For several yearaprevions to last spring, the marshes of 'Wisconsin had been gradually drying up, so that the belief became general among the inhabi tants, that nearly all of them would be reclaimed by-the course of nature, without artificial aid. The Mother hnd Sister of !Kossuth A letter from Pesth of the Ist, in the Corres pondent Blatt says—" The house occupied by the mother and cisters of Kossuth, opposite the Ka roy palace, was surrounded in the night, and perquisitions wero made in their apartments tossuth's sister Mesdames Rattbay and Messe lengi, and the tutor of the latter's children, were afterwards removed to another part of the building. The mother of Kossuth obtained per mission to remain in her apariment, but she was placed under surveillance of the police. The tutor was subsequently put in irons." Later accounts state that the sisters of the noble Hungarian have been arrested and incar cerated in an Austrian dungeon. The conduc• tors of the Austrian press of the United States will rejoice at this act of tyranny. The Louisville Courier thus describes a water monster, called the Eclipse, and intended for a packet between tharcitratid New Orleans : " The shafts weigh 25,875 pounds, and all her other machinery in the same mammoth propor tions. The chimneys, or smoke pipes, are 85 feet In length, and a man on horseback could easily ride into one of them and turn avound, and come out again without dismounting. "The Eclipse has six engines and fifteen boil ers, in addition to a powerful locomotive which will be placed on the railroads in the hold for the transportation of freight. The bold is divided by two fore and aft bulk heads of great strength, and the whole structure of the hull is as strong as wood and iron combined can make it. This monster steamer is as perfect and well prepay.. tioned in all respects as a model, and when afloat will skim over the water as fast as a bird can fly." This is the most magnifiCint steamer in the world, but it is apprehended that the river will not contain sufficient water to let her float. The people of Louisville intend to petition the Ken tucky Legislature to authorize a big rise in the river whenever she departs or arrives. We copy the following paragraph from a letter published in the Boston Traveller, dated Panie, Dec. 3d, 1851 • I send you a 'Galignani,* which will give you all the information the government will allow them to publish, for be it known that this Republican President has put a file of soldiers in every printing office in Paris, except the Consti tutional and La Petrie, the government news papers. The people can not get even a handbill printed in all Paris. Galignani told me himself, to day, that he had six soldiers in his printing office, and a government proof reader. His paper is the only one they allow to be printed, except the two above. Real estate mortgaged by this bank tithe Comp troller for $60,586, realized only $29,475 under the hammer at Albany on Wednesday last. in the affairs of the Bank or New Itoobelle, the same result bas happened. The real estate trader mortgage to the Comptroller, was for $60,048, and realized only $37,400. The bill holders of these Banks are consequently not secured and will be losers.. 05r Thu Cleveland Plaindealer states that the Directors of the Cleveleo& Columbus and Cincinnati Railroad Company have changed the dividend dale for the future to thr first days of August and February. They have also declared a further dividend of the nett earnings for the sit months ending let December last, of four per cent, payable on the Ist day of September, next with privilege to parties entitled thereto, to convert into stock at par previous to let of August. Such stock to draw dividends accru ing after Dec. Ist., 1851. Bat ! propound this single question to Engliahmeni If he does succeed, who can doubt that.a government estab lished in favor of a man whose:bands are drip ping with the warm life-blood of his countrymen, of every age, sex and condition—that a - ipvern ment thus established will become a military despotism—that Louis Napoleon will not be come a mere power, to be moved on the politi cal chess-board by the iron finger of the Czar? This despotism of France. being created by the army of France, must merely be a belligerent despotism. The army must have employment. It is not to fight against the despotisms of Eu rope. This act has already been sustained by the despotic power of Austria. and I have no doubt thatyou will find it sustained by the Rus sian Czar, and by all the despotisms of the con tinent of Europe. Then, if the imperial artay of - France are to have employment, may we not look back to history? In 1804 had we not a somewhat parallel catastrophe, when the con stitution of France wasoverthrowtt by Napoleon Bonaparte, and an imperial government was re established in France, as 1 believe it soon will be in France -again? [Hear, hear.] What fol lowed on the establishment of the-imperial and military power in France, in 1804, may it not follow in 1851? "Now, gentlemen, I hope these events may not follow ; I hope that we shall have peace— peace with England—peace, if possible, with all mankind. [Applause.] There is no genuine free-trader that can beotherwise thanthe friend of peace. [Applause.] And Idp say this, that 1 do not believe that it is the interest of England to ally herself with the despots