EIMMii CITY. BULLETIN • . .FltAritiLlN INSTITUTE.—The regular monthly . meeting of the Franklin Institute Was held ~last evening. The meeting :was called . to order „at about ten minutes after eight by 3r.r. Cart-: 'wright, who, in the absence of the7 , President 'and . 'three - Vice Presidents, was elepteil Chairnma. After the reading of minutes, reports from .committees; Sce., the paper announced for the evening, on Slide Valves,"was read by Mr. Thomas Adams, Engineer, of London. This was a very interesting. viper, and, moreover, wa4 delivered with great clearness and force. The enormous loss of power from friction in' slide valves and their eccentrics, as generally constructed,' was demonstrated by calculation . and shown, to amount, in the case of an ordil nary locomotive, to no less than thirty horse power. The various proposed remedies were then diS cussed,and their causes of failure explained. The principle that to keep moving surfaces in.con tact in the presence of steam a pressure must be exerted equal to that of said steam on their Contact area,was then announced, and demon-: strated by the relation of varidus experiments, and then the method in which this principle, :bad been applied to solving the problem of the -slide valve was shown,_ These valves are now in use on most of the railroads in England, and'ou several in this country. After this paper, the Secretary's report was read, including notices of the air-coinpressing raachine the Mt. nis , Street Tunnela ry in at Chicago, Ce PneumaTunnel tic Pi the ers, and other mechardcal matters. The results of a number of late ngtronomical discoveries with the spectroscope were exhibited by means of :photographs projected on the f3ereen, and some 'speimens of sugar,' and starch- repared from the'sweet potato .by y.r. B. H. l3artol, with an analyids Of the matena,,l were also presented. The amendment to the by-laws, providing for - the organization ,of sections, proposed at the last - meeting, was then adoted.; after which the meeting. at a late hour adjourned. HOUSE O F 'RE Fray, IN. THE FUGE.—This - merning, about s,o'clock; fire broke out in :the White Department of the House of Refuge. The flames originated among some ',rubbish, in the picking room of the bktish nuinufactury, which is located in the wing of the institution - running north from Parrish street, on a line with Twenty-second street. An alarm , was communicated to the Central Station, and the Fire Department was soon upon the .ground. Is Several engines were admitted into the yard of the institution, and 'some of the companies took hose over the wan means by eans of ladders. ' The flames were :extinguished before - any serious damage had been done. The building is insured. The `brush manaactory is operated by Messrs. Vanhorn, Eckstein & Co., and the loss upon stock was about ~$500., upon which there is no. "insurance. The fire caused considerable excitement among the inmates of the institution. The wing occupied by the boys is located upon the opposite side of the prenaises,and was not con sidered in any imminent danger, but the ju veniles were ,let loose and wore allowed the freedom of the yard. Necessary precautions were taken,. however, to prevent the escape of - any of them. The origin of the fire is mysterious, and is being investigated by the Fire Marshal. Two young women named Kate Caslin and Rose Riley got full of whisky last evening and were arrested for disorderly conduct at Tamarind and Green streets. Rose pitched into Mr. Policeman Sullivan, pretty sharp; she punched his bead.and bit his arni. severely. When the prisoners were brought up before -Ald. Toland for a hearing, a man appeared and alleged that -he had been enticed into a house in the neigh borhood by the defendants, and was there drugged and robbed of 821. Kate was com mitted to answer the charge of larceny, and Rose was sent to prison to await trial for as sault and battery. As time will probably not permit a personal interview with all those who may wish to communicate their views, it is suggested that gentlemen desiring to propose modifications of the existing tariff should do 80 in writing. We understand that the Committee will hold a prelim:di:tau' meeting at the Continental Hotel neat y morning. Rollo .way, who has discharged the duties of turnkey at the Sixteenth District Police Station (West Philadelphia) during the past five years. Mr. Holloway was an honest, intelligent and effi cient officer, and always discharged his duties in a satisfactory manner. JUMPED OvERBoAnD.—A woman named Hague, who carried a child in her arms, jumped into the Delaware at Willow street wharf this morning. The woman and child weNboth rescued by the captain of a vessel lying at the dock.
