'Gideon Welles, Secretary of the Nary — DEAR Sur: In compliance with your sugges tion, at the close of the conference between you, my colleague on the Investigating Com mittee, General Stevens, and myself; this morning, I beg leave to bring to your atten tion one or two points for official investiga tion. You have in possession of the department, I believe, a copy of the paper to which I in vited your attention, headed, "List of tools and machinery contracted for by the Etna Iron Works, New York,John Roach & Sons, proprietors, showing the prices at which the contract was awarded, and the bids of other manufacturers for tools, &c., of the same kind, and of the same or nearly the same capacity." This paper, as appeared in the course of our investigation, was also submitted to the Board of Engineers ordered to report to the department on the propriety and economy of the purchase of so-large a number of second hand tools. The fact to which I invite your attention,is,that it does not present the prices of the two firms of established tool makers, whose names stand at the head of its compar ative columns, but is false and exaggerated, as you will learn by inquiry from Bement & Dougherty, and William Sellers & Co , both of Philadelphia, whose names stana at the head of the columns. The paper justifies the reader in supposing that bids for the tools in question were solicited, or had from these firms, which is not the case, no application having been made to either firm at or about the time of the purchase of the second-hand tools specified in that list, or the several contracts with John Roach & Sons, of June 28, and September 23, 1867. and January 6, and February 27, 1868. The last lists of prices of such articles obtained from these firms were respectively of the dates of 24th and 30th of August, 1866. In the month of May following,' and preced ing the - purchase of these second-hand tools, and of any of the contracts with Messrs. Roach Sons, both of these arms published price-lists showing a reduction of more than ten per cent. on their price,of 1866, yet it ap pears from copies of these lists of prices fur nished in August, 1866, that the prices said, in this comparative table, to have been asked by them in 1867, are actually greater than those presented in the list of 1866, to which I have referred. You will bear in mind, if you please, that referring only to the comparative statement sunder the official stamp of the Department of steam Engineering for the Philadelphia Navy Yard, and to copies of the August, 1866, lists .of prices of these gentlemen under the same .oflieutl stamp, and furnished us by the de partment, we showed you, in the instance of planing-machine,that Bement & Dougherty were reported in the comparative list to have asked 58,400 for a 6-inch planing-machine, TN bile in 1866 they had asked but $7,600 for Should you desire to examine the testimony token by the committee, I will transmit it to you as ,I receive it from the phonographer. Shanghai—Chinese Peculiarities, Su perstitions, [Correepondence of the Providence Journal I The immediate surroundings of the Chi nese city of Shanghai are anything but invit ing. Not far from the city a stream, only a few feet broad, empties into the main river, the Woosung. This stream, in its course, flows around a portion of the city. It is dirty and muddy as the banks it runs between. It is an avenue of trade, and crammed with (Alines° boats, small and great, so that it seems impossible they could move, and yet, though slowly, they are continually going up and down the stream. On the top of one bank is the narrow, muddy road, and the thickly tenanted shops and dwellings of the outward town. On the other bank only a narrow space separates from the city wall. The wall is sixteen or eighteen feet high, is built of large, rough grayish black tiles, has small regular embrasures, and, in a number of places, there are let into the wall tablets bearing Chinese inscriptions, and telling of the occupancy of the city by the rebels a few years ago. The low, crooked, and tunnel-like way— always guarded by Chinese soldiers—admits to the city within. Here are narrow streets paved with huge blocks of granite, almost always slippery with the thin glutinous mud; lines of low, irregular buildings, with cheap looking fronts of light frame-work, around and over the entrances to which are signs, small and great, green and scarlet, and yel low, and black, with the cabalistic Chinese characters upon them and behind the counters within, half a dozen Chinamen whose sole vocation seems to be watching the passers by. As you pass these streets you can Bee an endless variety of things, both novel and strange. In one place the dull blue garments of the Chinese exposed for sale, in another a small cramped place where Chinese idols are made, this little stone alcove containing a painted idol, and gilt tinsel and colored cloth tinsels, and smoky with burning incense, is the shrine of the god of medicine, and the weman and boy walking away and reading the yellow paper they hold in their hands, by paying a few cash, and knocking their heads upon the ground before the idol, have ob tained a prescription for the curing of their malady. The Chinese friend with me asked to see the paper,and reading it, turned about, smiling, and said it was a direction for making a decocticn from simple herbs, which could do neither harm nor good. If you stop a moment on this little arched bridge of stone, you can see upon either side a narrow stream, muddy and filthy, and yet men are drawing from it to fill their buckets, and at every door the water is used. The houses that line the stream look rickety and patched. On one -side a narrow walk perched upon poles, makes