There are, 'end always have been, exceptional women, from the days of Deborah the pro phetess down to the days of Miss Dickinso n, whose mission has been to move and act in public life, bet they have not averaged q the One to a generation. Mr. Greeley evidently recognized this historical fact when he under to( k the difficult task of directing a meeting whose speakers were all to be the strongest minded women and the weakest minced men. In his opening speech he beg - d that they would not jeopard their cause by talking nonsense or false sentiment. With a pathos that recalls Dora Copperflald; he legged them to be practical, and, if possible; to stick to facts. Then Mr. Greeley took his seat, in a hopeless sort of way, and he strong minded women and the weak-minded men had it all their own way. The speeches rambled all the way from the most indelicate physiological disquisitions, which must have been very edifying to the promiscuous audi ence, down, or up, to appeals for female suffrage and woman's rights generally. It would be difficult to select any particular speech whiele was more objectionable than the rest; for all were extravagant in their languate,exaggerated in their statements, and ellen most absurd in their reasoning. We Dave already commented upon the im— pertinence of this interference in New York With the duties of the Governor of Pennsyl vania, end we trust that His Excellency, in whose hands the case of Hester Vaughan is abundantly safe already, will treat thitOle imonstrktion as it deserves. We trust, on the other hand, that the Governor will not be influenced adversely to "Glorious Hester Vaughan!" as one of the Cooper Inaltute oratrices so ridiculously called ter, by the extravagances of her ill judged r advocates. At t time th it this paper was urging the reprieve of Alexander, we took the trouble to satisfy ourselves that Governor Geary did not intend to bang this woman, and we cannot, therefore,symp i thiz2 with some of our contemporaries in their zeal for this "dying w imam" whose life in no danger whatever. Tne evidence was wry strongly in favor of her guilt, and the punishment of imprisonment which she is undergoing is very Heti', iu view of the rapid increase of the monstrous crime of infaati cide. The guilt of the man who is respon aible for this unfortunate woman's ruin should be visited upon hie head; but it does not con - stitnte any reason why her after crime shout. l not only go unpunisned but be used to ex ilt her to a sort of su.dal cancnizition. We are always advocates of executive and judicial .mercy, but mercy without justice, fashi able as it is becoming, is a moat mleoltievou a element in any society. There are three points of this C3aper Insti tute demonstration which dem and attention. The reckless libel upon the g )od name of the women of Penugylvania, uttered by one of the Rpealiere, deserves prompt denial and eademnation. The women of Pennsylvania "came behind in no good work," and the as &Aim that they are not interested in the wel fare of the sinning and suffering of their sex cannot be otherwise than wilfully untrue. If Mrs: Stanton or Mrs. Kirk or any other of these women know the name of the father of Hester Vaughan's child, and can prove their knowledge,they are bound, by all tee laws of right and honor, to make it known. But if, as one of them confesses, Hester Vaughan has steadily refused to Iden tify him, and they cannot prove their asser tions, their reekk.ss _insinuations ought to Lave great weight in discrediting this whole Cooper Institute demonstration. THE TAX ICILVE. The Finance Committee of Common °min ed yesterday reported in favor of fixing tne tax rate at $1 80. The Committee does not express the opinion that this is sufficient to meet the'expenees for 18G9, and the excellent, minority report of Messrs. Littleton and Dil lon proves very conclusively that $2 20 ejthe lowest rate that will really do al. Tat) Committee excuse the $1 80 rate, principally on the ground that Councils are averse to im posing heavy taxes upon the people, but d not explain how the burdens of the pa)* ,Te lightened by the continual in crease- of indebtedness,' which follows this bad system of fixing the tax rate below what is needed, and so coming out at the end of each year with a heavy deficiency. Tue exposure of the mtsconduz.t of the Democratic minority, in refusing to vote for loan bills to meet necessary perma nent improviments, is proper and just. Hut if a ;factious minority can, in this way, pre— vent the payment of the City's just debts, it is the greater rests= why the tax-rate, which does not require a two-thirds vote, should be fixed at such an amount as will render loan bills, as far as practicable, unnecessary. The fact that no adequate rate has been fixed since 1854, is not very strong argument for continuing a bad practice. The people 01 Philadelphia simply aek two things : every possiole re trenchmeut and economy in ex penditure, and a just and prompt- payment of their debts. If our legislat.ors will grapple boldly and fairly with these two ideas, we shall hear no more of the people's aversion to adequate tax rates. If "conscience does make cowards of us all," it does not always impel us all to mike restitution when a wrong is done. But the conscience business is beginning to affird a nice little