Indeed, one of our most intelligent citizens, who has recently spent a considerable time in Europe, assures us, that one of .the most common inquiries among the capitalists of England, is in relation to the best manner in which to invest money in the United States. The indications are unmistakeable, that the loans of the other monarchies of Europe are regarded as utterly unsafe ; and it will not be long, we think, before the People will sufficiently understand the-nature and effect of the British debt, to prompt them to the use of the most vigorous means to rid themselves of so tremen dous a burthen. A Rolling NW at Steubenville. The Steubenville Messenger has an able edi torial article advocating the erection of a Rolling Mill in that flonrishing city. We know of no place in the West which affords greater induce ments for men of capital to embark in the man facture of Iron than our neighboring city on the Ohio. At present there is no Rolling mill in the place, and the merchants their rely upon Pitts burgh and Wheeling for their supplies of Iron and Nails. The National Fire Insurance Company have declared a semi-annual dividend of ten per cent, payable on and after the 10th inst. The American Mutual Insurance Company have declared a dividend of six per cent- on the capital stock, and an interest dividend of six per cent. on the certificates of profits issued in 1850, payable on demand. Con. At Philadelphia, the failure of Messrs. Ranke, Brook & Repplier is announced. We hear from Boston that Mr. A. J. Richardson, a large spec ulator in sugar, has suspended. His liabilities are about $150,000--mostly in this city. One Water street house is intor $90,000. Ills losses on sugar are supposed 'to be $lOO,OOO. The ' Lexington Fire and Marine Insurance Company of Kentucky, is announced by telegraph as having failed. Its business extended through the 'western as well as the eastern State, has for some years been exceedingly disastrous. To the great . conflagration in St. Louie, with losses on the western rivers and the lakes, were added other unusual losses. The Sacramento Times and Transcript says the auction houie of J. B. Starr & Co., which has always transacted a very large amount of business, hasmispended. This unfortunate event is attributable to heavy operations daring several months of continued falling markets. Collins and Robert Her mitt? to the amiable and gifted archbishop of New York, whose delicate and unremitting at tention will never be forgotten by his guest? to the host of kind friends in this city, in Phila delphia, Boston, Albany, New Orleans, St. Lou is, Cincinnati, and throughout the Union, who have responded to Mr. Clay's appeal, and in their farewell presents have furnished a memorial of gratitude and generosity too highly appreciated by the object of their sympathy and solicitude —too deeply engraven on his heart to be ac knowledged in the hacknied phrases sanctioned by conventional usage. There are emotions of gratitude too intense for language to convey; were it otherwise, glad ly would I attempt to give expression to my pro found thanks to my gifted and amiable country• woman, Miss Catherine Hays. Never will I forget the sympathy felt by that noble minded lady, or the spontaneous generosity (so character. istic of her Irish heart) which prompted her recent grateful and substantial compliment. Never will this noble act be forgotten by Father Mathew and when his early pilgrimage is over, when his stewardship ceases, and he is called to a state of ' future existence, where even the envenomed shaft of slander cannot reach, lung may her honored name be pronounced with gratitude and ' respect by the sons and daughters of that beau- , teens isle which she loves so well. To my own i beloved countrymen I most affectionately ten der a few words of parting, advice. Yon have, , t dearly beloved friends, relinquished the land of your birth, endeared to you by a thousand fond reminiscences, to seek on these distant shores that remuneration for industry and toil too often denied you at home. You are presented here with a boundless field of profitable employment and every inducement to persevering industry. Yon are received and welcomed in the great American family with feelings of sympathy, kindness, and friendship. After a few years you become citizens of this great republic; whose vast territorial extent abounds in all the mate rials of mineral, agricultural and commercial wealth ; the avenues of fame are liberally ithrown open to you and to your children, and no impediment (save of your own creation) exists to prevent you attaining the highest social and civic distinction; and will you any longer permit those glorious opportunities to pass unim proved` or, rather will you not, by study ing self respect, and acquiring habits suited to your new position, aspire to reflect honor alike on the land of your birth and your adoption I implore you, as I would with my dying breath, to discard forever those foolish divisions —those insensate quarrels—those factious broils (too often, alas, the fruits of intemperance) in which your country is disgraced, the peace and order of society violated, and the laws of hear- Citizens of the United States-1 fearfully pray that the Almighty Disposer of human events, in whose hands are the destinies of nations, may continue those blessings and favors which you have so long enjoyed—that your progress in every private and public virtue may keep pace with your unexampled prosperity—that you and your children's children may be ever true to the great destiny that awaits you, and to the spirit of those institutions under the fostering care of which you have so rapidly progressed. May your country still extend the hand of success to the helpless exile, afford an asylum to the pef. scented, and a home to the oppressed—and thus inseparably connect her future destiny with the interests of universal humanity. Times.] We received by the Baltic, a private letter from a distinguished American gentleman in London, who probably enjoys a wider and more intimate acquaintance with Continental politics than any other American in Europe. He has long been acquainted personally with Kossuth, having known him in Hungary. He states that it is Kossuth's intention to remain in England ten days, and then come to the United States in one of the steam packets. We take the liberty of publishing the following extract from hie letter, having reference to a topic that has attracted a good deal of attention here : LONDON, October 24, 1851. Kossuth has arrived. His admir able discourse at Southampton, which is in the Times of this morning, has produced to-day an immense sensation. * * There may be some feeling in America on account of Kossuth owning first to Southampton ; but long before the Mis sissippi was sent, he had made arrangements for putting his children to school here, Mr. Cobden having kindly offered to take charge of his daughter. It was to settle his wife and children, as he had all along proposed to do, that he wish ed to touch at Southampton, and one would suppose tbat the public fee li ng of the United States would censure either the Captain, who refused to bring him here and wait three days -tor him, or the Secretary of the Navy, if this act were caused by the stringent instructions to the Captain. Mr. Secretat7 Walker, who is here, blames the Captain much, declaring that Eng land, by her efforts, had done enough, (apart from considerations -to- his family) to justify Kossuth in stopping here a few days on his way to America.