an avenue of travel, and people are continually going up and down it; on one of the banks, where it looks green, and behind a neat wall, is a Gothic Chapel. It is the Mission Church' of the American Episcopal Board. Its interior is as neat as possible, and those thin, yellow-leaved books contain the service in Chinese. In the rear is a school, and the Christian China woman row in attendance can talk to you in English. This large place, where the pools are stag nant, is one of the tea gardens. It is half filled with venders of toys and sweetmeats; with groups gambling upon the ground; with exhibitors of shows; ancLthere's a kind of cosmorama, and for ten cash you can see the Madeleine and the Arc du Triomphe. There are cripples and beggars upon whose deform ities and sores it is impossible to look, although you are told they have done this to win char ity. That two-story house, with lattice-doors and windows thrown open, is a tea-house,and the crowd you see there are drinking tea and eating roasted water-melon seeds. A visit of fifteen minutes is full of interest, and you vote the thick, colored, hot napkins an excellent institution. An Important Notice to the Public. [From the dun Francisco News,l Messrs. Besides these articles I have to carry along "a valise for myself, and a jug, and I may be discommoded unless some of my things go by the steamer of the 18th. The baby is not well, and appears to get worse all the time. I think maybe it has got the mumps, or the consumption, or something of that kind. These are things . I do not know anything about. It must be one of those, because I have doctored it for fits and measles, and all those things, but still she gro ;vs worse. She had better go by the steamer of the 18th. Ido not think she will keep for the :;oth. To tell the plain truth I am sorry I agreed to take this baby along. A baby is too troublesome—altogether too troublesome. I have had a baby at sea, and 1 know. Once I had twins on a ship, and I never suffered so much in my life. Please come and get this one, and ship it per steamer of the nth. Most of the other articles had better go at the same time, especially the cow and the idiot. If I were relieved of those I could take some more women,and may be another trunk or two. Mari: TWAIN. Fishing for Sharks. A letter to the Boston Transcript from Martha's Vineyard gives an account of the adventures of two amateur shark-fishers. The writer says: "In company with a friend from Boston I sailed to the shark grounds, five miles from this town, and about a mile from Cape Poge Light, which is on the northeastern extremity of Chappaquiddick Island. Our pilot on this trip was that ancient mariner who rejoices in the cognomen of 'Swordfish Dan.' We caught fourteen sharks, two of them being cif that variety known as the blue shark, whose double rows of saw-like teeth present quite a formidable appearance. These creatures were about twelve feet long; the others were red- shanked sharks ranging in length from six to ten feet. "There is much sport in capturing these monsters, who are not non-resistants, and have a way of rushing through the water which is favorable to the production of blis ters on ungloved hands. When they are brought alongside the sport becomes still more exciting. While one or more persons hold on to the line, another individual beats the head of the struggling shark with a wooden club or iron bar to end his sufferings, and make it safe to take him into the boat. All this seems very cruel, and may require investigation by the Society for the Preven tion of Cruelty to Animals. "Besides the fourteen sharks that we hauled into the boat, we hooked six others that contrived to escape. Twice each of us had a shark alongside at the same time, and there was a good deal of excitement in con sequence. We have not yet tried sword fishing, which is a favorite sport hero, and in the season gives employment to many fisher men. I have preserved several sharks' eyes in alcohol for the inspection of my friend the occulist, and to show to some of those in credulous persons who otherwise would be unable to 'see it in that light,' and thus con vince them that this is not, in an untruthful sense, a 'fish story.'" These men, who, a few days 'since, were seeking as supplants that Congress would give them power within their respective States, are today the masters and controllers of the actions of those bodies. Enter ing them with minds tilled with prussiona, their first demands have been that Congress shall look upon the States from which they come as in conditions of civil war, that the majority of their populations, embrac ing their intelligence. shall be treated as public ene mies: that military forces shall be kept up at the cost of the people of the North, and that there alai! be no peace and order at the South save that which i.e made arbitrary power. Every intelligent men knows that these men owe their seals in Congr es s to the die order in the South; every man knows that they not only owe their present position to disorder, but that every motive springing from the love of power, of gain, of a desire for vengeance, prompts them to keep the South in anarchy. Waite that exists, they are independent of the will or wishes of their feilow-citi- Zeus. While confusion reigns, they are the disp en sers of the profits and the honors which grow out of a gov. errunent of mere force. These men are now placed in positions where they cannot only urge their views of policy, but where they can enforce them. When others shall be admitted in this manner from the remaining Southern States, althourrh they will have in truth no constituents, they will have more power in the Senate than a majority of the people of this Union living In