revenue to the United St ites, eminent. It appears that the anonymous receipts of "conscience money" at the Trea sury, from November, 1863, to July 15t,1867, were $47.600; and during the flusil year end ing June 30th, 1863, they amounted to $40,000. If the one-hundredth part of the money cut of which the Government his been swindled since it was ewsblistied were restored as "conscience money," there iv , mll be a haLdsome reduction of the national debt. Mit virtue of this kind must bs improving when $49,000 are restored in a single year. It is not to be wondered at that stealing is practiced ruder an administration that 'has done its best to make the greater crime of treason respect able, instead of making it "odious" as was promised. Mr. Disraeli, profiting by the lesson of the late English elections, has resigued, and has tendered also the resignations of his associates in the Ministry. Because he refused to re sign when defeated in the House of Com mons, he was condemned by many. Now that he has resigned after suffering a still worse defeat on an appeal to • the 'new con stituencies, his conduct might be esp.•cted to receive the approval of the press of Bugland Bo it does, in most of the journals; but the London Times, which never spares a fallen man, condemns his resignation as cowardly. The "leading journal" always was a trimmer, and in denouncing the defeated statesman, evidently hopes to secure the confidence and favor of the new ministry. Morris Perot & Co., No. 621 Market street. The apartment being filled with combustible material, the flames mace great head way in a few momenta. The fire quickly burned through the cellar ceil ing, 8114 In a few momenta the store itself was in a light blaze. With the rapidity of llghtutog the flames spread upwards it:trough the hatchway, and in en incredibly abortspace of time the entire building, from cellar to roof, was completely en veloped in a ahem cf fire. Tire building east of the drug establishment was filled with light cottage furniture. Tar t,mlding west was filled with leather, and a great stock of ii flammable material A s=ore of streams ware-playing upon the fire, but they only seemed to aggravate it, for it crept steadily back to Dom mercy street, and expanded until tbeentireupper stories of the structures on either side were ablaze. The efforts of the firemen to save the Perot building were utterly futile. for it was not until there was nolhing within that was not con sumed, except the iron supports to the floors, that the flames went down. During the height of the conflagration, so intense was the heat, that the crowds standing on the opposite pavement had to move out of the way, in the fear of bt ing scorched, and the paint on some of the buildings on the south of Market Street Was blis tered. The building No. 621 Market street is five stories in height, extending back to Commerce street. The first two stories of the Market Street front wore of iron. the remaining of presser' erick. At the time the occupants, Messrs: Perot tit Co., bad on hand a very-lam stock of drags, paints, and all manner of chemicals. Everything was lost. So rapidly did the flames shoot up, and so quickly was the entire building filled with dense, suffocating smoke, that all the occupants hurried Cu' just in time to miss a sc4rebing. The books and the clothing of the emplot es were de stroyed, hardly thn e-quartersof an hour elapsing from the time when the fire was first discovered until the building was a complete ruin. The general excitement was considerably heightened by several explosions of chemicals, which threw up great volumes of smoke anti Ii 401R9, and scAt tered.sparlis in showers on every hand. The wind carried the flames on to the roof of No. 619, and they slowly worked their way down wards until the three upper stories wore cem ph on fire. This building is occupied by Messrs: Kilburn, Gates , fir Co. It is five stories in height, and, like the one adjacent, extends back to Commerce street. The entire structure was ©llea with cottage furniture. The ft tines, once gaining possession, could, not be dislodged until the upper portion of the building was well eaten up. In the third story, during the height of the conflagration, a fireman wag penned in a corner by a barrier of Hama, and was only rescued with out a scathing by the proclapt aid of his brethren. A lad named Eugene Madden, employed in PeroCe store. bad drawn some black varnish for a caste mu- and got some of the material on his lianas. He then went into the getter and drew off some turpentine into a measure and used it to get the varnish off his hands. Ile had with him a metal lamp tilled with coal ell. This be placed on the floor by his aide. When be got up be accidentally kicked over the lamp. The oil ran from the top of the lamp and commenced to blaze. The Rimes ran towards the measure containing the turpentine. Madden threw his coat 'elver it and made every effort to fubdne the fire, but owing to the vapor in the room it got beyond his control, and he ran up stairs and gave the alarm. The fire spread so rapidly that those in the counting house did not have sufficient time to lock the door of the fireproof. The safe fell into the cellar in such a manner that the door was down and was thus effectually secured tram the ravages of the fire.
