On the Bth nit. a meeting of bankers and mo
neyed men took place in Paris,-M. Kamigswater
in the chair. "It was decided at the meeting that'
a memorial should be at onco drawn up, and pre
sented to the Emperor, praying him to take into
consideration the great pecuniary interests en
gaged in commercial and industrial undertakings
in France and throughout Europe, and not to
allow himself to be lightly.engaged in the diffi
culties of a distant war. The Emperor, it is
saidi replied to the persons who presented this
memorial, that, undoubtedly material interests
posssessod incontestiblo importance in his eyes,
but that he could nover place them above moral
interests, and that a question of honor and na
tional-dignity, must always weigh with him much
more heavily in the scale than any mere question
of money.
It is said that the British government intends
to raise the number of seamen and marines for
1854-65, to 63,000 men, which is an increase of
8,000 on the number voted last year, and 18,000
since 1852. The ministerial journal, aftergiving
this on dif,proceeds to showin detail tho strength
of the British Bteara fleet. It appears that there
are in; tho navy 28 screw steamers, eleven of
which ore - line of battle ships, carrying 1,647-
guns, and of 10,340 horse-power; that, omitting
vessels of an inferior class, there are nice pow
erful paddle-wheol steamers, carrying 169 guns,
and of 4,730 horse power; whilst there are now
building, nnd will probably be afloat in a rev?
months, 13 sorew-steamers, carrying 1,050 guns.
All these, of course, in addition to the sailing
-fleet of Great Britain, amounting to above 600
vessels of ail denominations:
It is stated that the young King of Portugal
is about to marry his- Coburg-coosin, tho Prin
cess Charlotte of Belgium. Lisbon is perfectly
quiet, and ir likely to be as long as the British
squadron remains in the Tagus.
'ln a lecture ori Chinn, delivered;-at Bolton,
England, Dr. Bowring said it had been calcula
ted, that' if all tho bricks, stones and masonry,
of Great Britain were gathered together, they
wonld ; not furnish material enough for-a work
such as the Wall of China ; and that all the
buildings in .London, put together, would- not
have made all the towers and turrets which adorn

nearer to tho Austrian; frontier.-, The Bussioris
already ; occupy Graja, a village scarcely four

mark and Sweden into active co-operation. His
present isolation is more apparent than real, for
the sympathies of the courts and aristocratic
classes of Germany are unquestionably; ranged,
on his side. They are only held in check by
the revolutionary elements which are seething
and foaming like latent volcanoes, under their
feet,, and which any more aetivo demonstra
tion in-hiefavor would instantly call Into explo

Eveiy indication in the political horizon, there
fore, seems to portend the certainty of the storm
that is _ about to burst upon the world. The
concessions;:of helpless weakness' to Arrogant
strength,; the arguments of reason and modera
tion, and the universal condemnation of civilized

ter of Tuesday last, that the combined fleet had
entered! the BJack Sea, is folly confirmed. Thq
movement of the combined fleet commenced, on
tho 30th December. On that day four French
and four English men-of war weighed anchor at
Bsicos, and, entering the Enxine, cast anchor at
both.aides of the Cyanean rocks, .on the sooth
west coast of the Black Sea,! between theßos •
phorus and Varna. The remainder of the fleet,
with the exception of those vessels that will re
main stationed near Constantinople, followed on
the 2d inst.. They were accompanied by a-por* .

tardy fact is the absorbing topic of the day. The