nine of the great States. In vain the wisest members of the Republican party protested against the policy that led to this result- While the chiefs of the late rebellion have submitted to the re sults of the war, and are now quietly engaged in use ful pursuits, for the support of themselves and their families, and are trying by t.he force of their example to lead back the people of the South to the order and industry, not only essential to their well-being, but to the greatness and prosperity of our common country, we see that those who, without ability or influence, have been thrown by the agitations of civil convul sion into positions of honor and profit, are striving to keep alive the passions to which they owe their eleva tion. And they clamorously insist that they are the only friends of oar Union—a Union that can only have a sore foundation in fraternal regard and a common desire to promote the peace, the order, and the hapti nese of all sections of our land- Events in Congr es s since the adjournment of the Convention have vastly increased the importance of a political victory by those who are seeking to bring tack economy, simplicity. and justice in the adminis tration of our national affairs. Many Republicans have heretofore clung to their party who have re gretted the extremes of violence to which it has run. They have cherished a faith that while the action of their political friends has been mistaken, their mo tives have 'been good. They must now see that the Republican party is in that conditiOn that it cannot carry cut a wise and peacetul policy, wnatever Us mo tives may be. It is a misfortune, not only to the country, but to a governing party itself, when its ac tion is um heel ed by any Com of opposition. It has been the misfortune of the Republican party that the events of the past few years have given tt eo much power that it has been able to shackle the Executive, to trammel ti.e Judiciary, and to carry out the views of the most unwise and violent of its members. When this state of things exists in any party, it has ever been found that the sober judgments of its ablest leaders do not control. There is hardly an able man who helped to build rip the Republican organization who hae not within the past three years warned it against its excesses, who has not been borne down and iorced to give his con - victions of what the interests of the country ailed for: or, if too patriotic to do this, who has not been .driven from its ranks. If this hae been the case here tofore, what will be its action now with this new in fusion of men who, without a decent respect for the 'views of those who had Jest given them their positions, begin their legislative career with calla for arms; with demands that their States shall be regarded as in a Condition of civil war, and with a declaration that they are ready and anxious to degrade the President of the United State whenever they can persuade or force Concrete to bring forward new articles of im peachment? The Republican party, as well as we, are interested in putting some check upon this violence. It must be Clear to every thinking man that a division of politi cal power tends to check the violence of party action and to assure the peace and good order of eociety. The election of a Democratic Executive and a niaj ni ty of Democratic members to the House of Repro eentatives would not give to that party organization the power to make sudden or violent changes, but it would serve to check those extreme measures which have been deplored by the best men of both political organizations. The result would most certainly lead to that peaceful restoration of the Union and reestab lishment of fraternal relationship which the coun:ry desires. lam sure the best men of the Republican party deplore as deeply as Ido the spirit of violence shown by those recently admitted to seats in Congress from the South. The conditiln of civil war which they contemplate must be abhorrent to every right thinking man. I have no mere personal wishes which mislead ray judgment in regara to the pending election No man who has weighed and measured the duties of the office of President of the United States can fail to he impressed with the cares and tolls of him who is to meet its demands It is not merely to float witn popular currents, without a policy or a purpose. on the contrary, while our Constitution gives just weight to the public will, its distinguishing feature is that it seeks to protect the rights of minorities. Its greatest ,glory is that it puts restraints upon power. It givas force and form tc those maxims and principles of civil liberty for which the martyrs of freedom have strug gled through ages. It declares the right of the people to be secure in their persons, houses, and papers, against unreasonable eearehes and seizarei.: that Con gress shall make no law respecting an establishment of religion or the free exercise thereof, or abridging the freedom of speech or of the press, or the right of the people to petition for redress of grievances. It secures the, right of a speedy and pub is trial by an No man can rightfully enter upon the duties of the Presidential office, unless he is not only willing to carry out the wishes of the people expressed in a con stitutional way, but is also prepared to stand up for the rights of minorities. He mast be randy to uphold the free exercise of religion. He must denounce meas ures which would wrong personal or nome rightfi, or the rellsioliercon.cience of the humblest citizen of the Ind. The old lighthouse has beau eu tirely taken down, and the stone of a hich it is composed will be used in the erection of the new double house to or put up for the joint occupancy of the keeper and assistant keeper.
