After the fire had been extinguished, Chief Engineer Downey had a little difficulty with some of the policemen in regard to the, re moval of the rope which had been stretched across Chestnut street. As there was no further need of the rope, the Chief desired the street to be opened so as to give passage to the ears hich were stretched along the track for Hey sOliarm---The police, - ,however, refused to remove the ropes, and as the Chief Engineer didn't wish to quarrel about the matter, the ropes remained. DOINGS OF THE DELAWARE HARBOR Po ticE.--Lient. John G. Smith, of the Delaware Harbor Felice, presented his semi-annual re port to the Chief of Police this morning. It contains the following statistics : Drowned bodies recovered - 43 Rescued from drowning 17 Committed suicide - by drowning.— ....... 4 Prevented from walking overboard 24 Drowned, and bodies not found . 4 Lieutenant Smith recommends that lines, hooks, grapplings, &c., shall be placed in the docks at convenient distances, so as to be ready for use at all times. Also, that the headS of the docks be better protected, as manyper sons walk overboard merely on account of the want of something to prevent them from do ing so. In this connection the report state that there are no lightS on the east side of Delaware avenue, between Coates street and Mead alley, and the docks are, therefore, in __total.darkness. Mc Natnee ' a policeman of the Tenth District,was before Alderman Beitler,lthis morning, upon the charge of assault and battery on John Smith, residing at N 0.19 North Seventeenth street. Smith is a cripple, and scarcely able to help himself. On Tuesday night he and some friends were at a tavern at Front and Otter streets. They made a noise. McNamee came up, and Smith was seized, nippers put on his wrists, and he was dragged from Front and Otter streets to the station-home. The next day he was fined. McNamee was held in four hundred dollars'. bail for a further hearing. Warrants were issued for three other obi cers alleged to have been concerned in the as sault. CHINA The Massacreof the French Missionaries at Tientsin. ' [From the London Globe, July V...] . . . Unfortunately the rumored massacre of the French Consul and members of the Roman Catholic establishment at Tientsin, in China, is now fully confirmed. The Russian govern ment has received a telegram, dated Kiachta, July 6, in which it. is stated that on the 21st Jute the Chinese populace at Tientsin rose against the Roman- Catholic missionaries and murdered not only the priests and sisters of charity residing in the town, but also the Frenc . h Consul, his secretary, two French merchants and their wives and two young Russians - : Not content with wreaking their fury on these _unhappy pereons, the mob burnt ihe French Consulate, the Roman Catholic ehurcli and the hospital of the sisters. Of the cause that led to this outbreak we know ncthing as yet. One thing, however, is certain, and that is that the fury of the mob *as directed only against members of the Roman Catholic religion, and notably the priests. The - two RuSsians were probably murdered in mistake for Frenchmen. We shall most likely hear that the same wild re ports as to the murder of infants by the mis sionaries—for the purpose of making medica mentslinin their eyes, brains, & - c.,which have been at the bottom of all the missionary rio+ that have lately occurred in China—are the cause of this one also. The Chinese Govern ment may congratulate itself that France has a much more serious matter on hand just now +ban that involved iu this massacre. That it will be passed over is not to be expected. An expedition will doubtless be sent to ixenge the insult to the French flag, and-once . more the Pekin government will be called upon for indemnities. and further treaty con cession. SLAVERY IN LOUISIANA Rescue of Three Children We copy the following from the Baton Rouge (La.) Courier : On Tuesday last a colored woman, by the ame of Lydia Ann Williams,appearod before . ,13: Van Ornum, - United States Commis sioner, in this city, and made affidavit that _.her three.children were_being hold in a total° of bondage and slavery by Mrs. Nancy Fore man, widow of John Foreman, lately de --4-2,--ased residing near - Bayou - Manelfac,`in this parish. A warrant was placed in the hands of a Deputy United States Marshal, and on Thurs . day morning the children, aged respectively fourteen, twelve and eight years, were brought before the Com missioner and examined. The facts elicited proved that they had been kept under a close surveiffince, and not allowed to leave the yard of the premises on pain of severe punishment, or to speak to or otherwise communicate with people from other planta tions ; that their treatment had been extremely cruel and oppressive, and that they were so completely intimidated that they did not dare to make any effort to e-cane. One of the chil dren, a boy twelve years of age, vas hired to a neighbor for fifty dollars a year, and when found was plowing in the field in a state of perfect nudity. It appears that these people were in the habit of cruelly beating the chil dren almost daily. One girl, fourteen years of age, had been severely beaten the same morn ing on which the arrest was made by the Mar shal.
