Major General Scott had power to call upon the Governors of South Carolina, Georgia and Alabama for any numher of men that he might consider necessary to put an end to tho war.— Congress, bylaw, had provided ample means; and whilst be was in command, the Governor of Florida had no power to oall - for troops.