of the continent of Europe. [Hear.] And I say further that, if upon her refusal to do so. she should be as sailed by those despotic powers—if maintaining her own constitutional government, her own trial by jury, her own liberty of speech and of the press, she should require our aid—l speak what I know to be the unanimous sentiment of my country—the entire American population, back ed by their Qoverament, will come as one man, and fight the battle with yoa, if it be ne cessary." In commenting upon the speech of Mr. WALK :tit, the London Times discourses as follows : At no time, for the last three centuries and a half, has America worn so youthful and promis ing an aspect to this country es at this moment; nerer has it appeared so much in tAc light of a friend in need, a fund of refuge, and our destined partner in many labors and many triumphs. Mr. Walker casts a propnetio eye at the great conflict between military absolutism and consti tutional government, which every day assumes a more serious aspect, which every day draws nearer to this island, and which will one day divide the whole world. There are no two States in the whole world,.and never have been, so bound to one another, so mutually beneficial, and so able to work together, as the British Em pire and the United States. AL present it seems impossible but that the whole of the continent of Eu rope should fall into the hands of military despots ; it seems equally impossible that we, with our American brethren, should lost our institutions or our enthusiasm for liberty. Here, then, are the two parties in the great cause that threatens to divide and convulse the-whole world What will be required of us! What attempts will be made on us! What crusades ought we spontaneously to undertake ! What assistance in any case are we to expect from America ! For our islands we have no fear. Despotism is great on land, but impotent and craven on the sea. Wherever our ships can go, there we have DO compeer. As on the former occasion referred to by Mr. Walker. we protect the New World from the tyrannies of the Old. What, then, re mains to be done Are we expected to land on the continent of Europe, and fight single-handed with four huge military monarchies, mustering two or three millions of armed men! What degree of assistance are we to expect from Amer ica in marching into the centre of Europe'.— None, we should think. However, there are many things to be consid ered. A hundred years ago what was Russia ! A hundred years hence what will be the United States ! An empire with not •far short of two hundred million souls. Should anything happen to us.—should we ever be exposed to unmerited indignity and oppression, and our services to Europe be forgotten—we have only to pray, Eroriore aliquie nostril a oestbus utter, and that the prayer will one day bring across, on occasion, the messengers of a Slate that, can apply to its purpose the resources of a continent and two oceans. Slavery 111 Oallfornle. Notwithstanding the positive prohibition of slavery in California, both by the Constitutionnf the State and the laws of Congress, it appears that the "peculiar institution" is gradually working its way through the "golden gates" of the Pacific. The San Francisco Herald, of the 12th ult., in the course of a long article, depre eating excited and •angry discussion on the subject of introducing slavery, makes the follow ing interesting statement : "It may startle those who happen to be ner vous on this subject, to be informed that slavery now exists and has always existed in California since the adoption of the Constitution. In the mining counties, and even in San Francisco, there are many slaves, and yet there is no mani fest derangement of public morals in conse quence, nor do the people generally seem to give themselves much anxiety on the subject.— There is no attempt to incite the slaves to run away, and they themselves never entertain a thought of such a thing. We know some of them whose earnings amount to as much as the pay of a post captain in the navy, and who can purchase their,freedom at any time, but are per fectly content with their present condition.— These facts go to prove that it will be difficult, without persevering in agitation, to generate bigotry in the minds of the people of California on the slavery question, or to convert it into an element of discord; and such persevering agita tion we hope never to see." How to Prevent the Croup This fatal disease prevails generally at this season of the year, and•frequently to an alarm ing extent, amongst children. A correipondent of the New York Mirror, a medical practitioner, in an article on this subject, says: " The premonitory symptom of croup is a shrill, sonorous cough. The patient is not sick —has no fever, as often in a common cold—is lively, perhaps even gayer than usual; his bands are cold, his face not flush, possibly a shade paler than usual. The solitary symptom may last for a few days, with no material increase or abatement, and without attacting any notice ; suddenly, however, the disease hitherto latent,. bursts forth in all .its fatal fury, and too often continues its ravages, unchecked, to the dread ful consumption. The remedies for this symp tom of croup are simple, and in most instances perfectly efficient. They are: a mustard poul tice, or a strip of flannel dipped in oil of tur pentine, or,. spirits