Bay,of a re* .nowned actor,) has not yet .been received. Of conrse the answer wilh be in a negative. We learn, meantime, by telegraph from Odessa; that all Bussing men-of-war are to assemble at Sebas topol, England and. France are doing the part of policemen on the Black Sea. The tine qua non,, however, is to be - the- evacuation of tho Principalities. Omer.-Paoba is, meantime, -re ported, on authority tho very .best, to have cross ed the Danube near Widdin, and to have attack ed the entrenchments of Russians, which ho took by storm,, killing some" three thousand Bußsians.' Great joy prevaQetlat Cohstantinsple on the re ceipt of this nows., You will -find, telegraphic despatches in the second editions of the London papers of .this day, from different sources, yet all agreeing as to the fact that a great victory bas been gained by the Turks. At the eametimtK we learn that the Sultan-, has issued orders for hostilities,to be oarried on iaEurojio and in Asia with renewed vigor. It is stated that'the Turks purpose lauding on the Crimea; If this proves true;!*'would, indicate nothing: less than that Se bastopol is to be attacked by land aid sea., . ; Fifteen thousand .Turks have been sent to- Batohm, and Sobamylhas reoeived stores, am munition, &c. - - ■ How a'general Euronean war is to-be avoided I cannot see. . Austria, is in a nervous state ; sbe longs to help Russia, bat dare not. Neither Russia nor Austria ever dreamed that .England and France would hold as well together. Numerous political refugees are hastening to Constantinople. Lord Dudley Stuart has gone to Schumla. , , , The Prince.of Canino,.Charles Luoien Bona parte, has sold all hie possessions in Borne and Ronoiglions, to the banker Alessadri Torionia, for 460,000 and one scudi. The prince, who is well known as a man of. exalted political opin ions, has stipulated in the contract that the one scudi should indicate the value of "his title as Ppince-.de Canino, which ho now sells, together with his estates. ■The Centbai Rootetotue Pacific.—De spatches received from Capt. Gunnison, of dates but little anterior: to. the .time of his murder, place beyond doubt the practicability of the route surveyed by him as far ob the valley of the great Salt Lake. At the Bamo time the last ar rival from California confirms the; statement heretofore published by us/ that,.a!good route had been explored through the Sierra Nevada and the Great Basin, in such a direction as to meet tho Central surveyed by Gunnison; Bomewhere near - the Great Colorado. We may now regard-it as settled'that the direotline from' St. Louib, through Kansas to San Francisco, de viating bnt little at any point from the parallel ■of thirty-eight north latitude, is entirely practi cable for tho great continental highway of na tions. ■ HeavyDaiiaues. —Mrs. Landreanx, a widow lady of New Orleans, has recovered -for--herself and children $20,000 damages from tho New Or leans and Carrollton Bailrood Company, for the death Dfher kusband; Dr. Landreanx; caused-by-, a collision between a horse enr and a locomotive attached to a passenger car.
