Among the many visitors at the Presi• dent's home to-day was John Morrissey, Congressman elect. From Mexico. _ . WASHINGTON, November 19.—The Navy. Department has received information of the arrival of the Tallapoosa at Galveston, from Tampico. The Tallapoosa will be succeeded by the Paul Tones near the latter place. No foreign vessels of war were off the river or in the port of Tampico on the 29th of Octo her,' and only one American vessel, in the harbor. Tampico is at present in command of Colonel Gomez, with a force of eight hun dred men, controlling the customs and en foicingzpaynaent, of loans. ; The authorities at ,Victoria, the capital of the State of "Vic toria; do not recognize those of Tampipo,' and their guerillas seize all goods found on the way to the interior markets, despatched from the Tampico custom house. Under this state of affairs the in habitants of Tampico are in constant dread of the most serious discords, and a proba bility of the indiscriminate plunder of the town. Political Speculations. NEW YORK, Nov. 19.—A special Wash ington despatch to the Commercial-Adver tiser says it is confidently expected that the question of reconstruction will be amicably settled early in the approaching session of Congress. Negotiations for that purpose are in progress between the President and leading politicians of all parties, North and. South. The basis of settlement will be uni versal suffrage and general amnesty. The President 'partially accedes to this proposition, but insists upon constitutional grounds that - the question of suffrage pro perly belongs to the States, and is so far adverse to any action of Congress upon that subject. If the assurance can be obtained from the Southern leaders of the speedy adoption of universal suffrage, the President will waive his objections. The proposed basis of set tlement contemplates the abandonment of the Constitutional Amendment, as a condi tion bf Southern representation. The Post's special Washington despatch says that facts divulged to-day show that there is little hope that the President will recommend impartial suffrage. From Charleston. CHARLBSTON, S. C., Nov. 19.—The Mer cury was issued to-day, for the first, time since February 1865. It admits editorially that the war has annihilated the theory of State rights, and proposes to devote itself in future to the material development of South ern interests. Shipping Intelligence. SESSION'S— morning Court room 'was densely crowded this n view of the re sumption of the regular business of the term. There are still a large number of prison cases to be disposed of, ana this brought the crowd of witnesses to the Court this morning. John McCormick, alias "Scotty," was charged with stealing one hundred yards of dress goods, After a clerk in the stare robbed had testified that he saw the prisoner take their ods from the store window, Ma Ccrmick withdrew his plea, and pleaded guilty, and stated that he was friendless, penniless and a stranger in the city. and at the time of the larceny was drunk. Joseph McCfintock was charged with stealing f 515 in greenbacks and English sovereigns, the property of Alfred George. Mr. George alleged that on tbe 12th of, September this money Was taken from a taireaudrawer in his residence. Subsequently he saw_ a portion of the money atthe• Central Station, after the arrest of the defendant. The mother. in-law of the accused was living.with whoresecntor esti nurse.. ; • • Mrs. Carr, lived with Mr. Georges, testified that on the day in question Mrs. , neorge left the house, and in about a half an hour McClintock came in,and the house ask - el Mrs. Carr, to go for a plat- of beer....
