BOTTOM Waratooma, 914 Chestnut street. seillAG -EVENING-BIJLLETIN:' Tbiotreday, 'Dticember 17, 186 S. THE FORENTALILEU4S. We are glad to see that although the Penn sylvania Republican delegation is divided on the "forestalling scheme," moat of the very ablest, most eliable and best of our represen tatives are arrayed on the right side of the question. Messrs. O'Neill, Myers, Taylor, Covode, Broomall, Mercur, Miller and Soho-- field have boldly taken the only tenable and 'rife refOrence to thliTecheir7t to defeat General Grant in the organ ization of his government. And there Is evidently strength enough in the F41 . 9.11C0 Committee of the Senate to oppose the foreetallers in this movement. The nom ination that has been made for the important post — of Commissioner of Internal Revenue is confessedly so opposed to the will of the IReptiblican party of Philadelphia and of this State at large, that no pretext In its .favor can possibly be urge d by those who are advocating It. The fact of Its having secured the approval of Andrew Johnson in these dying hours of his bad reign world have been enough, alone, to arouse suspicion and challenge the closest scrutiny. But no close scrutiny Is needed in a case where no defence is or can be set up. It is part of a scheme to interfere with President Grant's appointments, which every Repub- Bean press and every Republican representa tive should unite to oppose and condemn. Ann if the scheme were to be carried out by the nomination of proper men, of honest, ca pable, reliable, active and true members of she Republican party,it would be bad enough. Bat such men cannot be found for such schemes, and therefore it ie, for the double reason that the scheme is bad and its bene ficiaries worse, that our faithful Representa tives whom we have named above are found, where they should be, arrayed against it. It will be an honor to the Republican parry if this intrigue is crushed. It will be a lasting stain upon all connected with it, if it is per mitted to succeed. WOMEN'S WAGES. The House passed a little resolution yes ' terday, which is one of those moves in the right direction which will be a strong disap cpointment to the Anthonys, Pillburys, Stones and other strong-minded women "Who live upon nothing but victuals and drink,' , upon the viands of agitation, scolding and complaint. By a vote of 123 to 27 the House resolved "That all females in the employment of the Government be allowed equal pay, where they perform like services, with the males." Here is the recognition of a principle which we have long advocated, a principle which rates wages by the labor done, and not by the lalaorer who does it. There never was any earthly reason why a woman who sets type in the Government Printing Office, or performs clerical duty in any of the Depart ments, or counts money in the Treasury or the Mint, should not be paid precisely the same wages as if the work were done by a ‘: man or a boy. The resolution of the Housa is sensible and perfectly practicable, and we trust that the Senate will confirm the action. There Is but one mimes objection to it, an objection which held good in that other reform known as tmrincipation. It robs an interesting class of the community of one of its pet grievances. Just as the abolition of slavery carried discomfiture and discontent to the ultra wings of the Anti-Slavery Socha . lies, so this reforml be as disagreeable to the feminine agitators of the Cooper lust!- ' tote stripe as was the discovery that Governor Geary was not a monster and that Hester 'Vaughan was not exactly a saint. Still, this objection is not sufficient to prevent Con gress from adopting this excellent measure The Cooper Instituters are fertile in inven tion, and there is no danger of their stock of grievances running out during the present generation. They have a long distance to fall hark, before they are reduced to their "last ditch." The memorial of the Union League of New York was presented to Congress on Tues day. It discloses a terrible picture of' the utter demoralization into which Tammany - Ball has plunged itself and its followers. The - , general outline of the monstrous trawls by which the huge Democratic majorities of IleW York are rolled up are pretty well un derstood by the public, and they are so glaring in their moral deformity that it is wonderful to see Mr. Brooks attempting the childish experiment in Congress of raising a piping cry of "Stsip Thief t" in the forlorn hope of mitigating the storm of popular in dignation which this state of affairs has OX /cited. He talked about the Union Leagues of Philtitlelp.hia and Now York with all the ab- surd nonsense Of Irfourth-rate - stump orator' of the Democracy, and as, he throws himself in front , of the ` deierminetion of the People to bat; , the bush < of New York city , brrallgatctl pm:ll66d, .he reminds the Country of nothing., but Dame Partington, broom 'in hand, stoutly doing battle against:the advancing tide of the .&tlan •• tic. Such bravery as Illx.,lircioks db . :playa in attempting to palliate the monstrous , crimes of his party •by denouncing his opponents with such ridiculous charges as he makes, , is rather to be rated as impudent fool-hardiness than as anything like honest and sincere moral courage. If Congress will let its probe go boldly and deeply into the foul ttleer •of New York politics, there may •yet be some hope for a cure of what looks almost like a desperate and fatal condition of disease. TIM D'HUTVETTER. SALE TO-NIGIIT.--The Col lection of- kr. D'llnyvetter at the Aca n derny of FitiC Arts may be examined during the day in its ciimpleteness; the sale commencing' his evening, (at leir..Scott's Gallery, opposite), we stippose that according to custom the. inner , or northwest room will be emptied and closed alter , dark to night. Wo have already frequently mentioned M. D'Huyvetter's claims to confidence, as a com patriot and friend of the best, Clermah artists; his importations offer the opportunity to buy ori ginals still fresh from Continental easels; at more reasonable rates than could be obtained by direct communication with the artiste. With the sen sitive feeling of 'a man of honor, M. D'Huyvetter offers the most open facilities for testing the genuine authorship of the paintings he exposes; a paragraph at the head of his catalogue arranges a plan of corroboration in cases where the pur chaser is sceptical. The full collection, to be divided between this and to-morrow evenings' sales, numbers ono hundred and seventy-six pictures. These are signed by such respectable nruncts4E. Bosh, Ten Kate, Koekkoek, Henrietta Bonner, Verboeck hoven, Count'de Bylandt, Webb, Sondennfam, Krusemann,Herzog and Verschaur. Eighty-men of the works will be sold tonight..--Nos. 2,9 and 10 are by De Vos, of Courtray, the first entitled "The Organ Grinder's Companion," the others being "The Attack" and a pendant to the same. The Marine, by Funck, (17) represents_ sloops with sails set, passing*over a rippling harbor: No. 20 is a Brussels-school picture, a river view in Rotterdam, with quaint Dutch architecture, by Berlin: No. 25, by de Braeckeleer, - is a carefully finished figure , picture, entitled "The Morning Call." No. 26, another of Do Vos'anmnsing ani mal pictures, representing dogs and a monkey. Interesting and conscientiously finished pictures are No. 30, "The Lesson," by • Dam sebroder, and 38, "Little Brother Sleep's,", by tiondermann. Verschndor's Stables with Horses,_34 and 61, Are good studies of sturdy F anderi breeds. -Schmidt's Interior " The Hap py Home," is a neat Dusseldorf bit of genre. A different school of art, and perhaps a better one, has produced Verlat's (of Paris) " Might is Right"' a moat risible monkey-group. David Col, a celebrated Antwerp name, isigns No. 66, " Waiting for a Nibble." Van Runk, of the same city, (a gold medal of the 1866 Brussels salon), has a good scene of—Stable_ at feeding time, No. 68. The above are all included in to-night's sale. To-morrow we will resume.and indicate the bet termost of the gallery then to be dispersed. These paintings are not of the very first class, but then, as the prices will correspond, the pub- lic will have no quarrel with the fact, The colla tion contains a large assortment of good, respec table, furnishing pictuers, which our citizens' parlors need never be ashamed of, and which at this Season, offer enticing suggestions for- holi day presents.