of hartshorn, applied to the throat, and nauseating doses of Wives' syrup, to be continued as long as, the cough remains. By this timely employment of mild agents, I unhesi tatingly assert that a multitude of lives might be saved every week, that are now lost through 1 negligence and delay." The people have only to know that all power emanates from themselves, in order to assert their rights to a share In their respective gov ernments. This will be the ease, even with the boors of Russia—yea, Las Cases, you may live to see the time, but I shall be cold in my grave, when that colossal, but ill cemented empire will be split into as many sovereignties—perhaps republics—as there are hordes of tribes which compose it." [ " After a few more reflections on the future prospects of Europe, his majesty thus contin ued: 3 "Never was a web more artificially woven over a nation, than the horrible debt which en velopes the people of England. It has been the means of enriching the aristocracy beyond all former example in any country ; whilst it has, at the same time ensured as many fast and powerful friends to the government, as there are individuals who receive interest for that money so extravagantly squandered to crush liberty in other countries. But even that must have an end'—some accidental spark will ignite the corn. bustible mass, and blow the whole system to atoms. If this mighty debt were due to for eigners, these cunning islanders would not hear the burden an hour ; but would, on some pretez or other, break with their creditors, and laugh at their credulity—but they owe the money to individuals among, hemselves, and are therefore likely to enjoy the pleasure of paying the inter est for generations to come. France, too, has got a debt—these Bourbons think to maintain themselves on my throne, by..borrowing largely of the present generation, in order to lay heavy taxes on the next and all future ones. But I know the French people too.well to suppose that such a system can be long tolerated. I know that they have too much natural affection for their offspring to entail upon them a national debt, like that of England, however artfully in curred. No, no—my subjects are too sharp sighted to allow the property accumulated for their children to be mortgaged to pay the Ras simile and English for invading them, and for the. restoration of the Wells coils de imbeciles, who now insult them. They. will, after a time, make comparisons between them and me—they will recollect that the expenses of my government were defrayed by imports during the year—that my war cost France nothing—that I left her not one Napoleon in debt—but that I enriched every corner of her territory. Such comparisons will not be favorable to the, Bourbons—the French will cast them and their debts from their shoul ders, as my Arabian horse would a stranger who should dare to mount him. Then, if my son be in existence, ho will be seated on the throne, amidst the acclamations of the people—if he be not, Fance mill go back to a republic, for no other hand will dare to seize a sceptre which it cannot wield." Later From Texas. By the arrival of the steiniship Louisiana. Capt. Lawless, we have received files of Texas papers to the 23d. The flousum Telegraph states that a man named Bagsdale shot down a teamster named Smith, while sitting at hie camp fire near Bas trop, about ten days since. The citizens in the neighborhood assembled the next morning ex amined the prisoner, and condemned him to he hung. Mr. Smith had died in the mean time. A rope was fastened to a branch of a tree, and Based&le was hung up until life was extinct. The murderer doubtless merited his fate, but his executioners cannot be excused for taking the law in their on hands. Mr. Winston, charged with the murder of a Mr. Koker, of Richmond, was arrested in Hous ton by the shritT of Fort Bend county, and has been taken back to Richmond to await his trial. A man was arrested on the Washington road, a few days Since, on the suspicion that ho is one of the murderers of •Mr. Wayland, who was killed in Grymes county a few weeks since. lle has been placed in jail to await the result of the investigations that are to be made where the murder was committed. A letter of the 12th, from Austin, says that on that day the House had passed to a third reading, a bill which originated in the Senate, and which makes it the duty of the Comptroller to proceed immediately to the city of Washing ton and draw the five millions of stock which have been deposited there, in the Treasury of this State. A separate section of the bill pro vides that the Comptroller shall atthe same time draw the two hundred and fifty thousand dollars of interest due on the.lst of January next, on said five millions of stock. An effort was made in the Rouse to amend the bill so as to require the Comptroller to advertise and sell one million of the stook at the City of Washington, but it failed by a decisive vote. The same correspondent says that the suit of the State of Texas vs. john Delesdenier in the Supreme Court, which involves the question of the validity of the locations upon the islands and the patents Issued thereupon, has been ar gued before a special court, composed of the Chief Justice, Gen. A. Lewis and John Taylor, Esq. The impression appears to be that the decision will be is favor of the State. The Compliment!' of the East.
